Video above: Flight delays not done as holiday travelers try to make their way homeAir travelers in the U.S. hoping for clear skies on Tuesday following a disastrous week of weather-related flight cancellations and delays will have to extend their patience a few more days -- particularly if they're flying with Southwest Airlines.More than 2,750 flights within, into or out of the U.S. have already been canceled for Tuesday as of 2:45 a.m. ET, according to flight tracking website FlightAware.Of those canceled flights, 2,480 are operated by Southwest.Airports most affected by the Tuesday cancellations are Denver International, followed by Chicago Midway International, Baltimore/Washington International, Nashville International, Dallas Love Field and Harry Reid International Airport in Las Vegas.Tuesday's cancellations follow a full day of post-Christmas travel chaos, with 3,989 flights canceled on Monday -- 2,909 of those being Southwest flights.Southwest warns that such cancellations and delays are expected to continue for several more days, with representatives saying the Dallas-based airline is planning to dial back its flight schedule in order to get operations on track.Southwest Airlines CEO Bob Jordan told the Wall Street Journal the company plans to operate just over a third of its schedule in upcoming days to give itself the ability for crews to get into the right positions.According to WSJ.com, Jordan added that reduced schedule could be extended."We had a tough day today. In all likelihood we'll have another tough day tomorrow as we work our way out of this," Jordan said in an interview Monday evening with WSJ.com."This is the largest scale event that I've ever seen."What can stranded passengers do?CNN's Carlos Suarez spoke with frustrated passengers in line at the Southwest ticket counter at Hartsfield-Jackson Atlanta International Airport on Monday afternoon. He reported that about 150 customers were waiting in a long line at one point to rebook, with the line snaking around the back of the ticket counter.Calls made Monday afternoon by CNN to Southwest's customer service did not go through, so customers couldn't even get in the queue to speak to a representative. Southwest told CNN it is "fully staffed to answer calls."The airline also says, "those whose flights have been canceled may request a full refund or receive a flight credit, which does not expire."Video below: Some travelers keep positivity amid long lines at BWI-MarshallIf you've been left in the lurch and your efforts to reach a customer service agent are going nowhere, the founder of Scott's Cheap Flights suggests trying an international number."The main hotline for U.S. airlines will be clogged with other passengers getting rebooked. To get through to an agent quickly, call any one of the airline's dozens of international offices," Scott Keyes said."Agents can handle your reservation just like US-based ones can, but there's virtually no wait to get through."Click here to get international numbers that Southwest has previously posted.Southwest spokesperson: "Take care of yourself...keep your receipts"A spokesperson for Southwest Airlines (SWA) said the recent winter storm is to blame for the cascade of thousands of flight cancellations Monday and advanced cancellations Tuesday."As the storm continued to sweep across the country it continued to impact many of our larger stations and so the cancellations just compiled one after another to 100 to 150 to 1,000," Jay McVay said in a press conference at Houston's William P. Hobby Airport on Monday night."With those cancellations and as a result, we end up with flight crews and airplanes that are out of place and not in the cities that they need to be in to continue to run our operations."McVay said that the company's first priority right now is safety. "We want to make sure that we operate these flights safely and that we have the flight crews that have legal and sufficient time to operate these flights," he stated."We will