MANN HAS ALSO SERVED IN CONGRESS AND HE’S A VETERAN OF THE US NAVY. HE HAS A BACHELOR’S DEGREE IN BIOCHEMICAL SCIENCES AS WELL AS A LAW DEGREE BOTH FROM HARVARD. HE IS MARRIED AND HAS THREE CHILDREN MR. MAN. THANKS SO MUCH FOR BEING HERE. THANK YOU SO MUCH. WE APPRECIATE IT. AND BECAUSE CINCINNATI’S MAYOR’S RA CE IS ON PARTISAN HIS OPPONENT TONIGHT IS ALSO A DEMOCRAT AFTAB PUREVAL IS THE INCUMBENT HAMILTON COUNTY CLERK OF COURT. HE HAS WORKED AS A SPECIAL ASSISTANT UNITED STASTE ATTORNEY WAS PREVIOUSLY A GLOBAL BRAND ATTORNEY FOR PROCTER & GAMBLE ANDS I THE SON OF FIRST GENERATION AMERICANS MR. PUREVAL DID HIS UNDERGRADUATE WORK AT THE OHIO STATE UNIVERSITY AND HAS A LAW DEGREE FMRO THE UNIVERSITY OF CINCINNATI. HE IS MARRIED. HAS A ONE-YEAR-OLD SON AND LIVES IN CLIFTON MR. PUREVAL. THANK YOU SO MUCH FOR TONIGHT AS WELL. ALL RIGHT, SO WE DO HAVE A LOT OF GROUND TO COVER FOR YOU THIS EVENINGND A WE WANT TO GET RIGHT INTO THINGS OUR DEBATE BEGINS WITH OPENING STETAMENTS FROM EACH CANDIDATE AND BY VIRTUE OF A COIN TOSS MR. PUREVAL YOU ARE GOGIN TO HAVE THE FIRST OPENING STATEMENT. YOU HAVE TWO MINUTES. THANK YOU, AND TNKHA YOU SO MUCH TO WLWT FOR HOSTING THIS VERY IMPORTANT DEBATEND A THANK YOU SO MUCH CINCINNATI FOR TUNING. DAN FOR BEING SO ENGAGED IN THIS VERY IMPORTANT DECISION TO DETERMINE THE FUTURE OF CINCINNATI, AND THAT’S WHAT WE’RE RUNNINGBO AUT WHO’S GOT THE VISION TO PUSH OUR CITY FORWARD TO REALLY WIN THE NEXT DECADE TO PUSH US INTO THE FUTURE. I I BELIEVE WE’VE GOT THE VISION AND THE TRACK RECORD TO DO EXACTLY THAT I’M A UC COLLEGE OF LAW GRADUATE. I WAS A SPECIAL ASSISTANT US ATTORNEY. I WAS THE BRAND ATTORNEY FOR OLAY AND GIRL AT PROCTOR AND GAMBLE AND IN 2016. I BECAME THE FIRST DEMOCRAT IN A HUNDRED YEARS TO BE ELECTED TO THE HAMILTON COUNTY CRKLE OF COURTS IN THAT POSITION. I HAVE ENDED CORRUPTION. I HAVE MADE SURE AND AND RUN AN EFFICIENT CLERK OF COURTS OFFICE. IN FACT EVERY SINGLE YEAR OF MY TERM. I’VE GIVEN MONEY BACK TO THE COUNTY. SAVING TAXPAYERS MILLIONS AND MILLIONS OF DOLLARS AND THAT’S EXACTLY THE KIND OF BOLD EFFECTEIV LEADERSHIP THAT I BELIEVE THE CITY NEEDS RIGHT NOW. IT’S IT’S BEEN A REALLY REALLY TOUGH YEAR. I KNOW THAT PERSONALLY MY WIFE WHITNEY IS A DOCTOR AT BETHESDA NORTH AND GOOD SAM AND EVERY SINGLE DAY OF THIS PANDEMIC. SHE HAS WORKED TO SAVE THE LIVES OF COVID-19 PATIENTS MANY DAYS. SHE WINS THAT BATTLE BUT TOO MANY DAYS SHE LOSES. WE’VE ALL LOST SOME OF US HAVE LOST JOBS, SOME OF US ARE HOMES. SOME OF US HAVE LOST LOVED ONES. IT’S BEEN A REALLY CHALLENGING YEAR, BUT I’M RUNNING BECAUSE I BELIEVE OUR BEST DAYS ARE AHEAD OF US. I BELIEVE THAT MY TWO YEAR OLD SON BODIE. WILL HAVE AN OPPORTUNITY TORO GW UP IN A CITY THAT IS MORE EQUITABLE THAT IS GROWING THAT IS MORE SAFE AND THAT CONTINUES TO PRIORITIZE ENVIRONMENTAL POLICIES. THAT’LL PUSH US FORWARD THIS NOVEMBER. YOU HAVE THE THE DECISION TO MAKE A HISTORIC DEC. TO PUSH US FORWARD. THANK YOU. AND THANK YOU AND NOW FORUR O SECOND OPENING STATEMENT MR. MANN, YOU HAVE TWO MINUTES. SURE. SO MUCH AND THANK YOU TO CHANNEL 5 FOR GIVING US THIS TIME. AND THOSE ARE LISTENING WE WELCOME YOU. I WANT TO START OUT WITH A PERSONAL NOTE TODAY IS A WEDDING ANNIVERSARY THE 58TH WEDDING ANNIVERSARY OF MY DEAR WIFE BETSY AND MYSELF. WE WERE MARRIED WHILE I WAS IN THE NAVY WE HAD A MILITARY WEDDING WITH THE SWORDS FLYING AND SO FORTH IT’S THE BEST DECISION I EVER MADE WE CAME BACK TO CINCINNATI. WE LIVED HERE EVER SINCE WE HAVE THERE CHILDREN THREE GROWN CHILDREN AND FIVE GRANDCHILDREN OF WHOM LIVE IN CINCINNATI. ALL OF WHOM ARE DEVOTED GRADUATES OF CINCINNATI PUBLIC SCHOOLS, AND THEY ARE THE REASON THAT I BELVEIE THAT I SHOULD BE ELECTED THE NEXT MAYOR OF CINCINNATI. LET ME EXPLAIN WHY I THINK THIS YEAR THIS YEAR. THE CHOICE IS MORE IMPORTANT THAN PERHAPS ANYTIME ANYTIME THAT I CAN REMEMBER HERE ARE THE THREE REASONS THAT COME TO MIND FOR ME. FIRST OF ALL, WE’RE COMING OFF A PERIOD OF WONDERFUL GROWTH FOR THE FIRST TIME IN DECADES THE POPULATION OF THE CINCINNATI IS UP THAT HAS TO CONNUTIE FOR THE FIRST TIME IN A LONG TIME. WE HAVE AN INCREASE IN JOBS. WE HAVE DEVELOPMENT OPPORTUNITIES THAT WE SHOULD BE RYVE PROUD OF AND FINALLY OUR NEIGHBORHOODS THROUGHOUT THE CITY ARE EXPERIENCING A RENAISSANCE. NOT JUST OVER THE RUN. BUT MADISONVILLE WALNUT HILLS WESTWOOD COLLEGE HILL AVONDALE. THERE’S HARDLY A NEIGHBORHOOD. YOU CAN GO TO THAT DOESN’T BENEFIT FROMHE T LEADERSHIP OF JOHN CRANLEY IN THE LAST EIGHT YEARS. I’VE WORKED RIGHT BY HIM ERYVE STEP OF THE WAY THE SECOND REASON YOU SHOULD LOOK VERY CAREFULLY AT THE ELECTION. THIS YEAR IS THE FACT THAT WE’RE GOING TO HAVE A BRAND NEW COUNCIL THAT IS VERY INEXPERIENCED ONE OF THE YOUNGEST IN HISTORY AND SOMEBODY HAS GOT TO BRING THAT GROUP TOGETHER AND ESTABLISH A TEAM. I CAN DO THAT BECAUSE OF MY EXPERIENCE FINALLY. MY EXPERIENCE IS THE KEY I HAVE BEEN FOR THE LAST FOUR YEARS CHAIR OF THE BUDGET AND FINANCE COMMITTEE. WE HAVE A HUGE BUDGET THAT I’VE SHEPHERDED AND AS WE GO INTO THE EVENING. WE’LL TALK ABOUT THOSE OTHER DIFFERENCES. THANK YOU VERY MUCH FOR THE OPPORTUNITY MR. MAN. THANK YOU AND HAPPY ANNIVERSARY 58 YEARS. THAT IS QUEIT THE ACCOMPLISHMENT. ALL RIGHT, AS I MENTIONED WE HAVE WE HAVE A LOT TO GET THROUGH. SO LET’S GET STARTED HERE. AND MR. PUREVAL YOU WILL BEGIN TONIGHT. JUST YESTERDAY. WE HAD A STUDENT SHOT RIGHT DOWN THE STREET FROM A LOCAL HIGH SCHOOL. THIS HAPPENED IN BROAD DAYLIGHT RIGHT AFTER. ALL TO OTHER TEENAGERS WERE SHOT. JUST LAST NIGHT. WE HAD A SHOOTOUT WITH INNOCENT VICTIMS AT SMA,LE RIVERFRONT PARK 10 HOMICIDE VICTIMS THIS YEAR ALREADY ARE BETWEEN THE AGES OF 10 AND 19 YEARS OLD. WE HAVE AN ENORMOUS NUMBER OF TEENAGERS WHO WERE LOCKED UP IN JAIL OR JUVENILE DETENTION. SO I ASK YOU PEOPLE IN OUR COMMUNITIES THEY RALLY WE HAVE LOTS OF TALK AND TALK AND MEETING AFTER MEETING WITH OUR CITY AND COUNTY LEADERS AND YET IT FEELS LIKE NOT MUCH IS REALLY ACCOMPLISHED. SO I ASK YOU WTHA CAN ACTUALLY BE DONE TO STOP PEOPLE FROM SHOOTING EACH OTHER FOR WHAT SEEMS LIKE EVERY DAY MR. PUREVAL. YEAH. I TOTALLY AGREE WITH YOU THAT THE STATUS QUO IS JUST SIMPLY NOT WORKING AND IT’S IT’S HEARTBREAKING. IT’S HEARTBREAKING THAT SO MANY. OF OUR FAMILIES IN OUR COMMUNITY ACROSS THE CITY ARE FACING THIS EPIDEMIC OF GUN VIOLENCE. I I CAN’T IMAGINE THE HEARTBREAK. I’VE A TWO YEAR OLD SON AT HOME. AND I JUST CAN’T IMAGEIN HAVING TO BURY HIM, BUT THAT REALITY IS SO TERU FOR SO MANY MOTHERS AND FATHERS