Those rights do not extend to violence and other illegal activity. DHS will continue working with our partners across every level of government to share timely information and to support law enforcement efforts to keep our communities safe," a Homeland Security spokesperson told CNN in a statement.DHS previously released a National Terrorism Advisory System bulletin warning of potential violence surrounding the Supreme Court ruling on abortion rights.The memo notes that potential violence is expected "for weeks" following Friday's decision given that domestic violent extremists "may be mobilized to respond to changes in state laws and ballot measures" related to abortion. <p>Rioting raged in cities around France for a fourth night despite a huge police deployment and 1,311 arrests, with cars and buildings set ablaze and stores looted, as family and friends prepared Saturday to bury the 17-year-old whose killing by police unleashed the unrest.</p>
<p>France's Interior Ministry announced the new figure for arrests around the country, where 45,000 police officers fanned out in a so-far unsuccessful bid to quell violence.</p>

<p>Despite an appeal to parents by President Emmanuel Macron to keep their children at home, street clashes between young protesters and police raged on. About 2,500 fires were set and stores were ransacked, according to authorities.</p>
<p>The funeral ceremony for the teen, identified only as Nahel, who was killed by police in the Paris suburb of Nanterre on Tuesday, began on Saturday. Family and friends were viewing the open coffin before it will be taken to a mosque for a ceremony and later burial in a town cemetery.</p>
<p>As the number of arrests continued to mount, the government suggested the violence was beginning to lessen thanks to tougher security measures.</p>
<p>Still, the damage was widespread, from Paris to Marseille and Lyon and even far away, in the French territories overseas, where a 54-year-old died after being hit by a stray bullet in French Guiana.</p>

<p>France’s national soccer team — including international star Kylian Mbappe, an idol to many young people in the disadvantaged neighborhoods where the anger is rooted — pleaded for an end to the violence.</p>
<p>“Many of us are from working-class neighborhoods, we too share this feeling of pain and sadness” over the killing of 17-year-old Nahel, the players said in a statement. “Violence resolves nothing. … There are other peaceful and constructive ways to express yourself.”</p>
<p>They said it's time for “mourning, dialogue and reconstruction” instead.</p>
<p>The slaying of Nahel stirred up long-simmering tensions between police and young people in housing projects who struggle with poverty, unemployment and racial discrimination. The subsequent rioting is the worst France has seen in years and puts new pressure on Macron, who blamed social media for fueling violence.</p>

They got the coffee from this drive thru at 91st in Yale, Jesse says he selected no tip on the card machine and didn't get *** receipt *** couple of days later Didi was trying to buy their four daughters shoes at the mall. When her card was declined, they got this duplicate receipt when Say Starbucks told them there'd been *** network error with the card machine. And after speaking to managers they were sent to checks. But when they arrived they bounced, we contacted their customer service helpline probably 30-40 times that day. They assured us that they are sending new checks. But as of today we still Have not fully finished the situation. We still haven't received checks. The couple filed *** report with Tulsa police DD is an orphan originally from Thailand she hasn't seen her sisters in 17 years and the family were supposed to fly out to visit them and the orphanage. They're helping over there that now had to cancel that trip, costing them thousands disappointed for sure. And it's just we're just don't look at each other like how are we going to cancel our trip for sure. We had to we had to go towards our and these are nonrefundable tickets. These aren't the kind of things that you can you know just change out unless it's like *** day or two ahead in advance. So we just have to eat that now, telling everyone to check receipts and say they don't know if they'll ever go back to Starbucks again. Our consumer confidence is at an all time low. 					Starbucks has displayed “egregious and widespread misconduct” in its dealings with employees involved in efforts to unionize Buffalo, New York, stores, a National Labor Relations Board judge said in an order Wednesday.As a result, the company must reinstate and make whole a number of workers who were let go from locations in or around Buffalo, among other remedies, NLRB administrative law judge Michael Rosas said.The case includes 32 unfair labor charges made by Workers United against the company for its actions between August 2021 and July 2022 at 21 stores in the Buffalo area, including the first Starbucks location to unionize.The company, which has been facing a wave of unionization across the country since December 2021, must also post a notice in its stores nationally, the judge ruled. That notice informs workers that they have the right to join a union, and lays out a lengthy list of what the company will refrain from doing, like surveilling workers or making other efforts to dissuade union activity.Rosas also said that interim CEO Howard Schultz and another company leader must read the notice to employees, or be present at a meeting where the rights are read.Schultz, who will soon hand over the reins to incoming CEO Laxman Narasimhan, has been a vocal opponent of the union since he rejoined the company as interim CEO last year.“I don’t think a union has a place in Starbucks,” Schultz recently told CNN’s Poppy Harlow. <p>Starbucks has displayed “egregious and widespread misconduct” in its dealings with employees involved in <a href="https://www.cnn.com/2023/02/21/business/howard-schultz-unions/index.html" target="_blank" rel="nofollow noopener">efforts to unionize</a> Buffalo, New York, stores, a National Labor Relations Board judge said in an order Wednesday.</p>
<p>As a result, the company must reinstate and make whole a number of workers who were let go from locations in or around Buffalo, among other remedies, NLRB administrative law judge Michael Rosas said.</p>