do everything that we need to do to right the challenges that we've had right now," he said, including "hotels, ride assistance, vans ... rental cars to try and make sure these folks get home as quickly as possible."He promised that all customers, even those who had already left the airport or made alternate arrangements on their own, would also be taken care of."If you've already left, take care of yourself, do what you need to do for your family, keep your receipts," McVay relayed. "We will make sure they are taken care of, that is not a question."An announcement made in the terminal prior to the news conference apologized to customers and said the next available SWA seats are on Saturday, Dec. 31 and later. The agent said Southwest would be providing buses to area hotels and assured that "we will have sufficient rooms for all customers who are affected by this disruption."Video below: Rossen Reports: Winter travel tricks as snow cancels flightsUS government 'concerned' by cancellationsThe United State Department of Transportation (USDOT) issued a statement on Monday's massive flight cancellations by Southwest Airlines, saying the agency is "concerned.""USDOT is concerned by Southwest's unacceptable rate of cancellations and delays and reports of lack of prompt customer service. The Department will examine whether cancellations were controllable and if Southwest is complying with its customer service plan," the agency tweeted.Meanwhile, in a call with CNN on Monday, the president of the Southwest Airlines Pilots Association, Capt. Casey Murray, said the problems Southwest is experiencing have been brewing for a long time."We've been having these issues for the past 20 months," he said. "We've seen these sorts of meltdowns occur on a much more regular basis and it really just has to do with outdated processes and outdated IT."When asked about the airline's processes, he said they haven't changed since the 1990s. "It's phones, it's computers, it's processing power, it's the programs used to connect us to airplanes -- that's where the problem lies, and it's systemic throughout the whole airline.""This ultimately is a leadership problem," Murray stated. "Until we have some true leadership that is going to make some changes and really bring this airline into the 21st century we're going to continue to see this, and our customers and our employees are going to continue to suffer."In other developments-- In hard-hit western New York, Buffalo International Airport said in its most recent tweet that it does not plan to resume passenger flights before 11 a.m. ET Wednesday, pushing back the expected reopening by another 24 hours later than previously anticipated.-- Greyhound, the largest provider of intercity bus service, issued a service alert on Monday afternoon stating many of its scheduled services in the upper northeast will be canceled or disrupted until further notice due to winter weather. Affected cities include Buffalo, Cleveland and Syracuse.A rough holiday weekA winter storm that swept across the US was ill-timed for travelers who had started pushing Christmas week flying numbers back toward pre-pandemic levels. On Christmas Day, 3,178 flights were canceled and 6,870 were delayed, according to FlightAware. On Christmas Eve, there were a total of 3,487 flights canceled, according to FlightAware.Friday was the worst day of this streak, with 5,934 cancellations, while Thursday saw almost 2,700 cancellations.

<p>Severe winter weather that has spread across the United States this week could cause delays with your packages. </p>
<p>FedEx's Memphis, Tennessee headquarters is under an ice storm warning as the company tries to avoid any disruptions in deliveries. </p>
<p>The company says it's keeping an eye on the weather, but the safety of employees comes first.</p>