ACROSS OUR COMMUNITY. SO WE HAVE TO STAY WITH ONE CLEAR VOICE. THAT THERE IS NO PLACE FOR VIOLENT CRIME IN CINCINNATI. DAN THAT IF PEOPLE ARE PERPETUATING VIOLENT CRIME THAT WE HAVE TO HOLD THEM ACCOUNTABLE. THAT’S WHY I’VE PUT TOGETHER A PLAN A PUBLIC SAFETY AND CRIMINAL JUSTICE PLAN THAT THAT AIMS TO KEEP ALL OF OUR 52 NEIGHBORHOODS SAFE WHILE ALSO MAKING SURE THAT WE CAN PRIORITIZE JUSTICE AND WE HAVE TO MAKE SURE THAT OUR LAW ENFORCEMENT HAS THE RESOURCES NECESSARY TO DO THEIR JOB THAT OUR LOCAL LAW ENFORCEMENT IS WORKING WITH OUR FEDERAL LAW ENFORCEMENT. TO PREVENT THE IMPORTATION OF THESE ILLEGAL GUNS AND DRUGS INTO OUR COMMUNITY AND HOLD THOSE PERPETRATORS ACCOUNTABLE WHO ARE IMPORTING THEM AND DISTRIBUTING THEM. BUT WE ALSO HAVE TO MAKE SURE AND CONTINUE TO MAKE PUBLIC SAFETY A PRIORITY BY CONTINUING TO IMPROVE OUR PUBLIC SAFETY BY MAKING SEUR THAT OUR PRECIOUS PUBLIC SAFETY RESOURCES ARE FOCUSED ON PREVENTING VIOLENT CRIME AND HOLDING VIOLENT CRIMINALS ACCOUNTABLE AND NOT FOCUSED ON AREAS THAT ARE A LOWER PRIORITY. WE HAVE A MINUTE 30. NUMBER ONE WE HAVE TO SUPPORT OUR POLICE. AND THAT’S A BIG DIFFERENCE BETWEEN MR. PUREVAL AND I IF YOU READ HIS PLAN HE’S GOING TO TALK ABOUT A LOT OF PLANS. I’VE READ EVERLAST ONE OF THEM. I ENCOURAGE YOU TO READ THE PLANSIS H PLAN ON CRIMINAL JUSTICE SUGGESTS A LOT OF ALTERNATIVES TO SUPPORT FOR THE POLICE A LOT OF ALTERNATIVES TO MAKING SURE THATUR O POLICE ARE FULLY AUTHORIZED AT FUNDED AT THEIR AUTHORIZED STRENGTH AND THIS YEAR. I’M HAPPY TO SAY THAT WE’RE FUNDING THREE ADDITIONAL RECRUIT CLASSES TRYING TO GET BACK UP TO 1,000 POLICE OFFICERS. IAS W CALLED AT NIGHT BEFORE COMING OVER BY THE PRESIDENT OF THE WTES END DEVELOPMENT CORPORATION. HE WANTS TO MEET WITH ME TOMORROW AND HE SAYS SOMETHING THAT’S VERY IMPORTANT. HE AND OTHER MEMBERS OF HIS COMMUNITY HAVE A LOT OF IDEAS THAT THEY WANT TO SHARE ABOUT THE SOLUTION AND SOME OF THE SHOOTINGS HAVE BEEN IN THE WESTIN SOLUTIONS TO ADDRESS THE PROBLEM WE JUST SET ASIDE A HALF MILLION DOLLARS FOR A WHAT’S CALLED A CANLE AND SAFE FUND AND THE PHILOSOPHY OF THE FUND IS THAT WE PROVIDE SUPPORT TO NEIGHBORHOOD INITIATIVES THAT WORK ON REDUCING CRIME IN PARTNERSHIP WITH THE POLICE. SO THAT’S SOMETHING THAT HAS TO TAKE PLACE. I THE MORNINGS I WAKE UP. AND HEAR ABOUT ANOTHER SHOOTING BETWEEN TEENAGERS DEATHS AS A RESULT OF SHOOTING BUT TEENAGERS. I CRY YOU HAVE TO CRY BUT THAT WHYRE A TEENAGERS TODAY MESSING WITH GUNS INSTEADF O RESOLVING THEIR DIFFERENCES WITH FISTICUFFS? THERE’S SOMETNGHI VERY MUCH WRONG HERE AND IT HAS TO DO WITH FAMILY RESPONSIBILITY A LOT OF THINGSE W NEED TO TALK ABOUT PUREVAL YOU HAVE 30 SECONDS TO RESPOND. YEAH, YOU KNOW, I I WANT TO MAKE IT CLEAR THAT I WANT TO ENSURE THROUGH MY PLAN THAT LAW ENFORCEMENT HAS THE RESOURCES TO PRIORITIZE THE PREVENTION. AND PROSECUTION OF VIONTLE CRIME. WE’RE ON TRACK IN CINCINNATI TO EXCEED00 4 SHOOTINGS JUST THIS YEAR. THE VIOLENCE IS COMPLETELY OUT OF CONTROL AND THE STATUS QUO SOLUTIONS AND STRATEGIES JUST AREN’T WORKING. WE GOT TO MAKE SURE THAT OUR LAW ENFORCEMENTS ARE UNGSI THEIR RESOURCES MORE EFFECTIVELY CITING TO COURT MORE OFTEN FOR NON-VIOLENT MISDEMEANORS SO THEY CAN FOCUS ON VIOLENT CRIMES HAVING A TRDHI OPTION FOR MENTAL HEALTH AND ADDICTION ISS. FOR 911. SO AGAIN, OUR LAW ENFORCENTME CAN BE FOCUSED ON PREVENTING VIOLENT CRIME. THANK YOU. SPEAKING OF THE CINCINNATI POLICE DEPARTMENT WE HAVE DONE OF COURSE SEVERAL STORIES ABOUT THE CINCINNATI POLICE DEPARTMENT AND WHAT THEY HAVE DONE SINCE THE RACE RIOTS SINCE 2001HE T CINCINNATI POLICE DEPARTMENT HAS BECOME MORE DIVERSE YET. THERE’S A BIG DIVIDE BETWEEN THE LOCAL COMMUNITY AND POLICE NO DOUBT ABOUT IT HAS THE DEPARTMENT I ASK YOU DONE ENOUGH. AND IF NOT, WHAT IS YOUR PLAN TO IMPROVE IT MR. MANN? OUR POLICE DEPARTMENT IS A NATIONAL MODEL AND IT’S A NATIONAL MODEL BECAUSE OF THE AGONY. WE WENT THROUGH THIS COMMUNITY 20 YEARS AGO WITHHE T SHOOTING OF TIMOTHY THOMAS BECAUSE OF THAT SHOOTING AND BECAUSE OF THE EFFORTOFS FEDERAL JUDGE A LOT AND BECAUSE THE EFFORTS A LOT OF ODGO CITIZENS AND POLICE OFFICIALS MEETING AND WORKING ON WHAT CAME TO BE CALLED THE COLLABORATIVE AGREEMENT. WE HAVE A MUCH BETTER POLICE DEPARTMENT THAN WE DID. YEARS AGO AND YOU KNOW, I’VE TALKED TO MANY OFFICERS WHO MAKE ETH POINT THAT NO ONE IN CINCINNATI HAS SAID THAT WHAT HAPPENEDO T GEORGE FLOYD WAS GOOD. IT WAS WRONG. IT WAS MURRDE AND OUR OFFICERS. DON’T USE THE CHOKEHOLD THEY HAVEN’T FOR YEARS OUR OFFICERS. DON’T USE NO KNOCK WARRANTS OUR OFFICERS A VERY GO AOD TAKING CHARGE OF THE ESCALATING PROBLEMS WITH OUR CITIZENS. WE SHOULD SUPPORT THEM. THEY ARE NOT THE PROBLEMND A THERE ARE MANY CITIZENS WHO AGREE WITH THAT. THE COLLABORATIVE AGREEMENT IS SOMETHINGHA TT IS STOOD THE TEST OF TIME AND WE NEED TO CONTINUE TO IMPROVE WHAT’S CALLED CONTINUOUS IMPROVEMENT WITH OUR COLLABORATIVE AGREEMENT. I’M VERY PROUD OF THAT AND AS AGAIN, WE SHOULD LOOK AT SUPPORTING POLICE AND STRONG POLICE COMMUNITY RELATIONS. THANK YOU, MR. PUREVAL. AIAGN, I WOULD I WOULD ASK YOU TO TAKE A LOOK AT MY CRIMINAL JUSTICE PLAN. I TALK ABOUT THE FACT THAT THE LABORAVETI AGREEMENT WAS A HISTORIC LANDMARK MODEL NATIONAL MODEL FOR OUR POLICE, BUT OUR LOCAL LEADERS ARE CITY LEADERS UNLTI VERY RECENTLY GOT AWAY FROM FULLY FUNDING AND FULLY SUPPORTING OUR COLLABORATIVE AGREEMENT. I THINK IN ORDER TO CONTINUE TO STRENGTHEN THE TRUST BETWEEN OUR COMMUNITY AND OUR LAW ENFORCEMENT. WE CANNOTET L THE COMMITMENT TO FUNDING LAPSE JUST BECAUSE IT’S AN ELECTION YEAR. WE HAVE TO FULLY FUND THE COLLABORATIVE. MOVING FORWARDND A THAT MEANS ENSURING THAT IT’S THAT THE CITIZEN COMPLAINT AUTHORITY HAS THE RESOURCES NECESSARY IN ORDER TO REVIEW COMPLAINTS IT ALL SO MEANS THAT WE GET BACK TO THE FUNDAMENTALS OF THE COLLABORATIVE AND ONE OF TSEHO STRONG FUNDAMENTALS IS THE CITY IS THE CITY MANAGERS ADVISORY GROUP ARE ALL SO KNOWN THE MAG AND THIS IS REALLY A HISTORIC INNOVATIVE PIECE OF THE COLLABORATIVE AGREEMENT THAT ENSURES THAT CITIZENS IN THE COMMUNITY ON THE READ WHO UNDERSTAND WHY THE VIOLENCE IS BEING PERPETRATED AND ACCELERATED CAN TALK TO THE CITY MANAGER AND CAN TALK TO POLICE LEADERSHIP ABOUT BEST PRACTICES AND THEIR THOUGHTS ABOUT WHERE RESOCEURS ARE NEEDED. THANK YOU MR. MAN. WOULD YOU LIKE TO RESPOND? I WOULD AGAIN THE CRIMILNA JUSTICE PLAN THAT MR. PUREVAL SITES. DRAWS ON A LOT OF GOOD THINGS HAVE HAPPENED THE CITY OF CINCINNATI SURPRISINGLY. IT SITES ALSO MINNEAPOLIS AND LOUISVILLE MINNEAPOLISISTS WERE GEORGE FLOYD WAS KILLED LOUISVILLE SWORE. BREONNA TAYLOR DIED. SO WE HAVE TO LOOK CRITICALLY AT WHAT THE PLAN SAYS AND LISTEN TO OUR LOCAL POLICE LEADERSHIP. WE HAD A VERY HELPFUL INTERESTING HEARING LAST WEEK WITH THE POLICE CHIEF TALKING ABOUT THE THINGS THAT WE’RE DOING AND BY THE WAY VIOLENT CRIME SERIOUS CRIME IS DOWN IN CI NCINNATI COMPARED WITH 2019-2018-270. 