Investigators say he has been diagnosed with Alzheimer’s, and officials are concerned for his wellbeing. Police have described Phelan as white, around 5 feet, 10 inches tall and weighing 190 pounds. He has white hair and green eyes, and was last seen wearing a navy blue T-shirt with a breast pocket, blue jeans and black sneakers.