<p>FedEx released a <a class="Link" href="https://www.fedex.com/en-us/service-alerts.html" target="_blank" rel="noopener">service statement on its website</a> which said, "FedEx Express experienced substantial disruptions at the Memphis and Indianapolis hubs last night due to freezing rain in the Memphis area and snow in the Indianapolis area. The storm has created potentially hazardous operating conditions and the safety of our team members remains our number one priority. Potential delays are possible for package deliveries across the U.S. with a delivery commitment of February 3, 2022. Contingency plans are in place and we are prepared to provide the best possible service as conditions allow. Operational impacts to other FedEx operating companies may vary due to local weather conditions."</p>
<p>A major winter storm has left more than 200,000 homes and businesses without power across the U.S. The multiday storm dumped more than a foot of snow in parts of the Midwest and triggered weather warnings from Texas to the Northeast. Power companies have struggled to keep pace with freezing rain and snow that weighed down tree limbs and encrusted power lines. </p>
<p>Travelers also are dealing with thousands of canceled flights around the U.S. The storm's path stretched further from the central U.S. on Thursday into more of the South and Northeast. Forecasters say more heavy snow is expected, while heavy ice buildup was likely from Texas to Pennsylvania.</p>

COULD BE IN THAT WATER. MEGAN: YOU WERE DOWN BY THE RIVER TODAY REPORTING ON THE LEVELS. HOW IS IT? KATIE: IT WAS COLD AND THERE WAS A LOT OF DEBRIS COMING DOWN. THERE WERE LGEAR BRANCHES, PIECES OF LOGS AND BRANCHES. DEFITENILY A CONCERN AND IT ALWAYS PILES UP ON THE BANKS. YOU WILL SEE A LOT OF THAOVT ER THE NEXT FEW DAYS AS WATERS CONTINUE TO CLIMB. RIGHT NOW, WE ARE SOAKING UP THE SUNSHINE. VERY BRIGHT, BEAUTIFUL DAY HERE. IT IS COLD. WE HAVE TEMPERATURES IN THE 20’S AND 30’S TO LOOK RWFOARD TO. A LITTLE MORE CLOUD COVER OUT THERE BUT STILL A NICE AFTERNOON. YOU CAN SEE VIRTUALLY NO BREEZE OUT THERE, SO WD INCHILL NOT GOING TO BE QUITE AS BAD. VELI RADAR SHOWING DRY SKIES FOR US TODAY. A FEW FAIRWEATRHE CLOUDS. THE STORM THAT BROUGHT US MOISTUREAS H MOVED OUT OF HERE. WE ARE GOING TO BE SEEING THOSE HIGH-PRESSURE SKIES BUILD IN FROMHE T WEST, SO THINGS LOOK NICE AS WE TGOHROUGH TODAY. TEMPERATURES ON THEIR YWA TO THE WLO AND MID-30’S DEPENDING ON WHERE YOU LIVE, SO EVERYONE FEELING THAT CLLHI IN THE AIR TODAY. WE ARE STILL LOOKING AT A BREEZE AROUND 50 MILES PER HOUR OR SO, TEENS AND 20’S FOR THE FIELDS LIKE TEMPERATURE FOR A LOT OF US. TONIGHT, MOSYTL CLEAR, COLD CONDITIONS CONTINUE. WE WILL BE ON THE LOW 20’S FOR MOST PLACES ARE IN GREATER CINCINNATI, SO AN ICY SRTTA TO YOUR TUESDAY MORNING. HIGH-PRESSURE WILL BE THE STORY. WEIL WL SEE SUNSHINE ACROSS THE REGION, CLEAR SKIES THROUGH TONIGHT. THIS IS 7:00 TOMORROW MORNING AS WE GET TOWARD SUNRISE. WE ARE STARTING THE DAY ON A SUNNY NOTE AND WE WILL SEE MORE CLOUD COVER BUILD IN TOWARD THE SECOND HALF OF THE DAY. CLOUDS STARTING TO THICKEN UP A BIT AS YOU HAD TO TUESDAY NIGHT, MAINLY AFTER SUNSET AND INTO THE OVERNIGHT HOURS. AGAIN, A REALLY NICE START. IT IS TNO UNTIL TUESDAY NIGHT INTO WEDNESDAY THAT WE START TO SEE THINGS BECOME MORE OVERCA. CLOUDS BUILDING IN IN ADVANCE OF OUR SYSTEM. A POTENTIAL WINTER STORM IS SET TO ARRIVE SOMETIME THURSDAY AFTERNN.OO STILL REALLY ELYAR TO PUT ANY SIGNIFICANT SNOW ACCUMULATIOONN THIS. WE COULD SEE POTENTIAL TRAVEL ISSUES AND POTENTIAL TO SHOVEL SOME SNOW IN SOME AREAS. TRACK OFHE T STORM IS GOING TO PLAY A BIG ROLE IN HOW MUCH SNOW WE SEE. MORE MODELS FAVORING ACCUMULATING SNOW AROUND HERE. THERE IS STILL ONE OUTLIER KEEPING SNOW OUTSIDE THE REGION, SO STILL A FLUID FORECAST. WE WILL WATCH THAT CLOSELY. I WOULD PLAN ON WINTRY WEATHER HERE. EVEN IF WE ARE NOT LOOKING AT SNOWFALL, A LOT OF COLD. WE ARE LOOKING AT TEMPERATUSRE TO DROP INTO THE 20’S AND TEENS. LOOK AT THOSE OVERNIGHT LOWS, SINGLE-DIGIT TREHE. IF WE GET ACCUMULATING SNOW, WE MAY END UP COOLER THAN THAT. LOOKING CHILLY HERE AS WE CLOSE OUT ETH WORKWEEK AND RAIN SHOWSER EXPECTED. SOAK UP THAT SUN TODAY AND TOMORROW.