2020 WHICH WAS A VERY UNUSUAL PANDEMIC INDUCED YEAR THAT WE HAD HIGH STATISTICS COMING OUT OF THE PANDEMIC WHEN WE HAD 40 SHOOTINGS, RIGHT THAT’S LESS THAN 2019-2018-20. RIGHT? LLWE 40 PEOPLE SHOT. JUST I SHOULDN’T SAY. ALL RIGHT, NO DOUBT. IT HAS BEEN A VERY DIFFICULT YEAR AND A HALF A LOT OF BUSINESSESAD H TO SHUT DOWN AND AND MANY STILL ARE NOT THRIVING SO AS WE COME OF THIS PANDEMIC, WHAT IS YOUR PLAN SPECIFICALLY TO MAKE SURE THE ECONOMY DOESN’T SPIRAL INTO A FREE FALL. WHAT ARE YOU GOING TO DO TO REVITALIZE LOCAL BUSINESSES MR. PUREVAL? THIS IS SUCH AN IMPORTANT QUESTION BECAUSE IN ADDITNIO TO PUBLIC SAFETY OUR PRIORITY HAS TO BE GROWTH WE HAVE TO RECEROV FROM THIS PANDEMIC AND GET BACK SOME OF WHAT WE’VE LOST GROW OUR SKYLINE GROW OUR POPULATION. GROW OUR TAX BASE GROW GROW, AND I THINK AGAIN IF YOU RUN FOR MAYOR YOU SHOULD HAVE A PLAN. I’VE GOT AN ECONOMIC REC. PLAN MR. MANN WILL BE THE FIRST TO ADMIT. HE HAS NO PLAN. LET ME GIVE YOU SOMEPE SCIFICS ON MY PLAN RIGHT NOW. IT’S INCREDIBLY DIFFICULT TO OPEN UP A SMALL BUSINESS HERE IN CINCINNATI. IT’S DIFFICULT BECAUSE OF ALL THE STATE REGULATION. IT’S DIFFICULT BECAUSE OF ALL THE COUNTY ISSUES AND ALL THE ALL THE CITY ISESSU MY PLAN A SPECIFIC FROM MY PLAN CALLS FOR ENGAGING WITH NAVIGATORS CREATING A NAVIGATOR A SMALL BUSINESS NAVIGATOR THAT CAN WALK YOU THROUGH THE PROCESS OF OPENING A SMALL BUSINESS HERE IN CINCINNATI. NOT JUST THE SPECIFIC. LICENSES AND ISSUES THAT YOU NEED BUT SOMEONE WHO CAN ANTICIPATE THE PROBLEMS, YOU KNOW, THE SECOND THING THAT WE NEED TO DO IS CONTINUEO T SUPPORT OUR LOCAL RESTAURANTS THIRD PARTY DELIVERY APPS. I LOVE THEM, BUT THEY ARE CRUSHING OUR LOCAL RESTAURANTS WITH VERY HIGH FEES. I THINK WE SHOULD PUT A CAP ON THOSE FEES. IT’LL DO TWO THINGS. NUMBER ONE. IT'L’ ENCOURAGE PEOPLE TO PATRONIZE RESTAURANTS BACK IN PERSON AND NUMBER TWO. IT'L’ BRING PEOPLE BACK DOWNTOWN AND INTO THEIR ECONOMIC CENTERS AND THE THIRD THING THAT WE HAVE TO DO FROM MY ECONOMIC RECOVERY. IS AVAIL OURSELVESF O THE BULLY PULPIT LEAD A STRONG AGGRESSIVE MARKETING CAMPAIGN TO LET PEOPLE KNOW THAT CINCINNATI IS OPEN FOR BUSINESS TO BRING THEM BACK AGAINST THEIR ECONOMIC CENTERS MR. MAN, YOU KWNO TAKE A LOOK AT DOWNTOWN. IT IS BACK. WE HAVE PROVIDED A LOT OF PUBLIC SUPPORT FOR OUR RESTAURANTS. YOU CANNOT DRIVE AROUND THE DOWNTOWN STREET. SO THAT’S SEEING RESTAURANTS SERVICE ON THE STREETS ON THE SIDEWALK. THAT’S BECAUSE OF A LOT OF FINANCIAL SUPPORT FROM ETH CITY WE’RE GOING TO CONTINUE THAT I’M VERY PROUD OF THE EXTENT TO WHICH RECENT CIVIC EVENTS OCTOBER FEST EARLIER IN THE SUMMER BASEBALL GATHERINGS AND THE LIKE HAVE SEEN SUCH A HUGE TURNOUT. I THINK PEOPLE ARE SUBJECT TO THE RESTRICTIONS OF THE PANDEMIC ARE FEELING A LOT MORE COMFORT GATHERING IN NUMBERS AND PATRONIZING OUR BUSINESSES. WE’VE WORKED A LOT AT CITY HALL AND RECENT YEARS AT FACILITATING ACCESSO T THE PERMITTING PROCESS AND THE LIKE I THINK IT’S MUCH MORE STREAMLINED. IT USED TO BE THAT IS A MEAN IT CAN’T BE IMPROVED AND ALWAYS AS WE TALK ABOUT WHERE THE CITY IS NOW WE HAVE TO FOCUS ON CONTINUOUS IMPROVEMENT. THAT’S ONE OF OUR CONTINUGIN OBLIGATIONS, BUT I THINK WE’RE IN A PRETTY GOOD SHAPE AND WE CAN EXPECT TO CONTINUE AND YOU KN,OW ARE MY OPPONENT IS SO BUSY TALKING ABOUT THESE PLANS. I GEUR YOU TO READ THEM. THEY RDEA LIKE HIGH SCHOOL PAPERS THIS THEIR FILL THE CITATIONS TO MEDIA STORIES NOT TO AUTHORITATIVE SOURCES AND THEY CITE AGAIN AND AGAIN AND AGAIN THE WONDERFUL THINGS THE CITY HAS ALREADY DOING. MR. PUREVAL WE JUST HAVE A CLEAR DISAGREEMENT HERE. DAVID MANN THINKS 40 SHOOTINGS. LAST MONTH IS JUST FINE DAVID DAVID MANN THINKS OUR ECONOMY IN THE PANDEMIC IS JUST FINE WITH ALL DUE RESPECT. I THINK HE’S ASLEEP AT THE WHEEL. I’M VERY PROUD OF OUR ECONOMIC RECOVERY PLAN, AND I’D BE HAPPY TO DEBATE DAVID MANN’S PLAN, BUT BUT HE’LL BE THE FIRST TO ADMIT. HE JUST DOESN’T HAVE ONE. I TNKHI THIS BRINGS ME TO A QUESTION THAT MAYBE A LOT OF PEOPLE OUT THERE YOU’RE CRITICS HAVE BEEN TALKING ABOUT SO YOU’RE MAKING SLIGHT JABS. OTHER LET’S GET TO IT HERE. LET’S TALK ABOUT EXPERIENCE MR. MANN. YOU’RE A SEASONED POLITICIAN WHO UNDERSTANDS HOW TO HANDLE TOUGH NEGOTIATIONS COMPLICEDAT ISSUES WITHIN OUR CITY, BUT YOUR CRITICS SAY THAT WE NEED NEW VISIONYAR IDEAS AND A CHANGE FROM THE STATUS QUO, MR. PUREVAL YOUR SUPRTPOERS. SAY THAT YOU PROVIDE THIS ENERGY AND ENTHUSIASMOU Y HAVE VISIONARY IDEAS, BUT THAT YOU’VE ONLY HELD ONE ELECTED OFFEIC AND NOT YET SERVED A FULL TERM. WE’VE HEARD PEOPLE SAY THAT YOU SIMPLY ARE MAYBE JUST CLIMBING THE LADDER TO THE NEXT STEP. I’D LIKE BOTH OF YOU TO ANSWER YOUR CRITICS HERE. WHY ARE YOUHE T RIGHT MAN TO RUN THIS CITY MR. MAN? YOU HAVE 90 SECONDS. LET ME MAKE CLEAR WHAT I’VE DONE THE LAST FOUR YEARS. I’M CHAIR OF THE BUDGET FINANCE COMMITTEE. WE OVERSEE. RATHER LARGE BUDGET 2.6 BILLION THAT’S WITH A B BILLION DOLLARS THAT THEIT CY SPENDS EVERY YEAR. WE OVERSEE THE SERVICES PROVIDED BY 6,000 EMPLOYEES THOSE 6,000 EMPLOYEES MAKE OUR COMMUNITY SAFE. THEY MAKE OUR STREETS FREE OF SNOW FREE OF POTHOLES SAFE IN TERMS OF TRAFFIC CONTROLS AND ETH LIKE WE INSPECT BUILDINGS. THERE’S A WE PROVIDE WATER THAT’S CLEANND A SAFE. WE CLEAN THE SEWAGE THAT GOES BACK INTO THE OHIO RIVER. IT’S IT’S A LONG LIST OF THINGS THAT WE DO THE HEALTH DEPARTMENT THAT HPEL KEEP US SAFE DURING THE EARLY DAYS THE PANDEMIC BEFORE THERE WAS A VACCITINAON BEFORE WE UNDERSTOOD EXACTLY HOW WE WERE GOING TO NAVIGATE THROUGH THIS SO AND THE NOTION THAT THE FACT THAT I’VE DONE A GOOD JOB BEING INVOLVED IN WHAT THE CITY DOES TODAY SOME OF DISQUALIFIES ME FROM GOING FORWARD SEEMS TO TOUCH ABSURD. BEEN MANY INITIATIVES OF MANY CHANGES IN THE LAST FOUR YEARS THAT I WAS A PARTF O I’M PROUD OF THEM IF WE HAVE TIME I GO INTO THEM. SO BY CONTRAST MY OPPONENT SITS ON A DEPARTMENT THAT HAS ONLY 200 EMPLOYEES AND ANNUAL BUDGET OF 16 MILLION DOLLARS THAT HE DOESN’T EVEN GET TO ESTABLISH THIS COUNTY COMMISSIONERS ESTABLISHMENT. HEAS H NO POLICE OFFICERS. HE DOESN’T HAVE ANY RESPONSIBILITY FORNO SW REMOVAL UNDER THE