President Joe Biden has reached a decision on his first nominee to the Supreme Court, people familiar with the selection said Thursday, with his historic selection of the first Black woman to serve on the nation's highest court set to be revealed as soon as Friday.

The precise timing of the announcement remains fluid, given the Russian invasion of Ukraine, but a Friday ceremony would mark two years to the day when Biden made his initial pledge to choose the first African American female justice during a 2020 primary debate in South Carolina.

But even if the announcement is delayed beyond Friday afternoon, aides said, it will take place no later than Monday, the eve of the State of the Union address.

The first step of the carefully orchestrated rollout calls for the president to formally offer the lifetime position, a step that was poised to take place Thursday evening or Friday morning in hopes of preserving secrecy.

People familiar with the matter declined to say whether the offer had been extended by the president, who was focused on the Russia crisis, but confirmed his decision had been made.

Vice President Kamala Harris postponed a trip to Louisiana scheduled for Friday, raising speculation that an announcement was forthcoming.

A South Florida nurse has pleaded guilty to making death threats against Vice President Kamala Harris.

A Justice Department press release said Niviane Petit Phelps, 39, pled guilty Friday to six counts of making threats to kill the vice president.

According to the release, Phelps admitted to sending her husband, who was in prison, 30-second video clips of her threatening to kill Harris in February.

In the clips, Phelps said she would assassinate Harris within 50 days, federal prosecutors said.

Federal prosecutors said Phelps recorded some of the clips while her children recorded others.

After she sent the videos, Phelps said she also sent a photograph of herself at a gun range holding a firearm with a target sheet.

Two days later, she applied for a concealed weapon permit.

She later told investigators that she "doesn’t know” what would have happened if they hadn't shown up at her residence.

She is scheduled to be sentenced on Nov. 19 at 2 p.m.

GUATEMALA CITY — During her first international trip as Vice President, Kamala Harris talked about the need for leaders in Central America to restore hope for residents, as a way to slow the increasing numbers of migrants coming to the U.S.'s southern border.

Speaking at the start of bilateral meetings with Guatemalan President Alejandro Giammattei in Guatemala City, Harris said people don't want to leave their homeland, where they were born and grew up, but are forced to because of living conditions.

She said it was up to leaders to act to improve the situation for Guatemalans, to give them hope.

"The power of hope, the ability that each of our governments has to give people a sense that help is on the way," Harris said.

"To let them know that they are seen, that they are heard, that we see their capacity, but we also understand their challenges and their need for support and the resources that any human being needs to be able to survive much less thrive."

Harris talked about financial partnerships with Guatemala and the U.S. setting up an anti-corruption task force in the region.

She also had a clear message for those considering making the long and dangerous trek north to the United States.

"Do not come. Do not come. The United States will continue to enforce our laws and secure our border. There are legal methods by which migration can and should occur," Harris said.

The Biden administration is grappling with a two-decade record-high number of migrants coming to the southern U.S. border. Nearly half of the migrants encountered at the border between the U.S. and Mexico are originally from Guatemala, El Salvador or Honduras, sometimes referred to as the Northern Triangle countries.

The vice president has been spearheading the administration's efforts to fight the root causes of the increase in migration.

During the visit, Harris is also planning to address vaccine sharing and other issues.