COURTIS: CONGRATULATIONS TO HER AND HER FAMILY. WHAT A NICE THING. AS WE ENTER TH NEXT FEW DAYS, EVERYONE WILL BE LISTENING TO EVERY WORD ALLISON AND THE REST OF OUR METEOROLOGISTS WILL BE SAYING. AS SHE MENTIONED, A FOOT OF SNOW. MOLLIE: WE JUST HAD THE NEW PREDICTION THIS EVENING. FEELING MORE CONFIDENT OF HOW MUCH SNOW WE ARE GOING TO SEE. IT WILL ADD UP QUICKLY. ALLISO ESPECIALLY MONDAY AFTERNOON, MONDAY EVENING, AND MONDAY NIGHT. WE WILL GET THE MAJORITY OF THE SNOWFALL TOTALS REALLY PILING UP. CONFIDENCE IS BUILDING. WE ARE LOOKING AT A HIGH-IMPACT SYSTEM MOVING IN ON MONDAY. ON THE RADAR, RELATIVELY QUIET ACROSS CINCINNATI. THERE ARE FLURRIES ACROSS INDIANAPOLIS. I’M LEAVING IN THE POTENTIAL FOR A FEW FLURRIES TO MOVE THROUGH GREATER CINCINNATI. ALL EYES GO TO WHAT IS COMING IN HERE ON MONDAY. SOME ARRIVING AS SOON AS LATE TOMORROW NIGHT CLOSER TO 1:00 OR 2:00. MONDAY MORNING, TEMPERATURES AROUND 15. PAVEMENT TEMPERATURES WILL ALSO BE RELATIVELY COLD. WHATEVER FALLS MONDAY MORNING, WHICH IS LIKELY TO BE ANYWHERE FR ABOUT TWO TO THREE INCHES OF SNOWFALL AS THE SYSTEM MOVES IN, HAS A CHANCE TO STICK TO THE SURFACES, ROADS, ANYTHING LIKE THAT MONDAY MORNING. WATCH OUT FOR THE IMPACTS TO TRAVEL EARLY IN THE MORNING MONDAY. MONDAY EVENING, THE OTHER ROUND OF INTENSE SNOW WILL MOVE THROUGH. IT WILL BRI US HEAVY SNOWFALL WITH ADDITIONAL ACCUMULATIONS, FIVE TO NINE INCHES OF SNOW ACROSS GREATER CINCINNATI. DIFFICULT TRAVEL LOOKING TO BE VERY LIKELY MONDAY EVENING. IN ADDITION TO THE HEAVY SNOWFALL, THE WIND WILL PICK UP. THAT WILL BRING DOWN VISIBILITY. SO IF YOU DON’T WANT TO BE OUT MONDAY EVENING, PLAN ON BEING INSIDE AND STAYING WARM AS THE STORM MOVES THROUGHOUT CINCINNATI. OVER THE NEXT COUPLE OF HOURS, RELATIVE DRY. FLURRIES WILL BE POSSIBLE TONIGHT. BY TOMORROW MORNING, 6:00, STILL LOOKING DRY. CLOUDY ACROSS CINCINNATI. IT WILL BE COLD. THE TREND CONTINUING FOR THE NEXT SEVERAL DAYS. TEMPERATURES TOMORROW AT 26 DEGREES. COLD ON VALENTINE’S DAY. BUT WE WILL STILL BE RELATIVELY DRY THE MAJORITY OF THE DAY, EVEN THOUGH IT WILL BE CLOUDY. BY 12:30, 1:00 IN THE MORNING MONDAY, TOMORROW NIGHT, ALREADY SEEING THE SNOW IN THE VICINITY. IT WILL BECOME MORE OVERSPREAD BY MONDAY MORNING. 6:00 IN THE MORNING ON MONDAY, WIDESPREAD SNOW ACROSS CINCINNATI, COMING DOWN HEAVY AT TIMES ON MONDAY. THEN I IS STILL LOOKING LIKE AT TIMES, WE WILL SEE A BREAK IN THE SNOWFALL. AT THIS POINT, IT LOOKS LIKE THE BREAK FOR THE INTENSE SNOW WILL TAKE PLACE MIDDAY ON MONDAY. THERE COULD BE FLURRIES FLYING AROUND. AT THIS POINT, IT LOOKS LIKE THE INTENSITY FALLS DURING THE DAY WITH ANOTHER ROU OF INTENSE SNOW MOVING IN MONDAY AFTERNOON. RIGHT NOW, EITHER SIDE OF 4:00 ON MONDAY. THIS WILL PUT DOWN HIGHER SNOWFALL TOTALS ACROSS CINCINNATI. AT THIS POINT, T WIND PICKS UP. GUSTS AT 20 MILES PER HOUR. MAYBE AS HIGH AS 25 MIL PER HOUR. SUSTAINED WINDS AT 15 MILES PER HOUR. REDUCTION AND VISIBILITY LOOKING LIKELY. WE ARE GOING TO HAVE HEAVY SN FALLING THROUGH CINCINNATI MONDAY EVENING AND MONDAY NIGHT. THIS WILL TAPER OFF OVERNIGHT MONDAY INTO TUESDAY. IT TAKES PLACE CLOSER TO SUNRISE ON TUESDAY. WE STILL HAVE FLURRIES THROUGH TUESDAY AFTERNOON. THE SNOW TOTALS, NINE TO 12 INCHES OF SNOW LOOKING TO BE THE MOST LIKEL