STATUTE OF OHIO. WHAT THE CLARK DOES IS KEEP TRACK OF THE PAPERS OF THE COURTS NOW THAT’S IMPORTANT. IF YOU’RE A LAWYER OR A LIVING, OTHERWISE, IT PALES IN COMPARISON THE THE PRIORITIES THAT I’VE HAD RESPONSIBILITY FOR IT AT THE CITY OF CINCINNATI. THANK YOU MR. PUREVAL IF YOU LISTEN TO DAVID MANN, IT SOUNDS LIKE HE’S HE’S CURRENTLY THE MAYOR THE CITY MANAGER THE HEAD OF CITY COUNCIL. THE FACT OF THE MATTER IS HE DOES NOT CONTROL A BUDGET OF 1.5 BILLION DOLLARS. HE DOES NOT MANAGE 6,000 EMPLOYEES. THE TRUTH IS DIDAV IS RESPONSIBLE FOR A BUDGET OF ONLY A HUNDRED AND TWENTY THOUSAND DOLLARS AND HE ONLY MANAGES TWO EMPLOYEES AND AND HE HAS CONTINUED TO DEMEAN MY OFFICE OF PUBLIC SERVANTS 200 PUBLIC SERVANTS WHO EVERY DAY OF THIS PANDEMIC AT GREAT PERSONAL RISK TO THEIR HEALTH HAVE COME IN TO MAKE SURE THAT OUR JUSTICE SYSTEM WORKS EVERY SINGLE DAY MANY OF THEM HAVE FALLEN VERY VERY ILL BECAUSE OF THE PANDEMIC AND THEY HAVE SACRIFICED EVERY DAY TO ENSURE THAT OUR COURT. SOME RUNS EFFICIENTLY AND EFFECTIVELY. HE SAYS THAT OUR JOB IS ONLYO T TO PASS AROUND PAPERS. WELL WITH WITH ALL DUE RESPECT TO DAVID MANN, I DON’T KNOW ABOUT HIS OWN PRACTICE, BUT MOST LAWYERS ARE USING ELECTRONIC FILING. SO AGAIN, I THINK HE’S STUCK IN THE PAST. LOOK IF I’M LUCKY ENOHUG TO BE ELECTED MAYOR. THIS WILL BE THE MOST IMPORTANT THING THAT I EVER DO PERIOD AND I’M REALLY PROUD OF MY TRACK RERDCO IN THE CLERK OF COURT’S OFFICE ENDING THE PATRONAGE AND NEPOTISM TTHA PREVENTED SO MANY QUALIFIED PEOPLE FROM GETTING A JOB IN THAT BUILDING FOR GENERATIONS LEADING ON JUSTICE REFORM LEADING ON INNOVATION LAUNCHING THE FIRST NEW WEBSITE IN OVER 20 YEARS EXPANDING E-FILING AND TREATING MY EMPLOYEES WITH DIGNITY INSTITUTING A LIVING WAGE AND BEING THE FIRST COUNTYWIDE EXECUTIVE IN THE STATE TO INSTITUTE COMPREHENSIVE PAID FAMILY. LEAVE ALL WHILE SAVING TAXPAYER DOLLARS. THAT’S WHAT I BELIEVE THE CITY IS LOOKING FOR. THANK YOU MR. MAN. WOULD YOU LIKE TO RESPOND? THE BUDGET IS MY RESPONSIBILITY. WE HAD HOURS AND HRSOU AND HOURS OF HEARINGS BEFORE WE MEAD A FINAL PROPOSAL AN APPROPRIATION ORDINANCE THAT THE COMMITTEE CONSIDERED RECONSIDERED AMENDED AND THEN PRESENTED THE COUNCIL SO MY RESPONSIBILITY AS SHARED THE BUDGET AND FINANCE COMMITTEE WAS TO OVERSEE THAT THAT PROCESS AND THEN PRESENTS THE ORDINANCES THAT WERE ACTUALLY PASSED BY THE COUNCIL. WHAT I DO IS PAST LEGISLATION. POLICY DECIDE HOW MANY EMPLOYEES WERE GOING TO HAVE HOW MUCH MONEY IS GOING TO GO TO THIS DEPARTMENT THAT DEPARTMENT MR. PUREVAL DOES NOT VOTE. HE’S NEVER VOTED AS FAR AS I KNOW ON AN ORDINANCE OR A LAW. THAT’S NOT WHAT HE DOES. HE SIMPLY ADMINISTERS IN OFFICE. THANK YOU. LET’S GO BACK TO COVID BECAUSE IT HAS DOMINATED OUR LIVES FOR OVER A YEAR NOW MANY BUSINESSES ARE MANDATING THAT EMPLOESYE GET A VACCINE INCLUDING OUR CITY WORKERS. IN FACT, JUST THIS PAST FRIDAY MANY. A HEALTHCARE WORKERS HIT THAT DEADLINE SOME OF THEM QUIT SOME OF THEM WERE FIRED. SO DO YOU THINK WORKPLACES SHOULD HAVE THE RIGHT TO MANDATE A VACCINE AND WHY MR. PUREVALUE YOU BEGIN? I TNKHI WE’VE GOT TO DO EVERYTHING THAT WE POSSIBLY CAN TAKE IN EVERYTHING APPROACH AND ALL OF THE ABOVE APPROACH IN ORDER TO GET VACCINE REQUIREMENTS UP BECAUSE IF PEOPLE DON’T FEEL SAFE WORKING IN PERSON LIVING IN PERSON PLAYING AND RECREATING IN PERSON THEN WE'R’ GOING TO CONTINUE TO BE HOBBLED AS A CITY AND AS A COMMUNITY OUR ECONOMY IS GOING TO CONTINUE TO BE STALLED. SO WE HAVE TO DO EVERYTHING WE CAN AS CITY LEADERS TO WORK COLLABORATIVELY WITH OUR SMALL BUSINESSES AND WITH OUR CITIZENS TO CONTINUE TO ENCOURAGE VACCINATIONS AND CONTINUE TO ENCOURAGE WHEN POSSIBLE MASK MANDATES. IT’S GOING TO TAKE ALL OF US WORKING TOGETHER IN ORDER TO GET OUT OF PANDEMIC MR.AN M YES, I DON’T SEE HOWE W ARE GOING TO RETURN TO NORMAL UNLESS MOST OF US ARE VACCINATED AND I THINK EMPLOYERS HAVE A RESPONSIBILITY WHICH I SUPPORT THE CITY OF CINCINNATI IS REQUIRING OUR EMPLOYEES TO BE VACCINATED AND WE’RE APPROPRIATEO T WEAR MASKS. THAT’S EXACTLY WHAT PRIVATE EMPLOYER SHOULD DO. MY WIF IES GOING THROUGH A VERY DIFFICULT TIME. SHE HAS A BLOOD CANCER BECAUSE OF HER TREATMENTS HER IMMUN. THEM HAS BEEN PRETTY MUCH CRASHED. SHE’S ON A GOOD PATH AND WE’VE HAD A LOT OF PRAYERS IN THE COMMUNITY WHICH WE APPRECIATE VERY MUCH. SHE WAS ABLE TO HAVE HER FIRST COVID-19 VACCINATION AGAIN ON FRIDAY, BUT SHE STILL CAN’T LEAVE THE HOME OR BE EXPOSED TO FOLKS. SO I WANT THE FOLKS THAT SHE DOES EVENTUALLY SEE WHEN SHE IS RELEASED FROM THIS HOME CONFINEMENT TO BE VACCINATED AND I WOULD THINK WE ALL FEEL THAT SHOULD FEEL THAT RESPONSIBILITY. MR. PUREVAL WOULD YOU LIKE TO RESPOND? I WILLAY S JUST WANT TO REITERATE OUR BETSY’S AND OUR THOUGHTS AND PRAYERS AND WE’RE PRAYING FOR HER SPEEDY RECOVERY MY OWN WIFE AS I’VE MENTIONED BEFORE IS A DOCTOR AND IT’S BEEN A VERY VERY STRESSFUL YEAR FOR HER PERSONALLY DEALING WITH THE PANDEMIC DEALING WITH THE WITH THE DELTA VARIANT. VERY VERY CHALLENNGGI ON OUR FRONTLINE STAFF AND ON OUR HEALTH CARE WORKERS AND AGAIN IF WE’RE GOING TO PUSH OUR ECONOMY FORWARD AND GET BACK TO GROWING OUR CITY. WE’VEOT G TO GET THIS RIGHT ANOTHER HOT BUTTON ISSUE AND A DIVISIVE ISSUE OVER THE LAST YEAR ARE THE PROTESTS THAT WE SAW IN OUR CITY STREETS. WE SAW A MODERN-DAY CIVIL RIGHTS MOVEMENT TAKE OVER NOT ONLY THE STREETS OF CINCINNATI, BUT ACROSS OUR COUNTRY, WHAT WOULD YOU DO TO BRING PEOPLE CLOSER TOGETHER MR. MAN? I THINK FIRST OF ALL WE HAVE TO ENGAGE WITH THEM ENGAGE WITH THEMN I A CONSTRUCTIVE SUBSTANTIVE WAY. I SPEND HOURS AND HOURS AS CHAIR OF THE BUDGET FINANCE COMMITTEE. ON MY FRONT LAWN MEETING WITH FOLKS WHO OBVIOUSLY WERE SHOCKED BY WHAT HAPPENED IN MINNEAPOLIS WERE SHOCKED BY WTHA HAPPENED IN LOUISVILLE AND WANTED US TO UNDERSTAND THAT FOR BCKLA AMERICANS. THERE’S A CONCERN THAT SOMETIMES IN SOME COMMUNITIES LAW ENFORCEMENT HASN’T BEEN UNDERSTANDING. WE HAD OUR OWN EXPERIENCE HERE WITH THE UNIVERSITY OF CINCINNATI POLICE OFFICER FORTUNATELY OUR OWN OFFICERS AS I SAID EARLIER HAVE BEEN VERY GOOD AFTER ENGAGEMENT WITH IS LIKE I’M TALKING ABOUT THAT’S WHAT YOU HAVE TO DO AND THE PROTESTS WERE PEACEFUL AND APPROPRIATE EXCEPT YOU KNOW, THERE WERE SOME INSTANCES OF PROPERTY DAMAGE DAN ALIKE AND THAT’S NOT HELPFUL. AND I THINK THE MAYOR WAS RIGHT TO INSTITETU THE CURFEW WHEN HE DID. MR. PUREVAL YEAH WHAT WE SAW LAST SUMMER WITH THE BLACK LIVES MATTER PROTESTS AND MARCHES WAS WAS REALLY INSPIRING COMMUNITIES OUTPOURING IN A NON-VIOLENT WAY