The West Chester Police Department said Wednesday that the man accused of killing a Scott County deputy was under investigation in West Chester.According to the sheriff, Scott County Sheriff's Deputy Caleb Conley was shot during a traffic stop at around 4:48 p.m. Monday on I-75 southbound in Georgetown.Steven Sheangshang, 45, was jailed on Tuesday and charged with assault, robbery, possession of a handgun by a convicted felon and tampering with evidence, Lexington Police said. He was already wanted on charges of unlawfully entering and burglarizing a garage and he was also charged with two warrants for second-degree burglary, police said.West Chester PD confirmed Sheangshang was under investigation in West Chester for burglarizing open garages in our Beckett Ridge neighborhood the day prior to the shooting."He was hitting all over. Captain actually spotted him the day before over on the westside of Cincinnati, and then we made the connection that he was in West Chester, and then we put our case and the information they had to get a license plate, and We used the Flock cameras to show where he was in, that he was in our area and linked him to the Beckett Ridge, Crossbridge area," Chief Joel Herzog said during Tuesday night's trustee meeting."Deputy Conley's service and impact were felt in communities like ours well beyond the boundaries of his beat in Scott County. Our prayers and condolences are with his family and his law enforcement brothers and sisters," the West Chester Police Department said in a statement. Sheangshang has an extensive criminal history dating back nearly three decades. WLWT obtained almost 25 mugshots from his prior arrests in Kentucky and Ohio.The first arrest we tracked down was in Clermont County in the late nineties. He was convicted of a felony by age 20 for aggravated robbery and felonious assault.Jail officials in Clermont County tell WLWT Sheangshang spent time in the jail in 1996, 1997, 1998, 2000, 2001, 2002, 2003, 2004, 2009 and 2010. He has also served prison time and jail time in Kentucky.Sheangshang was booked at Lebanon Correctional Institution in 2010 for charges of kidnapping, aggravated robbery, burglary and theft. He racked up those charges in three different counties: Brown, Clermont and Hamilton.He has also been convicted of firing a weapon at police before. He was sentenced to jail time in 2010 after court documents say he ran from police in Cincinnati and "fired 3-4 shots at a/o (arresting officer) from pellet pistol."In 2016 Sheangshang was sentenced in Harrison County, Kentucky, for stealing a trailer and receiving a stolen ATV and trailer.