SCENARIO IN THE CINCINNATI METRO AND SURROUNDING COMMUNITIES. IT INCLUDES 71 AND A 75 IN KENTUCKY, OHIO, AND INDIANA, PORTIONS OF 74. ON THE EITHER SIDE OF THE BAND OF HEAVY SNOW COULD BE FOUR TO EIGHT INCHES OF SNOWFALL. EITHER WAY, SIGNIFICANT IMPACTS FOR TRAVEL. THAT LOOKS TO BE MORE THE CASE EARLY MONDAY MORNING AND ESPECIALLY CRANKING UP MONDAY NIGHT AND MONDAY EVENING. HEAVY SNOW MOVING THROUGH MONDAY NIGHT. VERY TOUGH, IF NOT, TREACHEROUS TRAVEL ACROSS GREATER CINCINNATI MONDAY NIGHT. EXTRA SNOWFALL EARLY TUESDAY MORNING. IT WRAPS UP CLOSE TO ABOUT SUNRISE. WE COULD STILL HAVE FLURRIES TUESDAY AFTERNOON. TEMPERATURES FEELING LIKE 14 I CINCINNATI. THE FEELS LIKE TEMPERATURE ALSO GOING TO GET WOR INTO TUESDAY MORNING. FEELING MORE LIKE THREE DEGREES OR SO. MONDAY IS NOW A WEATHER WARNING DAY. NO LONGER A WEATHER IMPACT DAY. TUESDAY IS STILL A WEATHER IMPACT DAY. 22 IS THE HIGH TUESDAY AFTERNOON. DIPPING DOWN TO THREE WEDNESDAY MORNING. IT WILL FEEL MORE

ALLISON ROGERS IS HERE WITH A LOOK AT THE FORECAST. ALLISO ESPECIALLY WITH THE INTENSITY OF THA SNOWFALL. IT DOES LO LIKE THE SNOW IS GOING TO COME DOWN SO FAST AND HEAVY THAT IT WILL HAVE AN IMPACT ON THOSE ROADWAYS. PERHAPS A COUP FLURRIES DEVELOPING, BUT FOR THE MO PART, STILL DRY WE WILL START TO SEE THAT SNOWFALL BECOMING MORE WIDESPREAD THIS IS ROUND NUMBER ON FAIRLY WIDESPREAD ACROSS THE AREA. THAT WILL BE THE CASE FOR A GOOD PORTION OF THE MORNI COMMUTE. ROADS WILL BE IMPACTED EARLY IN THE MORNING TOMORROW. ANYWHE FROM TWO TO 3 INCHES, AND THEN WE GET A QUICK BREAK IN THE ACTION. I DO THINK THAT WE WILL SEE A BREAK IN THE HEAVY AND INTENSE SNOWFALL. THIS IS ESSENTIALLY WHAT WE ARE TALKING ABOUT WHEN WE SAY IT IS ROUND NUMBER TWO OF THE SNOW. OVERALL, ADDING TO SNOWFALL TOTALS, MAYBE UP TO 12 FOR SOME COMMUNITIES. THIS IS THE SAME TIMEFRAME WHERE THE WINDS PICK UP CLOSE TO 20 TO 30 MILES PER HOUR. AT TIMES COMING DO ABOUT AN INCH IN OUR. HEAVY SNOW CONTINUES THROUGHOUT THE AFTERNOON AND THE EVENING. THAT BLUE IS SHOWING YOU THE HEAVY SNOW THAT WE ARE EXPECTING. TOTALS TO TH SOUTHEAST, IN ROBERTSON AND ADAMS COUNTY WILL LIKELY BE A LITTLE BIT LOWER. THIS WILL BE A FINE LINE OF WHERE IT SETS UP. WELL SOUTHEAST OF 71. STILL SEEING HEAVY SNOWFALL. THIS WILL ACCUMULATE VERY FAS WITH SNOWPLOWS AND SNOW CREWS UNABLE TO CATCH UP. BY ABOUT 11:00 TOMORROW NIG, THE SNOW STARTS TO LIGHTEN UP A BIT. I EXPECT BY TUESDA MORNING, LIGHT SNOWFALL ACROSS THE ARE STILL SEEING SOME IMPACT TO THE TUESDAY MORNING COMMUTE AS WELL. TEMPERATURES WILL BE COLD WITH RE-FREEZE AS A POSSIBILITY. BACK ROADS AND SIDESTREETS WILL BE SNOW COVERED. YOU WILL SEE A COUPL FLURRIES. 15 TOMORROW MORNIN TWO TO 3 INCHES OF SNOW IN THE MORNING. THAT DIFFICULT TRAVEL, TREACHEROUS TRAVEL WILL KICK IN DURING THE AFTERNOON AND EVENING MONDAY. IT WILL BRING OUR TOTALS CLOSER TO NINE OR 12. NOT EVERYBODY WILL SEE 12 INCHE OF SNOWFALL. GENERALLY EXPECTING NINE TO 12 INCHES OF SNOWFALL. AREAS TO T SOUTHEAST PICK UP A LITTLE BIT LESS. COULD SEE CLOSE TO FOUR TO 8 INCHES. WATCH OUT FOR SNOW-COVERE ROADS . LOW VISIBILITY BECAUSE OF THAT SNOWFALL. SLICK TRAVEL BECAUSE TEMPERATURES WILL BE IN THE TEENS. THE WIND CHILL WILL BE CLOSER TO SING DIGITS. BEHIND THE SYSTEM, IT WILL USHER IN COLD AIR. WHEN CHILLS WEDNESDAY WILL BE CLOSER TO 10 BELOW