ONTO THE STREETS TO DEMAND CHANGE AND JUST JUSTICE SYSTEM THAT UNFORTUNATELY CONTINUES TO BE INFECTED WITH SYSTEMIC RACISM. I’VE TRIED VYER HARD AND WORKED VERY HARD IN THE HAMILTON COUNTY CLERK OF COURTS TO LEAD THE WAY ON JUSTICE REFORM. NOT JUST IN OUR CRIMINAL SYSTEM, BUT ALSO IN OUR CIVIL SYSTEM. CERTAINLY, WE’RE ALL SUFFERING THROUGH THE PANDEMIC NOW, BUT PRIOR TO THAT WE EXPERIENCED AN EPIDEMIC AND A PANDEMIC OF EVICTIONS SINGLE MOTHERS AND THEIR CHILDREN EVERY D INAY HAMILTON COUNTY COURTS BEING EVICTED AND WHEN WHEN THERE’S A PANDEMIC GOING ON THAT’S NOT JUST A PROBLEM FOR THAT MOTHER AND THEIR CHILDREN. THAT’S A PROBLEM FOR ALL OF US WHEN SHELTERS ARE FULL. IT’S A PUBLIC HEALTH ISSUE. I’VE LED A LAUNCHING A NATIONALLY RECOGNIZED HELP CENTER THAT HELPS PEOPLE WHO CAN’T AFFORD AN ATTORNEY DEAL WITH EVICTION ISSUES LANDLORD TENANT SMALL CLAIMS AND WAGE GARNISHMENTS, AND I’M ALSO REALLY PROUD OF THE FACT THAT I’VE BEEN OUT IN THE COMMUNITY LISTENING TO FKSOL ENGENDERING THAT TRUST IN THE COMMUNITY UNDERSTANDING WHAT THEIR CHALLENGES ARE UNDERSTANDING WHAT THEIR FEARS ARE WHAT THEIR HOPES ARE WHAT THEIR DREAMS ARE JUST IN THIS CAMPAIGN ALONE. I’VE DONE FIVE TOWN HALL FORUMS AND HAD DOZENS AND DOZENS OF MEETINGS. WITH STAKEHOLDERS TO DEVOPEL OUR FOUR COMPREHENSIVE PLANS THE CITY HALL. IT LOOKS LIKE A FORTRESS YOU GOT TO GO THROUGH SECURITY IN ORDER TO TO MEET WITH YOUR POLITICIANS. I’VE BEEN A CLERK OF COURTS OUT IN THE COMMUNITY AND IF I’M LUCKY ENOUGH TO BE ELECTED MAYOR, THAT’S THE KIND OF MAYOR I’LL BE AS WELL,R. M WOULD YOU LIKE TO RESPOND SURE THE TYCI HAS INVESTED A LOT OF MONEY IN HELPING FOLKS STAYN I THEIR HOMES. WE PROVIDE FUNDS FOR THE TO THE LEGAL AID SOCTYIE COMMUNITY ACTION AGENCY TO PROVIDE LEGAL SERVICES. IT IS IMPORNTTA THAT FOLKS NOT BE AFFECTED IF THERE’S ANY ALTERNATIVE AND THANKS TO SOME FEDERAL FUNDS THAT ARE MINISTERED THROUGH THE CITY AND THROUGH THE COMMUNITY ACTION AGENCY. WE’VE BEEN ABLE TO PUT A CAP ON THAT AND YES. AT CITY HALL. I HAVE MEETINGS. WE HAVE A COUNCIL MEETING ONCE A WEEK COMMITTEE MEETINGS TWO DAYS A WEEK. I FEEL LIKE I’M HAVING A TOWN HALL ALL THE TIME AND THEY’RE IMPORTANT. CITIZENS DO ENGAGE WITH US. I’M HAPPY TO SEE. ALL RIGHT, LET’S STAY ON THE TOPIC OF RACE. MR. PUREVAL YOUR WEBSITE OUTLINE SEVERAL PLANS TO HELP BLACKND A BROWN PEOPLE MR. MAN I COULDN’T HELP WHEN I WAS LOOKING ON YOUR WEBSITE EVERY PRIORITY LISTED ON YOUR WEBSITE EVERY PRIORITY FALLS UNDERHE T HEADING LIFTING UP BLACK CINCINNATI, BUT DEMOCRATS HAVE CONTROLLED CITY HALL FOR A VERY LONG TIME AND DISPARITIES IN ECONOMICS AND SOCIAL JUSTICE. REMAIN. THAT’S WHAT WE HEARD. THESE PROTESTS LTAS YEAR AND WHAT WE CONTINUE TO HEAR. SO I’M WONDERING WHY SHOULD PEOPLE BELIEVE THAT YOU HAVE REAL ANSWERS AND AREN’T JUST SAYING LET’S SAY WHATEVER IT TAKES TO WIN ORVE THE BLACK VOTE MR. PUREVAL. YEAH AGAIN, THERE’S A REAL DIFFERENCE HERE. IIFFERENCE HERE. AGREE DAVID MANN’S BEEN IN CITY HALLOR F 26 YEARS. I HAVEN’T I’VE BEEN IN THE HAMILTON COUNTY CLERK OF COURTS FOR NEARLY FIVE YEARS NOW AND MY TRACK RECORD PARTICULARLY AS IT RELATES TO RACIAL. EQUITY AND RACIAL JUSTICE IS VERY VERY CLEAR ACROSS THE BOARD. I HAVE INCREASED DIVERSITY IN OUR HIRING ENSURING THAT OUR CLERK’S OFFICE AND OUR JUSTICE SYSTEM REFLECTSHE T DIVERSITY OF THE COMMUNITY THAT THEY’RE SERVING, BUT I DIDN’T JUST STOP THERE. I’VE WORKED WITH THE NATIONAL BAIL PROJECT TO COME IN TO CINCINNATI TO WORK TO REFORM OUR CASH BAIL SYSTEM AS I MENTIONED. I LAUNCHED AN EVICTION HELP CENTER AND A MUNICIPAL CIVIL COURT HELP CENTER TO HELP PEOPLE WHO COULDN’T AFFORD. AN ATTORNEY DEAL WITH A FULL SPECTRUM OF CIVIL ISSUES THAT THEY ARE FACING AND AND IF WE ARE GOING TO MOVE CINCINNATI FORWARD WE HAVE TO MAKE SURE THAT RACIAL EQUYIT AND RACIAL JUSTICE IS A PRIORITY. THAT’S WHAT I’VE DONE IN THE CLERK’S OFFICE AND THAT’S WHAT I’LL DO AS MAYOR. LET ME GIVE YOU JUST A FEW SPECIFICS IN MY ECONOMIC RECOVERY PLAN. I THINK IN ORDER TO IMPROVE THE LIVES OF SO MANY OF OUR BLACK COMMUNITIES. WE NEED TO FOCUS ON OWNERIPSH BLACK OWNERSHIP OF BUSINESSES BLACK OWNERSHIP OF HOMES. AND BLACK OWNERSHIP OF NEIGHBORHOODS. LET ME DRILL DOWN ON BLACK OWNERSHIP OF BUSINESSES THE CITY CAN DO SO MUCH TO CREATE A PIPELINE OF BLACK OEDWN BUSINESSES THROUGH OUR CITY CONTRACTING. WE GOT TO CONTINUE TO MAKE SURE THAT DIVERSITY AND INCLUSION IS A PRIORITY WHEN WE’RE HANDING OUT MILLIONSND A MILLIONS OF DOLLARS IN CITY CONTRACTS AND WE CAN DO THAT BY LOWERING THE BARRIERS OF ENTRY FOR WOMEN KNOWN AND BLACK-OWNED BUSINESSES TO DO BUSINESS WITH OUR CITY. WE CAN BREAK LARGER CONTRACTS. SO SMALLER BLACK OWN. THIS ISAN C COMPETE FOR THEM AND WE CAN CONTINUE TO EXPANDHE T RESOURCES AVAILABLE FOR THE AFRICAN-AMERICAN CHAMBER AND THE MINORITY BUSINESS ACCELERATOR. THANK YOU MORE ABOUT BLACK-OWNED BUSINESSES HERE IN A MOMENT. SO WE’LL GET BACK TO THAT ISESU MR. MANN YOU HAVE 90 SECONDS, YOU KNOW, I WAS A MAYOR WHEN THE FIRST AFRICAN-AMERICAN CITY MANARGE WAS HARD. I WAS THE MAYOR WHEN A CONSENT DECREE WAS ENTERED INTO THAT MANDATES THAT SPECIFIED PERCENTAGES OF EACH. POLICE RECRUIT CLASS BE AFRICAN-AMERANIC OR FEMALE AND UNFORTUNATELY THAT THAT CONSENT DECREE WAS JUST THROWN OUT BY JUDGED A LOT AND WE’RE LOOKING AT WAYS TO REINSTITUTE IT AND IT ALSO CONSENT DECREES THAT GAVE THE SAME OPPORTUNITIES FOR BLACK POLICE OFFICERS TO BECOME SERGEANTS IN LIEUTENANTS, AND IT’S WORKED WONDERS AND SO MANY OTHER THINGS HAVE WORDKE WONDERS AT CITY HALL, YOU KNOW ABOUT 80% OF OUR BUDGETS I MANAGED BY DIRECTORS WHO ARE AFRICAN-AMERICAN THE POLICE CHIEF THE FIRE CHIEF THE DIRECTOR OF WATER WORKS. FOR PUBLIC SERVISCE THAT DIRECTED THE RECREATION COMMISSION THE HEALTH COMMISSIONER. WE HAVE SUCCEEDED AT CITY HALL AND PROVIDING OPPORTUNITY MEANINGFUL OPPORTUNITY FOR AFRICAN-AMERICAN EMPLOYEES, AND I’M VERY PROUD OF THAT AND IT DOESN’T JUST HAPPEN. IT HAPPENS BECAUSE IT’S BEEN A PRIORITY OF CITY COUNCIL THE CITY COUNCILS THAT I’M ON WE’VE MADE REAL PROGRESS IN THE LAST FEW YEARS WITH INCREASING THE PERCENTAGE OF CONT. AWARDS ON CYIT PROJECTS THAT GO TO MINORITY BUSINESS ENTERPRISES NOW, THERE’S ONE HANG UP HERE AND THERE’S A BIG DIFFERENCE HERE BECAUSE MR. PUREVAL SUPPORTS SOME UNION SPONSORED RESTRICTIONS CALLED PROCTJE LABOR AGREEMENTS AND RESPONSIBLE BETTER AND THE EFFECT OF THOSE HAS BEEN THAT MINORITY CONTRACTING THE RESPONSIBLE BIDDER AREA IN THE WATERWORKS HAS GONE DOWN DRAMATICALLY SINCE 2018 AND IF HE’S