CINCINNATI (WKRC) - He terrorized, raped, and threatened young girls in Cincinnati for years. Now, a convicted child predator is up for parole for the first time since he was incarcerated in 1993.
In the early 1990s, Otis Mixon was a nightmare for young girls.
A woman who was just a child when she met the predator described him.
"He is the bogeyman,“ she said through tears. “He picked us out. He chose us and we didn’t have any defense. We were just kids.“
The woman has asked us not to show her face or reveal her identity. She used to go to Ryan Swimming Pool in Westwood. When she was 13, Mixon approached her for the first time.
She said, “I guess he acted like a good guy talking to a kid while I was sitting waiting for the pool to reopen. That was the first time he spoke to me and the first time he assaulted me.“
Over the next two years, Mixon continued to seek her out, often when he would see her alone. It was a pattern he repeated with multiple girls and the child predator ended up on the radar of the Cincinnati Police Department.
Local 12 spoke with then Cincinnati Police Detective Rob Heinlein in 1993 about the case.
Heinlein said, “it is frustrating to the fact that you have the victims that want to come forward and have come forward, but do not want to prosecute because of the fear factor involved. Apparently, this Mr. Mixon, has threatened them.”
Eventually, the girls did testify and help the prosecution. A jury convicted Mixon of sexually assaulting six teens. He was also charged with sexually assaulting a two-year-old girl, but was not convicted on that one case.
The woman who survived Mixon’s assaults and contacted Local 12 said, “I don’t think that he probably has any remorse for what he did or probably considers even the effect that it had on everybody’s lives, on our families, on our futures.“
This month, Mixon has the first chance to be paroled.
Attorney Julie Wilson with the Hamilton County Prosecutor’s Office described the office’s position on this case.
"Really serious harm was done to these young girls and so we strongly urge people to please go to our website. You can get more information about this man and let the parole authority know that we do not want him released. We do not want him back in our community,” Wilson said.
It has taken courage for the people who Mixon harmed to come forward and fight. They do not want to see the 62-year-old out of prison with the capability of harming even more children.