the pipes air freezing that when the water freezes, it expands. PVC pipe that's really old is especially brittle. The new kind of flex tubing, things like that is designed to expand. But like I said, we've got some older houses, some older apartment complexes that were built using PVC 2030 years ago. Talking to the chief, he said that they go from one call, turn the water off, get another call. Go turn the water off there. So they've been moving around quite a bit this morning. Normally, uh, lft would go out to a place like this, has had a busted pipeline, and they would help get the water out of the building, run the fans, you know, to try and dry the place out. But again, in this case, because they have so many calls, they're not able to do that. Yes, it is kind of Ah, cold slap in the face if you want to call it that, that this is happening. We're doing our best. Keep people safe, answering as many calls as we can

Add Mother Nature to the pile of crises on President Joe Biden's plate.A month into the job and focused on the coronavirus, Biden is seeing his disaster management skills tested after winter storms plunged Texas, Oklahoma and neighboring states into an unusual deep freeze that left millions shivering in homes that lost heat and power, and in many homes, water. At least 69 deaths across the U.S. have been blamed on the blast of unseasonable weather. The White House announced on Saturday that the president had declared a major disaster in Texas, and he has asked federal agencies to identify additional resources to address the suffering.Biden came into office Jan. 20 promising to tackle a series of brewing crises, starting with the coronavirus pandemic and its ripple effects on the economy. He tacked on systemic racism and climate change as top priorities. And now he's contending with storms that have not only imperiled Americans but also delayed the shipment and administration of millions of doses of coronavirus vaccines.Biden said Friday that he hopes to travel to Texas next week but doesn't want his presence and the accompanying presidential entourage to distract from the recovery.“They're working like the devil to take care of their folks,” Biden said of Texas officials. He said he'd make a decision early next week about travel.Biden, who offered himself during the campaign as the experienced and empathetic candidate the nation needed at this moment in time, is working on several fronts to address the situation — and to avoid repeating the mistakes of predecessors who got tripped up by inadequate or insensitive responses in times of disaster.Part of the job of being president is responding to the destruction left behind by earthquakes, hurricanes, tornadoes and other natural disasters, or events like deadly mass shootings, or even acts of terrorism. Some have handled such situations better than others.George W. Bush earned praise for his leadership after the Sept. 11, 2001, terrorist attacks but stumbled during his administration’s halting response to the humanitarian disaster that unfolded in New Orleans after Hurricane Katrina struck the Gulf Coast four years later.Barack Obama said he should have