SERIOUS ABOUT WHAT HE SAYSE W REMOVED THOSE RESTRICTIONSND A RESTORE THE OPPORTUNITY FOR SIGNIFICANT PERCENTAGE OF PUBLIC WORK TO GO TO MINORITY BUSINESS ENTERPRISES. YOUR RESPONSE. YEAH. MY RESPONSE IS I’M INCREDIBLY PROUD OF THE FACT THAT WORKING FAMILIES ACROSS OUR CITY AND ACROSS OUR REGNIO HAVE DECIDED TO SUPPORT OUR VISION MAKING SURE THAT WORKING FAMILIES HAVE ACCESS TO BETTER JOBS WITH BETTER BENEFITS. THAT’S WTHA OUR LABOR COMMUNITY IS ALL ABOUT. AND THAT’S WHAT THEY ARE CONTINUING TO PUSH AND THAT’S WHY THEY’RE SUPPORTING ME BECAUSE OF THE TWO OF US. TIME THE ONLY EXECUTIVE THAT IS INSTITUTED A LIVING WAGE. I’M THE ONLY EXECUTIVE THAT HAS IMPROVED THE BENEFITS IN MY OFFICE. YOU KNOW WHEN I FIRST STARTED THE CLERK’S OFFICE, WE DIDN’T EVEN HAVE MATERNITY LEAVE NOW. WE HAVE COMPREHENSIVEAID P FAMILY LEAVE. I KNOW HOW TO PUSH OUR ECONOMY FORWARD WHILE ALSO TREATING PEOPLE WITH DIGNITY. LET’S STAY ON THE TOPIC BECAUSE YOU BHOT HAVE BROUGHT THIS UP IN REGARDS TO BLACK BUSINESSES AND ACCORDING TO THE AFRICAN-AMERICAN CHAMBER 47% OF CINCINNATI RESIDENTS. OUR BLACK OR BROWN YET WHEN YOU LOOK AT ALL BUSINESS WITHIN THE CITY OF CINCINNATI ONLY ONE PERCENT ARE BLACK OWNED. WHY DO YOU THINK THAT IS AND WHAT DO YOU THINK NEEDS TO BE DONE CHANGE THAT MR. MAN? WELL, FIRST OF ALL. I WAS JUST MENTIONING THE FACT THAT THERE ARE SOME RESTRICTIONS THAT HANDICAP THE CITIES ABILITY ON THIS CONTRACTS TO ENHANCE MINORITY BUSINESS ENTERPRISES AND BECAUSE OF WHAT’S CALLED. RESPONSIBLE BITTER THOSE PERCENTAGES GOING DOWN SINCE 2018. THAT IS A REAL SAD TNGHI AND JUST TALK TO SOME A BLACK CONTRACTORS AND THEY WILL TELL YOU TTHA PROJECT LABOR AGREEMENTS AND RESPONSIBLE BETTER RESTRICTIONS ARE GETTING IN THEIR WAY THEIR WAY TO GET MORE BUSINESS. I THINK THE AFRICAN-AMERICAN CHAMBER OF COMMERCE HAS A LOT OF GOOD IDEAS. WE HAVE BNEE APPROPRIATING MONEY INCREASING DOLLARS TO THE AFRICAN MINERAL CHAMBER OF COMMERCE. WE’RE CREATING AND SUPPORTING A RESOURCE CENTERS FOR BLACK BUSINESSES AND WE CELEBRATE BLACK OWNERS AND BUSINESSES ARE DEVOTED TO BLACK EMPLOYEES. IT’S SOMETHING THAT HAS TO HAPPEN OUR SOCIETY. MR. PURELVA WE HAVE TO DO EVERYTHING THAT WE POSSIBLY CAN TO MAKE SURE THAT OUR BLACK COMMUNITY HAS AN OPPORTUNITY TO GENERATE ACCUMULATE AND SAVE WEALTH WHAT WE’VE SEEN THE LESSON THAT I’VE LEARNED IN SO MANY OTHERS HAVE LEARNED WITH THE ECONOMIC DOWNTURNS OF BOTH. 2008 AND 2020 AS THAT OUR COMMUNITIES SPECIFICALLY OUR BLACK COMMUNITY WHO DO TO SYSTEMIC RACISM AND REDNILING HAVEN’T HAD OPPORTUNITIES TO GENERATE WEALTH. THEY ARE THE ONES AT MOST RISK OF FINANCIAL RUIN WHEN THE ECONOMY TURNS AND SO AGAIN, WE’VE GOT A PRIORITIZE BLACK OWNERSHIP. LET’S LET’S FOCUS IN ON BLACK OWNERSHIP OF BUSINESSES. I ALREADY TALKED ABOUT THE WAYS THAT WE CAN MAKE CONTRTIACNG MORE EQUITABLE ONE MORE WAY FROM MY ECONOMIC RECOVERY PLAN ONE MORE SPECIFIC. PICK IS WE’VE GOT TO START THINNGKI REGIONALLY PARTNERING WITH THE CINCINNATI CITY GOVERNMENT THE DAYTON CITY GOVERNMENTND A ALL MUNICIPALITIES IN BETWEEN TO HAVE ONE PROCESS ONE CERTIFICATIONOR F A MINORITY-OWNED OR A WOMAN-OWNED BUSINESS TO GO THROUGH SO THAT JUST ONE PROCESS ALLOWS THEM TO BID ON PROJECTS THROUGHOUT THE ENTIRE I-75 REGION AND CORRIDOR, BUT WE HAVE TO DO MORE THAN THAT ACCESS TO CAPITAL IS THE BIGGEST CHALLENGE BETWEEN BLACK OWNED BUSINESSES STARTING AND GROWING. CAN IMPROVE THAT BY CONTINUING TO INVEST IN ORGANIZATIONS THAT WORK ORGANIZATIONS THAT ARE WORKING TO PROVIDE BEST PRACTICES AND SUPPORT AND RESOURCES TO BLACK OWNED BUSINEESSS NAMELY THE MINORITY BUSINESS ACCELERATOR THE URBAN LEUEAG AND AND ALSO THE EXCUSE ME AFRICAN-AMERICAN CHAMBER, EXCUSE ME, SORRY, AND THEN FINALLY WHAT WE NEED TO DO IS ENSURE THAT WE’RE USING THE STRENGTH OF OUR CORPORATIONS TO PARTRNE WITH OUR LOCAL BUSINESSES RECENTLY. FC CINCINNATI ANNOUNCED THAT IT WAS PARTNERINGIT WH A LOCAL T-SHIRT COMPANY. THAT WAS BLACK OWNED. WE NEED MORE OF THOSE SYNERGIES. DO RESPOND. WELL, I LIKE THE FACT THAT MY OPPONENT BROUGHT UP FC CINCINNATI BECAUSE FC CINCINNATI WAS FREE AS IT DEVELOPED ITS PROJECT IN THE WEST END OF THESE RESTRICTIONS TTHA I WAS TALKING ABOUT AND THAT’S WHY AND TALKING MR. BURNINGND A YOU’LL HEAR THAT OVER 70% OF THE CONTRACTING OF ETH CONSTRUCTION THAT I’VE SEEN STADIUM WAS. MINORITY BUSINESS CONTRACTORS OVER 70 PERCENT IAS W LAST NIGHT TO ALBERT SMITHERMANHO W IS THE OWNER OF A CONSTRUCTION COMPANY. HE HAD AOT L OF THE BUSINESS AT FC CINCINNATI AND THE NEXT DOOR TO WHERE HE WAS BUILDING AND PROVIDING CONCRETE FOR FC CINCINNATI. HE COULD NOT BET ON SUCCESSFULLY THE COUNTY CONSTRUCTION BECAUSE OF THESE LIMITATNSIO THAT ARE VERY VERY IMPORTANT VERY VERY CRUCIAL TO BE ELIMINATED. THANK YOU. LET’S TALK TRANSPARENCY BECAUSE THAT’S ALSO BEEN A BIG ISSUE WITHIN CITY HALL IN THE LAST YEAR OR MORE THE ACTIONS WITHIN CITY HALL WITH FOUR COUNCIL MEMBERS BEING INDICTED IN A LITTLE MORE THAN A YEAR HAS BEEN FRANKLY A NATIONAL EMBARRASSMENT TO OUR CITY SOME THINGS ARE BEING DONE TO ENSURE OF COURSE MORE PEOPLE ARE INVOLVED MORE SAFEGUARDS ARE IN PLACE WHEN IT COMES TO THINGS LIKE NEGOTIATING CITY CONTRACTS AND DEALS THAT ARE BEING DONE, BUT ELSE NEEDS TO BE DONE TO ENSURE THIS KIND OF THING CANNOT HAPPEN AGAIN, MR. PUREVAL. IT HAS BNEE A NATIONAL EMBARRASSMENT SEVERAL INDICTMENTS ON ON CITY COUNCIL. IT’S IT’S A BLACK EYE FOR CINCINNATI AND IT’S IMPORTANT TO GET THIS RIGHT NOT JUST BECAUSE WE’VE GOT TO ENCRYPTION. OF COURSE WE DO BUT ALSO WITH THREATENSHE T GROWTH OF OUR CITY IF PEOPLE DON’T TRUST THEIR CITY LEADERS, THEY WON’T MOVE HERE. THEY WON’T STAY HERE. THEY WON’T INVEST THEIR DOLLARS HERE TO OPEN UP A SMALL SO AGAIN, THIS THIS HAS TO BE ONE OF OUR PRIORITIES AND WE’VE SEEN WHAT HAPPENS WHEN POLITICIANS IGNORED NORMS AND IGNORE LAWS, AND I’MOT N JUST TALKING ABOUT WASHINGTON DC. UNFORTUNATELY I’M TALKING ABOUT RIGHT HERINE CITY HALL. I THINK WE’VE GOT TO LOOK SKEPTICALLY AT ANY POLITICIAN INVOLVING THEMSELVES IN DEVELOPMENT DEALS NEGOTIATING THE SPECIFICS OF THOSE DEALS. WE HAVE A CITY HALL FULL OF PROFESSIONALS WHO WE SHOULD BE EMPOWERING TO NEGOTIATE THOSE DEALS IF I'’ ELECTED MAYOR, THERE’LL BE A BRIGHT LINE BETWEEN POLITICIANS AND THE PROFESSIONALS NOW I’M NOT SAYING WE’RE ALWAYS GOING TO AGREE WITH THEM WE’LL DISAGREE BUT WHEN WE DISAGREE IT’LL BE PUBLIC AND IT’LL BE TRANSPARENT. WE’RE GOING TOUT P AN END TO THESE BACKROOM DEALS AND AND I’M PUTTING MY MONEY WHERE MY MOUTH IS RIGHT NOW ON MY ON MY WEBSITE