<p>California is the first U.S. state to formally begin examining how to broadly adapt to cryptocurrency and related technologies, following a path laid out by President Joe Biden in March. </p>
<p>Gov. Gavin Newsom signed an executive order on Wednesday for California agencies to move in tandem with the federal government to craft regulations for digital currencies. It also calls for the state to explore incorporating broader blockchain technologies into state operations. </p>
<p>Ohio was the first to attempt to accept virtual currency for government services in 2018, though the program was soon discontinued. Colorado Gov. Jared Polis says his state will begin accepting cryptocurrency for government services later this year.</p>

<p>As <a class="Link" href="https://www.cnbc.com/2022/05/04/california-governor-signs-executive-order-on-cryptocurrencies.html" target="_blank" rel="noopener">CNBC reported</a>, Newsom's directive should have California's Business and Economic Development Office working with California's Business, Consumer Services and Housing Agency and the state's financial protection and innovation office. </p>
<p>Newsom's Senior Adviser and Director of the Office of Business and Economic Development in California Dee Dee Myers <a class="Link" href="https://www.cnbc.com/2022/05/04/california-governor-signs-executive-order-on-cryptocurrencies.html" target="_blank" rel="noopener">said</a>, “Of the 800 blockchain businesses in North America, about a quarter of them are in California, dramatically more than any other state,” they said. “We’ve heard from so many that they want to be here, and we want to help them do that responsibly.”</p>

<p>The grandfather and uncle of a 3-year-old girl killed last fall during an exorcism at a Northern California church have been arrested this week in connection with her death. </p>
<p>The child died last September after family members performed a ceremony because they believed she was "possessed by an evil spirit," court documents show. The Santa Clara County medical examiner's office ruled the death a homicide caused by asphyxiation. </p>
<p>The San Jose Police Department said on Friday that police arrested the child's grandfather and uncle on charges of child abuse leading to the death of the victim. The child's mother was arrested and charged in January. It was not immediately known if the girl's grandfather and uncle have an attorney who can speak on their behalf.</p>
<p>The grandfather told the Mercury News last week that he performed a ceremony on the child to “liberate her of her evil spirits,” the <a class="Link" href="https://apnews.com/article/religion-arrests-california-child-abuse-san-jose-7700a0e887b815b1cf3f5a5406b78c9c" target="_blank" rel="noopener">Associated Press reported</a>. He didn’t reveal all of the details of the exorcism but said his granddaughter was asleep when she got to the church, and he said that the ceremony took two hours.</p>
<p>“If you read the Bible, you’ll see that Jesus casts away demons and made sick people healthy again,” he said. “It’s not when I want to do it, it’s when God, in his will, wants to heal the person. The preacher is like an instrument of God; what we do is what God says.”</p>

<p>A California woman who punched a flight attendant in the face during a flight and broke her teeth has been sentenced to 15 months in federal prison. </p>
<p>Vyvianna Quinonez on Tuesday was also ordered by the federal judge in San Diego to pay nearly $26,000 in restitution and a $7,500 fine for the assault on a May 2021 Southwest flight between Sacramento and San Diego. Quinonez is prohibited from flying for three years while she is on supervised release and must participate in anger management classes or counseling. </p>
<p>Quinonez last year pleaded guilty to one count of interference with flight crew members and attendants.</p>

<p>Taking advantage of a costly error by second baseman Gleyber Torres to produce the go-ahead rally in the seventh inning, the Astros won their second consecutive pennant and fourth in six years.</p>

