Developers had hoped to be breaking ground soon on a project at the corner of Liberty and Elm streets in Over-the-Rhine.
But amid concerns from neighborhood groups and affordable housing advocates, Cincinnati City Council voted Thursday to postpone a vote giving the project the green light.