YOU CAN GO ONND A TAKE A LOOK AT EVERY SINGLE PERSON WHO HAS FROM FROM OUR LAST FILING WHO HAS CONTRIBUTED TO OUR CAMPAIGN. WE ARE PRIORITIZING TRANSPARENCY NOT JUST IN THE FUTURE CITY HALL, BUT RIGHT NOW WITH OUR CAMPAIGN MR.AN M THIS IN MANY WAYS OF IN THE WORST TIME OF MY MANY YEARS OF SERVICES CITY COUNCIL, NEVERND A MY YEARS OF SERVICE. HAVE WE HAD THE EXPERIENCE OF VIHANG SO MANY MEMBERS OF COUNCILS BEHAVIOR QUESTION CRIMINALLY CHARGED AND THE LIKE AND AS THESE STORIES BROKE I TOOK THE INITIATIVE TO INTRODUCE LEGISLATION TO CREATE A BLUE RIONBB PANEL THAT HAS STUDIED AND REPORTED BACK. IT WAS CHAIRED BY RETIRED. CALL ME PLEASE. JOE JIM REE TRACY WHO ALSO IS RETIRED AHEAD OF THE OHIO ETHICS COMMISSION. THEY’VE COME UP WITH SOME REALLY STRONG RECOMMENDATION WHICH WERE IN THE PROCESS OF REVIEWING AND IMPLEMENTING. MOST IMPORTANTLY WE’RE GOING TO SEPARATE ALL THE ELECTED OFFICIALS MAYOR OF MEMBERS OF COUNCIL FROM THE DEVELOPMENT PROCESS. WE HAVE PROFESSIONAL DEVELOPMENT OFFICERS. WE HAVE A CITY MANAGER AND WE OKLO TO THEM TO DEVELOP AND COME TO US WHIT PROPOSALS IMPLEMENTING OUR POLICIES. WE’RE GOING TO ADOPT A CODOFE CONDUCT THAT APPLIES TO MEMBERS OF COUNCIL DEVELOPERS EMPLOYEES OF THE CITY OF CINCINNATI. MY OPPONENT TALKED ABOUT TRANSPARENCY. HE SAYS WELL, HE’S GOT HIS CONTRIBUTIONS ON HIS WEBSITE. WELL, GUESS WHAT? MY CONTRIBUTIONS ARE IN THE CITY WEBSITEF O THE OHIO THE CITY ELECTIONS COMMISSION. SO THERE’S EXACTLY THE SAME TRANSPARENCY, BUT IF YOU LOOK AT HIS WEBSITE I DID TONIGHT THE LAST CONTRIBUTNIO THAT IS LISTED IS DATED JUNE 30 201, 2 WHERE ARE THE CONTRIBUTION SINCE THEN IF HE’S SO TRANSPARENT WITH ALL RESPECT. I THINK IT’S OVER AND OVERBLOWN CLM.AI A PUREVAL. YEAH, EVERYONE WHO RUNS FOR OFFICE ALL OF THEIR CONTRIBUTIONSRE A ON THE CITY’S WEBSITE. SO DAVID MANN IS TRYING TO TAKE CREDIT FOR JUST SIMPLY FOLLOWING THE RULES. WE’VE GONE A STEP FURTH AERND PROVIDED ALL OF OUR CONTRIBUTIONS IN A SEARCHABLE PDF FORM ON OUR WEBSITE RIGHT NOW REALLY PROUD OF THE FACT THAT WE’RE NOT JUST TALKING ABOUT TRANSPARENCY LIKE SOME OF OUR LEADERS IN CITY HALL, BUT ARE ACTUALLY ACTING ON IT. OKAY, AND SO GOING BACK TO HIS CLAIM THAT IT HASN’T BEEN UPDATED. SINCE THE 30TH OF JUNE. YEAH, SO THE ALL OF THE THE FILINGS THE CAMPAIGN FINANCE FILINGS THAT WE HEAV PROVIDED TO THE VARIOUS CAMPAIGN COMMITTEES THAT TRACK THE FILINGS AS MANDATED BY BOTH CITY AND STATE LAW. ALL OF THOSE FILINGS ARE ON OUR ON OUR WEBSITE. THE NEXT FILING I BELIEVE IS DUE IN IN JUST A WEEK AND SO ONCE WE FILE WE’LL PUT THAT ON OUR WEBSITE IN A SEARCHABLE FORM AS WELL, BUT HE SAID ALL SORTS OF CONTRIBUTIONS SINCE JUNE 30 AND IF HE WERE SO COMMITTED TR ANSPARENCY. THEY WOULD HAVE BEEN POSTED AS THEY WERE RECEIVED DAVID NONE OF DAVID. MANN’S CONTRIBUTIONS ARE ON HIS WEBSITE. ANOTHER DAVID MANNSON WEBSITE IS ACTUALLY COULD I IF I COULD FINISH SEARCHABLE ALSO, NONE OF DAVID MANN’S CONTRIBUTIONS SINCE JUNE 30TH ARE ARE AVAILABLE EITHER. SO THIS IS THIS IS A FAKE DISAGREEMENT. JUSTOUTING IS TRANSPARENCY, AND HE’S TRYING TO CLEAN SOMETHING. HE’S NOT DOING WITH ALL RESPECT. ALL RIGHT, HE’S NOT DOING ANY MORE THAN I DO. OKAY, IT SWA MUCH AS HE DOES. LET’S TALK ABOUT UP GETTING PEOPLE BACK TO WORK, RIGHT? WE ARE AT AN ALL-TIME LOW WHEN IT COMES TO CUSTOMER SERVICE BUSINESS OWNERS CAN BARELY STAFF THEIR RESTAURANTS AND STORES CRITICS SAY THAT WE ARE MAKING IT FAR TOO LUCRATIVE FOREO PPLE TO STAY AT HOME. SO I’M WONDERING DO YOU AGREE ARE WE MAKING IT TO LUCRATIVE? AND HOW DO WE GET MORE QUALIFIED WORKERS BACK TO WORK MR. MANN, YOU KNOW, I DON’T AGREE WITH THAT. I I THINK THAT’S A A FALSE EXPLANATN,IO YOU KNOW THE PANDEMIC AND I’VE READ STORIES ABOUT THIS. THE PANDEMIC HAS A LOT OF PEOPLE TO REASSESS WHAT THEY WANT TO DO WITH THEIR LIFE. AND SO MAYBE THEY’RE NOT IN QUITE THE HURRY THAT THEY MIGHT HAVE BEEN BEFORE TO GO BACK TO WAITING TABLES OR BEING A BARTENDER OR WHAT HAVE YOU. THAT’S THEIR CHOICE AND ONE SOLUTION IS TO PAY A LIVING WAGE SO THAT PEOPLE ARE ATTRACTED BACK THAT ULTIMATELY I MEAN FREE MARKET I WORK WHEN I AM INCLINED TO WORK AND IF YOU’RE WILLING TO PAY WHAT I NEED TO MEET MY NEEDS AND IF YOU’RE NOT I’M GOING TO GO SOMEPLACE ELSE, BUT OBVIOUSLY THIS COMMUNITY HAS TO GROW AND WE WANT TO SEE ECONOMIC GROWTH TO TO CONTINUE. THE GOOD WSNE IS IN ADDITION TO INCREASING OUR POPULATION IN THE LAST 10 YEARS FOR THE FIRST TIME IN DECADES. WE HAVE BROUGHT YOU JOBS INTO THE COMMUNITY, AND WE NEED NEED TO SET THAT AS A NEW WELL-PAYING JOBS ALLOW PEOPLE TO WORK AND RECEIVE A LIVING WAGE. THAT’S THE KEY. AND S TOHAT MEANS WE HAVE TO TAKE ADVANTAGE OF THE ASSETS THAT WE HAVE WHEERTH IT’S READY THE PORT AUTHORITY TO CREATE OPPORTUNITIES FOR MANUFACTURING JOBS TAKE ADVANTAGE OF THE TECHNICAL SUPPORT OR TECHNICAL OPPORTUNITIES ASSETS THAT WE HAVE AT THE UNIVERSITY OF CINCINNATI CINCY TECH CENTER FUSE AND MAKE A COMPREHENSIVE EFFORT TO MAKE OUR OUR A PLACE WHERE JOBS GROW AND I THINK THAT’LL TAKE CARE OF THE EMPLOYMENT PROBLEM. MR. PURELVA YEAH, I DON’T JUST I DON’T AGREE THAT WE’RE PROVIDING TOO MANY SUPPORT TO FAMILIES IN THE MIDDLE OF THIS PANDEMIC. I MEAN FAMILIES ARE STRUGGLING FAMILIES ACROSS OUR REGION HAVE LOST THEIR JOBS HAVE LOST THEIR HOMES HAVE LOST THEIR LOVED ONES. IT HAS BEEN A VERY VERY TRYING PAST YEAR AND A HALF AND IT’S ON OUR LEADERS IN GOVERNMENT AT THE NATIONAL AND LOCAL LEVEL. TO DO EVERYTHING THAT WE CAN TO SUPPORT OUR RESIDENTS AND OUR CITIZENS THROUGH THIS REALLY REALLY TRYING TIME. I’VE MET WHIT WITH RESTAURANT OWNERS, AND I’VE HEARD THAT IT IS A REAL CHALLENGE RIGHT NOW TO HIRE FOLKS. I AGREE THINKING CREATELIVY ABOUT ABOUT WAGES THINKING CREATIVELY ABOUT BENEFITS IN ORDER TO ATTRACT THOSE WORKERS BACK, BUT THE THE FUNDAMENTAL CHALLENGE THAT WE HAVE IS THE PANDEMIC HAS CHANGED OUR ECONOMY COMPLETELY. CHANGED THE WAY THAT WE WORK AND THEAY W THAT WE LIVE AND I DON’T THINK OUR CITY LEADERS REALIZE IT BUT WE ARE INHE T FIGHT FOR OUR LIVES FOR REMOTE WORKERS IF YOU CAN LIVE AND WORK ANYWHERE YOU SHOULD BE CHOOSING TO LIVE IN CINCINNIAT IN THE NATIONAL CONTEXT. WE ARE INCREDIBLY AFFORDABLE. W’'RE AN INCREDIBLY ATTRACTIVE CITY WITH WITH RESEARCH AND INSTITUTIONS LIKE THE THIRD BEST CHILDREN’S HOSPITAL IN THE WORLD. YOU SEE HEALTH INCREDIBLE CORPORATE PARTNERS. WE SHOULD BE FOCUSED ON CREATING NEIGHBORHOODS THAT REMOTE WORKERS THAT YOUNG DIVERSE FAMILIES WANT TOOM CE TO MAKING CINCINNATI A DESTINATION AND WE DO THAT BY PRIORITIZING