<p>Rookie shortstop Jeremy Peña hit a three-run homer off ailing Yankees starter Nestor Cortes to help the AL West champions overcome an early 3-0 deficit. Peña was picked as the ALCS MVP.</p>
<p>Houston will open the World Series at home Friday night against Bryce Harper and the wild-card Philadelphia Phillies, who beat San Diego earlier in the day to close out the best-of-seven NLCS in five games.</p>
<p>Harper broke up the Phillies postseason party on the mound and directed his team to where the true revelry was about to begin for the National League champs.</p>
<p>“C'mon, let's go inside! Let's go!” he ordered.</p>
<p>With that, Harper walked toward the dugout and raised his arms in jubilation to the soundtrack of Phillies fans screaming “MV3! MV3! " The Phillies scrambled inside for the Broad Street Bubbly that awaited in the clubhouse. </p>
<p>Harper made the scene possible because he rose to the moment Philly demanded of him from the time he signed the richest free-agent deal in baseball history. Harper has made the monumental feat of hitting a baseball look so easy in the postseason and with the NL pennant at stake, he delivered with the defining moment of his four-year Philadelphia career.</p>
<p>Harper slugged his fifth homer of the postseason, a two-run blast in the eighth inning that turned Citizens Bank Park into a madhouse, and the $330 million slugger powered the Phillies past the San Diego Padres 4-3 on Sunday and into the World Series for the first the time since 2009.</p>
<p>One swing. One opposite-field shot. One game-winning home run that about seemed destined from the moment he came to the plate in the eighth inning with the Phillies and their fans beckoning Bryce to deliver in the clutch just one more time.</p>
<p>“I hit the ball, and I just looked at my dugout and kind of it’s for all of them,” Harper said. “It’s for this whole team. It’s for this whole organization."</p>
<p>Rhys Hoskins also hit a two-run homer in Game 5 of the NL Championship Series to spark Philadelphia’s improbable run to the pennant and a shot at its first World Series championship since 2008.</p>
<p>Harper, Hoskins &amp; Crew are coming for a most improbable World Series championship.</p>
<p>Houston held a 3-0 lead over the New York Yankees in the ALCS. Game 4 is Sunday night in New York. The World Series will begin Friday night at the home of the AL champion.</p>
<p>Harper was named NLCS MVP and he as parked the trophy on a dais, he made it clear the personal awards meant nothing to him without a ring.</p>
<p>“I don't really care about this but MLB is making me do it,” Harper said.</p>
<p>Philadelphia trailed 3-2 when J.T. Realmuto began the eighth with a single off reliever Robert Suarez. Harper then lined a 2-2, 98 mph sinker the opposite way, into the left-field seats as another sellout crowd of 45,485 shook the stadium.</p>
<p>Harper hoped the homer set the stage for other highlights on deck in the next couple of weeks.</p>
<p>“We’ve got four more,” the two-time NL MVP told the fans during an on-field celebration, and they roared again.</p>
<p>The lefty-swinging Harper connected off a righty — the Padres had left-handed closer Josh Hader warming in the bullpen, but didn't bring him in.</p>
<p>“It’s a thought at this point, but that wasn’t what we were thinking,” Padres manager Bob Melvin said. “We were trying to get to four-out position for Hader, and we had a lot of confidence in Suarez.”</p>
<p>The Phillies felt the same way about Harper.</p>
<p>“Pure chaos, right? I don’t think anybody was surprised,” Hoskins said. “This guy has a knack for coming up in the biggest moments. It’s just what he’s done his whole career, and we’ve seen it plenty of times.”</p>
<p>Remember, too: When Harper's thumb was broken by a pitch from San Diego's Blake Snell in late June, there were some concerns that he might not return this season.</p>
<p>Instead, the star who signed a 13-year contract to play in Philadelphia delivered — in this season, in this game.</p>
<p>Even after Harper's homer put them ahead, it wasn't an easy ending for the Phillies.</p>

The alcohol puddles on the carpet went deeper than the ones caused by the rain in a sloppy, gusty Game 5.</p>

<p>This sixth-seeded Phillies — yes, that is a thing this season — feel they're just getting started.</p>
<p>Harper, who turned 30 last week, is batting 439 (18 for 41) with six doubles, five homers, 11 RBIs and 10 runs scored over 11 postseason games. He has hit in 10 straight and has reached base in 11 straight.</p>
<p>And the feared designated hitter can keep those streaks alive when he plays in his first World Series.</p>
<p>“To a certain degree, it’s getting overlooked because of who he is and the star that he is,” Phillies manager Rob Thomson said. “He’s a guy that’s a big star that’s delivered. Can’t say enough about that.”</p>