anticipated the blowback he got for going to the golf course right after he condemned the beheading of a kidnapped American journalist by Islamist militants in 2014. Obama was vacationing on Martha’s Vineyard at the time.Donald Trump was criticized for tossing rolls of paper towels into a crowd of people in Puerto Rico who had endured Hurricane Maria’s pummeling of the island in 2017. He defended tossing the towels, saying the people were “having fun.”Bill Clinton, who famously claimed during the 1992 presidential campaign that “I feel your pain,” was a natural at connecting with disaster victims.Just this week, Republican Sen. Ted Cruz of Texas showed how quickly one bad move during a crisis can become a public relations disaster for a politician.Cruz came under attack for traveling to Mexico while his constituents suffered without power, heat and running water. His explanation — that his daughters pushed for the getaway because they were out of school — was particularly panned. Cruz later said the trip was a mistake.Biden has tweeted about Texas and the other affected states, while the White House has issued numerous statements aimed at demonstrating that the federal government is in command of the situation. The president is getting regular updates from his staff and already declared states of emergency in Texas, Oklahoma and Louisiana — adding the disaster designation announced Saturday for Texas. The Federal Emergency Management Agency has shipped dozens of generators and supplies, including fuel, water, blankets and ready-to-eat meals, to the affected areas.Biden has spoken to the governors of the seven states most affected by the winter weather. He tweeted a photo of himself on the phone with Republican Gov. Greg Abbott of Texas.Oklahoma’s Republican Gov. Kevin Stitt, a staunch supporter of Trump's, was quick to praise Biden for swift action on a disaster declaration. After speaking with Biden by telephone earlier this week, Stitt specifically thanked the president for “taking the time to reach out this afternoon and offer the federal government’s help for Oklahomans. We had a very productive call and I look forward to working together to find solutions as we recover from this historic storm.”Barbara Perry, director of presidential studies at the University of Virginia's Miller Center, said Biden is “well-suited" to deal with the disaster because of his decades of service in the U.S. Senate and as a former vice president and because of “his genuine concern for people.”“He's got to show empathy right off the bat,” Perry said in an interview. “It's important for a president to go to a place that’s been battered, but be careful about the footprint. He doesn’t want to make things worse.”Biden, should he decide to visit Texas next week, could also use the trip to press his point that climate change is real and must not go unaddressed, and that the state could do things like winterize its power plants to be better prepared for future storms, Perry said. But he should take care to not do so in a scolding kind of way.“We know he cares about climate change, and this is a way to convince people,” Perry said.___Associated Press writer Sean Murphy in Oklahoma City contributed to this report.
