CINCINNATI (WKRC) - The SPCA Cincinnati says an abandoned puppy found in a garbage bag has two broken legs and damaged lungs.
Police in Mt. Healthy believe the 8-and-a-half-week old puppy was run over after being thrown from a car window.
SPCA workers named him "Harlan." They were called Tuesday morning after a woman found the puppy in the middle of Werner Avenue.
Officers are looking for information that could lead to his previous owner. Anyone with information is asked to call Officer Fath at 513-728-3182 or email: [email protected].