<p>The classic problems cities face are poverty, traffic, public safety, energy and water. Some are turning to technology in hopes of addressing some of those issues. </p>
<p>"There is this desperate need for improving living conditions," said Philip Bane, managing director of the Smart Cities Council.</p>
<p>He's part of an organization dedicated to helping cities navigate smart city technologies — a billion dollar global industry.</p>
<p>"Nashville is doing something where they're putting in sensors to measure water flow in all these places it could be dangerous," Bane said. </p>
<p>Nashville — prone to urban flooding — is installing thousands of sensors for early warning detection.</p>
<p>"How does that flooding affect someone who's disabled, or who's an immigrant and doesn't speak English," Bane asked. "That's the key to being smart. It's not that you collect the data. It's what you do with it."</p>
<p>Homayra Yusufi is a refugee from Afghanistan who is now an advocate, alarmed by a program in San Diego that was paused over privacy concerns. Streetlights were equipped with LED bulbs, cameras and sensors that were capable of monitoring air quality and optimizing traffic and parking. It promised to pay for itself through energy cost savings.</p>
<p>"Our communities have historically been affected by over-surveillance, especially after September 11," Yusufi said. "We had never heard of the lights. They were not only installed — thousands throughout San Diego — but they had also given exclusive access to the police department, which did not have a use policy."</p>
<p>The program was costing taxpayers millions of dollars more than expected. Community groups joined together calling for oversight and transparency about what it does with the data.</p>
<p>San Diego is now developing new policies with input from organizations, privacy advocates and technology experts. Yusufi hopes as interest grow in other cities, privacy is top of mind.</p>

<p>SAN YSIDRO, Calif. -- A quick conversation with a customer is now a rare interaction for border town business owner Sunil Gakhreja.</p>
<p>“There is no business. You’ve been in here for 20 minutes and no one’s come in, no one’s even crossed by in front of us,” said Gakhreja.</p>
<p>The Department of Homeland Security banned all non-essential travel between the United States and Mexico because of COVID-19.</p>
<p>For business owners in the small border town of San Ysidro, about 20 minutes south of San Diego, this closure is suffocating their livelihood.</p>
<p>“When they close the border, economically, it affects us a lot. That’s our main bread and butter,” said Gakhreja.</p>
<p>The San Ysidro Chamber of Commerce said 95% of the customers in the stores cross the border from Mexico into the U.S. to shop.</p>
<p>The chamber reports now that border crossings are restricted—businesses are losing $1.8 million per day.</p>
<p>Gakhreja is no exception. He was forced to lay off the entire staff at his perfume shop.</p>
<p>“It’s only me and my wife working. That’s how we can survive.”</p>
<p>The family’s entire livelihood hangs on the success of one strip mall on San Ysidro Boulevard. They just opened a pizza shop next door named for Gakhreja’s mother Maya.</p>
<p>It’s a tribute he’s desperately trying to keep alive.</p>
<p>“We put everything— our soul in there, our money, every single penny we have. I don’t want to let it go down, in any way,” he said.</p>
<p>Sunil has been in the United States for more than two decades after immigrating from India.</p>
<p>He said this city gave him the chance for a different life than he had growing up.</p>
<p>“This country has given me everything,” said Gakhreja. “I am here because of this community. This border town has given me everything: the ability to buy my house, to run my business, I couldn’t be more blessed, but I don’t want to give up my hope. I want to hold on to that last breath that we have.”</p>
<p>The San Ysidro Chamber of Commerce is handing out PPE to help small businesses hold on. Packages of hand sanitizer, masks, face shields and gloves will go out to any business that needs it.</p>
<p>“Being safe, PPE, distancing ourselves, wearing our masks, that’s the way to protect ourselves,” said Jason Wells of the San Ysidro Chamber of Commerce. “Not being xenophobic and doing things like closing the border.”</p>
<p>Gakrehja said this street on the border can’t wait too much longer.</p>
<p>“You’re going to lose jobs, people will go into depression, this is our American dream,” he said.</p>
<p>Gakrehja is just hoping lawmakers see one thing: in times of turmoil—keeping people apart can cause great pain.</p>
<p>“We have to understand we are a great nation, but at this time we need other people’s help too,” he said.</p>
<p>The border closure is extended until July 22, 2020. However, for the past several months, the deadline has been extended several times. Business owners fear that will continue to happen.</p>

