Lowe, a Dayton, Ohio, native, previously has talked to The Enquirer about being a lifelong Bengals fan.
Ross, a receiver for the Bengals, was the team's first-round pick (ninth overall) in the 2017 NFL Draft.
In four seasons with the Bengals, Ross has 51 catches for 733 yards with 10 touchdowns. Last season, he played in three games and finished with two receptions for 17 yards.