NEIGHBORHOODS THAT ARE DENSE THAT ARE DIVERSE THAT LEAN INTO THE ARTS TTHA HAVE GOOD PUBLIC TRANSPORTATION THAT ARE WALKABLE THAT HAVE ACCESS TO BEIK LANES. THAT’S THE FUTURE FOR CINCINNATI. WOULD YOU LIKE TO RESPOND? W’'RE REALLY ON A ROLE AND WE NEED TO BUILD ON THAT. AND AS I SAID, WE HAVE HAD A TREMENDOUS GROWTH IN. MISSION INCREASE IN JOBS AND I THINK IIST TRUE THAT BECAUSE OF INCREASING UNHAPPINESS WITH THE COASTAL CITIES BECAUSE ALL THE ASSETS THAT WE HAVE HERE. WE HAVE A RLEA CHANCE TO BRING YOUNG PEOPLE HERE AND TO KEEP OUR YOUNG PEOPLE HERE AND HAVE THEM NOT GO AWAY. SO THERE’S SOME GREAT OPPORTUNITIES AND WE’RE DOI ANG LOT AT CITY HALL. WE’RE DOING A LOT OF CITY HALL IN PARTNERSHIP WITH UC PARTNERSHIP WITH THE CHAMBER OF COMMERCE READY THE PORT AUTHORITY AND THE KELI THANK YOU. I’M GOING TO ASK A VERY BASIC QUESTION HERE AND YOU’RE BOTH GOING TO HAVE 30 SECONDS TO RESPOND. WE’VE TALKED ABOUT A LOT OF DIVISIVE ISSUES HERE THIS EVENING IN THE LAST HOUR. SO HOW WILL YOU AS MAYOR IF YOU WERE ELECTED BRING PEOPLE TOGETHER AND UNIFY CINCINNATI MR. PUREVAL YOU HAVE 30 SECONDS. THE MAYOR’S AUTHORITYND A STRENGTH IS ALL IN THE MAYOR’S VISION SETTING A BOLD PROGRESSIVE. ACTIVISION TO PUSH OUR CYIT FORWARD THAT’S EXACTLY WHAT I’VE DONE WITH AN ECONOMIC RECOVERY PLAN WHIT A PUBLIC SAFETY PLAN WITH AN AFFORDABLE HOUSING PLAN AND WITH AN ENVIRONMENT PLAN A VISION ARTICULATING THE DETAILS OF WHICH IN OUR PLANS IN ORDER TO PUSH US FOR IT. IT’LL BE MY JOB TO WORK COLLABORATIVELY WITHHE T CITY MANAGER WITH THE CITY COUNCIL AND WITH ALL STAKEHOLDERS IN OUR COMMUNITY AND UNFORTUNATELY, THAT’S THAT’S WHAT I’VE DONE IS THE CLERK OF COURTS IN A VERY EFFECTIVE WAY. UNFORTUNATELY WHAT WE’VE SEEN IN CITY HALL. THE MOST RECENT PAST IS PETTINESS AND PERSONAL BEEFS. I THINK VOTERS WANT TO TNUR THE PAGE ON THAT MR. MAN. SO THE LAST THING I’M GOING TO DO IS WRITE A PLAN IN THE CORNER SOMEPLACE AND SAY THIS IS THE WAY WE’RE GNGOI TO DO IT. THAT’S NOT THE WAY YOU PROVIDE LEADERSHIP. THAT’S NOT THEAY W YOU YOU GATHER SUPPORT FOR YOUR IDEAS WHAT I’M GOING TO DO FSTIR OF ALL WITH THIS BRAND NEW COUNCIL INEXPERIENCE RELATIVELY YOUNG IS WE’RE GOING TO WORK TOGETHER. WE’RE GOING TO CREATE A TEAM AND THAT TEAM GOING TO SAY THIS IS WHAT WE WANT TO DO IN THE CITY. AND AS WE DO THAT WE’RE GOING TO ENGAGE WITH COMMUNITY GROUPS ALL OVER THE CITY SKETAHOLDERS, YOU KNOW, ALL WISDOM DOESN’T RESIDE IN THE HEAD OF THE MAYOR WHOEVER THE MAYOR ISOR N IN THE CITY COUNCIL. WHOEVER THE MEMBERS OF COUNCIL ARE. WE NEED TO HAV AE COLLABORATIVE COMMUNITY WIDE AGREEMENT SAYS, THESE ARE OUR PRIORITIES. THESE ARE THE THINGS WE HAVE TO DO TO ADDRESS THEM. AND THAT WRAPS UP OUR QUESTIONS FOR THIS EVENING. YOU CAN TAKE A DEEP BREATH NOW AND WE’RE GONNA END TONIGHT EXACTLY ETH WAY THAT WE BEGAN WITH EACH OF OUR CANDIDATES HAVING TIMEO T SPEAK DIRECTLY TO YOU THE VOTER. SO WE’RE GOING TO REVERSE THE ORDER THIS TIME FROM OUR OPENING STATEMENTS. AND SO MR. MANN YOU WILL HAVE TWO MINUTES. SHERRY AND CHANNEL 5. THANK YOU SO MUCH. I APPRECIATE THE OPPORTUNITY AND THANK YOU FOR LISTENI.NG IT MEANS A LOT TO US THAT WE HAVE THIS OPPORTUNITY. LET ME SAY I LOVE THIS CITY. I’VE SPENT MY ADULT LIFE ENGAGED IN SO MANY DIFFERENT ASPECTS OF THE CITY PUBLIC SERVICE. PRIVATE SERVICE TO CHARIESTI LEADERSHIP AND MY CHURCH AS I SAID EARLI,ER I HAVE THREE CHILDREN FIVE GRANDCHILDREN AND WHAT I’M DEVOTED TO IS MAKING THIS A BETTER COMMUNITY FOR THEM. I BRING TO THE TABLE. A LOT OF EXPERIENCE A LOT OF UNDERSTANDING OF HOW TO GET THINGS DONE AT CITY HALL AND IN THE COMMUNITY AND THE BIGGEST DIFFERENCE BETWEEN MY OPPONENT AND I IS JUST THAT THE EXPERIENCES A I’VE SAID I MANAGE A BUDGET OF 1.5 BILLION. THAT’S WITH A B BILLION DOLLARS. OVERSEEING OVER 6,000 EMPLOYEES. IT’S A BIG RESPONSIBILITY. WE HAVE TO GET IT RIGHT IF YOUR LIFE IS GOING TO BE ALL THAT IT SHOULD BE AND BY CONTRAST MY OPPONENT IS THAT IT HAS THE OFFICE OF THE CLERK IT DOES WHAT IT DOES. IT’S NOWHERE NEAR THE RANGE OF ACTIVITY OF THE CITY OF CINCINNATI. HE DOESN’T WORRY AUTBO CLEANING THE SNOW EXCEPT ON HIS SIDEWALK SHI OWN DRIVEWAY. I SUPPOSE HE DOESN’T HAVE A HEALTH DEPARTMENT. HE DOESN’T HAVE SO SHE DOESN’T HAVE FIREFIGHTERS. HE DOESN’T HAVE THAT EXPERIENCE. HE’S ONLY BEEN IN THIS COMMUNITY SINCE HE CAME HERE FROM LAW SCHOOL AND FIVE YEARS. HE’S RUN THREE TIMES FOR FOUR TIMES FOR THREE DIFFERENT OFFICES. HE TALKS ABOUT MAKING THE MAYOR’S OFFICE THE MOST IMPORTTAN JOB OF HIS LIFE. WELL WITH ALL RESPECT HE’S HE’S BEEN ASKED BUTOT N MADE THE COMMITMENT THAT HE’LL SERVE OUT HIS CERTAIN TERM AS MAYOR I BELIEVE THIS IS ANOTHER WAY STATION AS RUN TWICE FOR CLERK OF COURTS. ONCE FOR CONGRESS HE TOOK HIS OATH OF OFFEIC FOR THE CLERK OF COURTS THE SECOND TIME AND WITHIN DAYS HENN AOUNCED FOR MAYOR HE’S NOT COMMITTED TO THE CITY OF CINCINNATI. I DON’T BELIEVE HE’S BEEN FLYING A PAPER PLANES WITH THOSE PLANS OFIS H AND HE NOW HE WANTS TO FLY 747 BUT THE ONLY PROBLEM IS WE’RE PASSENGERS. THANK YOU. AND NOW TO OUR FINAL CLOSING STATEMENT MR. PUREVAL. LADIES AND GENTLEMEN I’M SORRY FOR FOR THAT ENDING DAVID MANN DECIDEDO T USE HIS TWO MINUTES ATTACKING ME AND YOU KNOW, UNFORTUNATELY, I THINK I THINK THAT’S WHAT WE’VE SEEN OVERHE T LAST NEAR FUTURE ON CITY COUNCIL PEOPLE ATTACKING EACH OTHER. IT’SEE BN AN HOUR DEBATE DAVID MANN HAS ADMITTED HE DOESN’T HAVE PLANS. HE’LL CATREE A VISION FOR CITY FOR THE CITY OF CINCINNATI ONCE HE’S IN OFFICE. JUST TSTRU HIM EVEN THOUGH SEVERAL OF HIS COLLEAGUES HAVE BEEN INDICTED. HE TALKS SO MUCH. ABOUT THE FACT THATVE ERYTHING IS FINE IN OUR COMMUNITY. I JUST DISAGREE AND HE TALKS SO MUCH ABOUT MY HISTORY OF RUNNING FOR OFFICE. WELL, LET’S TAKE A LOOK AT DAVID MANN’S HISTORY SINCE 1974 AND OVER THE ENSUING 47 YEARS DAVID MANN HAS RUN FOR OFFICE 17 TIMES NOW THAT HE’S TERM LIMITED ON COUNCIL. HE’S NOW RUNNING FOR MAYOR IF YOU THINK THAT’S A LOT IN 1992 DAVID MANN RAN IN FOUR ELECTIONS FOR THREE DIFFERENT. OFFICES IN ONE SINGLE YEAR BUT FOLKS THIS ISN’T ABOUT WHO’S RUN FOR WHAT AND WHEN THIS IS ABOUT THE FUTURE OF CINCINNATI. WE HAVE PUT TOGETHER A BOLD. PROGRESSIVE VISION FOR OUR COMMUNITY AND I’M NO STRANGER TO TRANSFORMATIONAL CHANGE IN GOVERNMENT. THAT’S EXACTLY WHAT I DID AT THE CLERK’S OFFICE. THAT’S WHAT I WANT TO DO AT CITY HALL. I’M ASKING YOU TO CHOOSE INNOVATION. I’M ASKING YOU TO CHOOSE CHANGE I’M ASKING YOU. SUPPORT OUR CAMPAIGN. THANK YOU. AND THANK YOU TO BOTHF O YOU FOR JOINING US HERE TONIGHT.