<p>For the first time in history, a beluga whale, which normally lives in arctic waters, was spotted off the coast of Southern California. Now there's an investigation under way to find out where it's going and why.</p>
<p>Drone video taken by <u><a class="Link" href="https://www.gonewhalewatching.com/">Gone Whale Watching </a></u>owner and Captain Domenic Biagini, or "Captain Dom" in San Diego shows the Beluga happily swimming thousands of miles from home.</p>
<p>Something like this has never been recorded before. Never has this animal been seen off the coast of San Diego, and never this far south in the Pacific Ocean.</p>
<p>Biagini charters sight seers and also takes drone images. He's still in disbelief about the beluga footage he captured.</p>
<p>“Imagine I’m outside at my house in Southern California and I walk out and there’s a polar bear walking down the street. It’s that unusual, it does not make any sense that this whale would be here,” Biagini said.</p>
<p>He said it all started when a friend of his called about the rare sighting. “She called me on the radio and said, ‘Dom we just saw a 15 foot pearly white animal with no dorsal fin.’ I said, ‘Lisa, are you trying to tell me you have a beluga whale in San Diego waters?’”</p>
<p>She wanted his drone expertise because she couldn't quite believe it either. So, he went and they all sat quietly. Watching and waiting for the whale to resurface. After some time it came back up and looked right at the drone.</p>
<p>Captain Dom said the moment was emotional. “I started to get the shakes a little bit because I realized I was going to film this, it was going to happen, I was going to get there in time and I realized how historic this moment was - not just for San Diego but for whale watching as a whole, worldwide.”</p>
<p>And then he got worried. What was it doing here and so far from home? The beluga whale looked healthy enough and while incredible, now what?</p>
<p>Dr. Alissa Deming is the Director of Clinical Medicine at the <u><a class="Link" href="https://www.pacificmmc.org/">Pacific Marine Mammal Center</a></u> in Laguna Beach, California. “One of the questions as a veterinarian that we have, is why did he decide to leave his habitat? That could be an indication of something wrong, his ability to navigate his environment.”</p>
<p>Normally, she said, belugas live in the Cook Inlet of Alaska. They're an endangered species and they're social. They usually travel together.</p>
<p>From the looks of the images, Dr. Deming said the whale is older and it is abnormal that he's alone. His skin looks good and he's not thin, so hopefully he's still getting the food he needs.</p>
<p>But, the whale is still too far away from home and researchers are concerned, and are now looking for it.</p>
<p>“It's definitely searching for a needle in a haystack, a little white needle I guess. A lot of time public reporting and whale watching companies can call things in which is how this was opportunistically sighted. NOAA can put planes up or have the US Coast Guard help on a search but there’s so much water we don’t know which direction this animal went,” Dr. Deming said.</p>
<p>The worry is that it's headed south towards Mexico. Waters are warmer there and the Beluga will be harder to track in international waters.</p>
<p>“We would like them to stay up in the Alaska region. As much as I love beluga whales, I don’t want to see them off our coast because that means there’s something really wrong with their normal habitat up there in Alaska,” Dr. Deming added.</p>

<p>“It's so beautiful, belugas as white as they are in waters as blue as ours. That’s not something we see here; we don’t have animals that color in water as bright and sunny as ours.”</p>
<p>An incredible sight, one that's now recorded as historical, and one that everyone hopes to never see again. At least when it comes to belugas hanging out in sunny, Southern California.</p>

