A missing person alert has been canceled after a 78-year-old woman disappeared in Northern Kentucky. Vicki Lower was found late Thursday by a passerby in Elsmere, Kentucky, police said. She is safe. Lower was reported missing Thursday evening.This was the second time within a week and a half that Lower has disappeared.
