Cincinnati had two goalkeepers rostered at the start of the week (Kenneth Vermeer and Beckham Sunderland), and the position was considered one of need.
The Atlanta Journal-Constitution on Thursday reported Kann turned down a contract offer to remain at Atlanta United in favor of an FC Cincinnati offer to compete to be the club's starting goalkeeper.
Kann signed a contract with FCC through 2023 with a club option for 2024, team officials said.

Kann made one appearance for Atlanta over three seasons from 2018 to 2020 but appeared in 25 matches and made 18 league starts during the club's inaugural season in 2017.
Powell, now 27, is nearing the finalization of his return to FC Cincinnati, sources confirmed to The Enquirer on Thursday.
A return to the Orange and Blue would mark his first time in the club's colors since joining for the 2019 season in which he played in 13 matches.
Powell moved to Inter Miami CF in 2020, which was another first-year expansion project, and there played in just four matches.
Powell re-emerged as a sought-after prospect following his 2021 stint with the Philadelphia Union, where he was signed as a free agent in June under Albright and Noonan, then the technical director and an assistant coach for Philadelphia, respectively.
Powell played in five regular season matches but was especially impressive during Philadelphia's run in the MLS Cup playoffs. Powell went 120 minutes and 109 minutes against the New York Red Bulls and Nashville SC, respectively, in helping the Union advance to the conference final.

Powell was one of 11 players forced to miss the conference final against eventual MLS Cup champion New York City FC due to MLS pandemic protocols, but his play against the Red Bulls and Nashville was effective and caught the attention of scouts.
With Albright and Noonan calling the shots in Cincinnati, it's thought Powell would be in a more favorable environment than when he first arrived to the club in 2019.
Cincinnati wouldn't necessarily be done addressing the right back position with Powell's signing, but Powell demonstrated recently he can contribute to a quality team, and do so at a high level.