<p>KGTV is learning more about the tragic deaths of a mother and son who fell off the third-floor concourse at Petco Park on Saturday through new eyewitness accounts. San Diego Police are now describing the deaths as "suspicious."</p>
<p>There is a somber feeling outside Petco Park after two tragic deaths just before the Braves-Padres game on Saturday afternoon.</p>
<p>A makeshift memorial leans against a tree for a 40-year-old San Diego woman and her 2-year-old son, who fell from the dining area in the 300 concourse onto the sidewalk of 200 Tony Gwynn Drive.</p>
<p>A 72-year-old woman who wished to be unnamed was visiting her family in San Diego. She was at Petco Park and witnessed this tragic incident.</p>
<p>Her daughter sent KGTV a statement that said she was with her son at the tables on the third level before the game and crossed paths with the woman, her son, a man, and their dog.</p>
<p>She said the man was standing by the railing, but the woman held her baby and suddenly began jumping on the table bench closest to the railing.</p>
<p>The witness said the woman seemed happy and laughing, even as she lost her balance and fell off the bench onto the floor. About a minute later, the witness said the woman climbed back up the bench and did it again, this time falling with her baby over the railing.</p>
<p>The witness said there were no screams, but she did hear the sound when they hit the ground.</p>
<p>The witness said it was such a tragic memory, it was hard for her to recall it. The last thing she remembered was telling her son, "Oh my gosh. She went over!"</p>

<p>SAN DIEGO (KGTV) -- A San Diego restaurant chain's experiment on an old classic helped its workers make ends meet during the Southern California region’s stay-at-home order.</p>
<p>Yahaira Garcia wasn't sure how she'd make ends meet through the winter. After all, her employer, Karina’s Mexican Seafood, could only serve takeout during Gov. Gavin Newsom’s stay-at-home order.</p>
<p>“As a single mother, it made me very nervous and very anxious,” Garcia said. “I didn’t know where my financial stability was going to be.”</p>
<p>Orders dwindled to maybe 12 a day, and there was only room for four employees on the clock at a time.</p>
<p>“We were able to get a few hours, but not as much,” Garcia said.</p>
<p>But instead of just sitting back, Karina’s Restaurant Group General Manager Alex Navarette saw an opportunity, right out in the parking lot.</p>
<p>“We didn't know what else to do, we were just brain storming,” he said.</p>
<p>The chain decided to try a new spin on an old classic: the car hop. At five of its locations across the county, it offered full car-side service, with entertainment some nights, such as a D.J. It also projected a Canelo Alvarez boxing match to a full parking lot in December.</p>
<p>Garcia got more hours serving outside.</p>
<p>“It did give us a sense of normality, which is really amazing,” she said. “It was so good to see regular customers and the faces that we're used to seeing.”</p>
<p>Regulars brought their RVs, a construction set up on a flat bed, and others dusted off the lawn chairs.</p>
<p>Navarette staffed up from four to eight at some locations.</p>
<p>“We were just doing it as we were going along and it turned out great,” Navarette said.</p>
<p>And now that the stay-at-home order has lifted, Navarette expects even more workers to come back for outdoor table service.</p>

<p>SAN DIEGO, Calif. — Proving you can be small and mighty, a San Diego child is <a class="Link" href="https://www.10news.com/lifestyle/leadership/san-diego-8-year-old-on-a-mission-to-help-citys-homeless">making days a little brighter</a> for those with no place to call home.</p>
<p>It was on a drive downtown with her parents last year that charted a course for 8-year-old Abby Guth. She sat in the backseat of the family’s SUV peering out at men and women, young and old, living on the street. </p>
<p>She knew she wanted to help. She began saving her allowance and shopping with her mother, Elizabeth, for supplies for the homeless. Together, they put together baggies of supplies, including toiletries, sanitizer, blankets, and beanies. To date, they’ve given out 550 bags.</p>
<p>Abby hopes to one day expand to hot meals and maybe even a shelter. But for now, she’s launched a website, called <a class="Link" href="https://www.projectlovetolove.com/" target="_blank" rel="noopener">Project Love to Love</a>, to help support her mission. The project will soon be an official nonprofit organization.</p>
<p>For Abby’s dedication to those in need, she was presented with the ABC 10News Leadership Award for the month of February. </p>

<p>SAN DIEGO, Calif. — As the pandemic upended our lives, an invisible workforce helped keep some normalcy intact. Traveling the world on oil tankers and cargo ships, seafarers deliver everything from food to fuel, medicine, and personal protective equipment (PPE).</p>
<p>“We were just working a lot," said Michael Napoleone. "We were putting in from eight to 12-hour days, every single day."</p>
<p>As a supply officer, Napoleone delivers fuel, food, and cargo to U.S. Navy ships at sea. Working thousands of miles from home, he's accustomed to long shifts and missed holidays. But during the pandemic, his assignment no longer had an expiration date.</p>
<p>“I was supposed to be gone for four months," said Napoleone. “We saw about three ports, and we were not allowed to leave or talk to anybody or get off the ship for 11 months. We were stuck onboard just going stir crazy.”</p>
<p>Typically, around 100,000 crew changes take place every month. But border closures and COVID-19 restrictions have prevented seafarers from going home and taking shore leave, forcing thousands to work months beyond their contracts.</p>
<p>"You wake up early. Maybe you go to the gym. Eat, work, and then go to sleep," said Napoleone.</p>
<p>At the peak, he was among 400,000 seafarers trapped at sea.</p>
<p>“I described it to some people like, you see those caged animals in the zoo and they’re kind of pacing. You can see that they’re stressed, but it’s like a sort of dull, constant stress. That’s what it was like," said Napoleone.</p>
<p>Last September, the secretary general of the United Nations appealed for governments to act on behalf of seafarers and other maritime workers stuck at sea for months, and in some cases, more than a year.</p>
<p>The UN passed a <a class="Link" href="https://www.imo.org/en/MediaCentre/PressBriefings/pages/44-seafarers-UNGA-resolution.aspx">resolution</a>, calling for an urgent response from all stakeholders, including the private sector, to resolve the situation.</p>
<p>Napoleone says social isolation brought on by the pandemic is amplified at sea.</p>
<p>“We would lose internet for a month at a time: no Facetime, no Zoom, no nothing. You're in the middle of the ocean. That stuff doesn't exist out there," Napoleone said.</p>
<p>After 11 months on the ship, he was finally able to fly home to San Diego. </p>
<p>“[I'm] great, happy. Much happier to see trees again, talk with people, play with dogs.”</p>
<p>He’s now preparing for another trip; one on solid ground.</p>
<p>“I’m going to go hike the Continental Divide Trail," Napoleone said with a smile. "A big, long, 3,000-mile journey.”</p>

<p>Sailors aboard the USS Kidd guided-missile destroyer will arrive at Naval Base San Diego, where all sailors will be isolated off-ship and undergo twice-daily screenings for COVID-19, according to the Navy.</p>
<p>Crewmembers who test negative will enter quarantine and have daily visits from doctors to monitor any symptoms. A small number of sailors who have tested negative will remain on the ship for essential operations and deep-cleaning.</p>
<p>The Navy said as of Tuesday, 45 percent of USS Kidd crewmembers have been tested for COVID-19, with 47 total positive results.</p>
<p>"Sailors have called San Diego home for many years, and we're especially thankful for that relationship now," said Commander, Naval Surface Forces Vice Adm. Richard Brown. "Taking care of our Sailors and cleaning this ship is a team effort, and we're fortunate that the partnership between the Navy and the city of San Diego is allowing us to focus on that mission."</p>
<p>The Navy says the USS Kidd was at sea participating in counter-narcotics operations when several sailors started showing flu-like symptoms.</p>
<p>One sailor was medically evacuated to the U.S. on April 22 after experiencing shortness of breath, the Navy said. The Navy redirected the USS Makin Island to rendezvous with the USS Kidd to provided medical facilities and testing.</p>
<p>Fifteen sailors who needed more observation were transported to Makin Island out of an abundance of caution. A second sailor was also medically evacuated back to the U.S., while the Kidd began cleaning efforts, the Navy says.</p>
<p>None of the USS Kidd's positive cases have required ventilators or ICU treatment, according to the Navy.</p>
<p>While in San Diego, the ship will undergo a strategic deep-cleaning regimen, room-by-room. The process will take about two weeks, according to the Navy. </p>
<p>Those aboard the ship are wearing personal protection equipment, including N95 masks, and physically distancing.<br />Sailors will also be required to report any symptoms.</p>