<p>The case includes 32 unfair labor charges made by Workers United against the company for its actions between August 2021 and July 2022 at 21 stores in the Buffalo area, including<a href="https://www.cnn.com/2021/12/09/business/starbucks-union-vote/index.html" target="_blank" rel="nofollow noopener"> the first Starbucks location to unionize</a>.</p>
<p>The company, which has been facing a <a href="https://www.cnn.com/2022/11/02/business/starbucks-union-organizers-risk-takers-22-ctrp/index.html" target="_blank" rel="nofollow noopener">wave of unionization across the country</a> since December 2021, must also post a notice in its stores nationally, the judge ruled. That notice informs workers that they have the right to join a union, and lays out a lengthy list of what the company will refrain from doing, like surveilling workers or making other efforts to dissuade union activity.</p>
<p>Rosas also said that interim CEO Howard Schultz and another company leader must read the notice to employees, or be present at a meeting where the rights are read.</p>
<p>Schultz, who will soon hand over the reins to <a href="https://www.cnn.com/2022/09/01/business/starbucks-new-ceo/index.html" target="_blank" rel="nofollow noopener">incoming CEO Laxman Narasimhan</a>, has been a vocal opponent of the union since he rejoined the company as interim CEO last year.</p>
<p>“I don’t think a union has a place in Starbucks,” <a href="https://www.cnn.com/2023/02/21/business/howard-schultz-unions/index.html" target="_blank" rel="nofollow noopener">Schultz recently told CNN’s Poppy Harlow</a>. If workers “file for a petition to be unionized, they have a right to do so. But we as a company have a right also to say, we have a different vision that is better,” he said.</p>
<p>Schultz <a href="https://www.cnn.com/2023/02/15/business/starbucks-schultz-senate-unions/index.html" target="_blank" rel="nofollow noopener">recently declined a request</a> from U.S. Sen. Bernie Sanders of Vermont and the rest of the Senate Health, Education, Labor and Pensions Committee to testify in an upcoming hearing on Starbucks’ compliance with labor laws. <p>OTTAWA, Ontario — Police in Ottawa said they have made 70 protest-related arrests as of Friday afternoon.</p>
<p>Truckers have gathered at the Canadian capital for three weeks now, protesting the country’s COVID-19 restrictions.</p>
<p>Protests have affected the economy on both sides of the border.</p>
<p>Several arrests were made Thursday, but more were made Friday morning when hundreds of officers moved into Ottawa’s downtown area.</p>
<p>Protest organizers, Tamara Lich and Chris Barber, were arrested Thursday night.</p>
<p>They’re charged with counseling to commit mischief.</p>
<p>Barber was also charged with counseling to commit the offense of mischief, according to Canadian outlet <a class="Link" href="https://winnipeg.citynews.ca/2022/02/18/ottawa-convoy-organizers-charges/">CityNews</a>.</p>
<p>Big rigs that were blocking streets were also towed away Friday.</p>
<p>Police report many truckers left on their own.</p>
<p>Interim Ottawa Police Chief Steve Bell says the situation on the ground is under control.</p>
<p>One officer suffered a minor injury, according to Bell.</p>
<p>No protesters have been hurt.</p>

Tony Evers announced Friday that approximately 500 troops from the Wisconsin Army National Guard <a class="Link" href="https://www.tmj4.com/news/local-news/gov-evers-authorizes-national-guard-troops-to-kenosha-following-rittenhouse-trial">have been authorized to support authorities in Kenosha</a> following the trial of Kyle Rittenhouse.</p>
<p>Members of the National Guard will stage outside Kenosha in a standby status to respond if requested by local law enforcement agencies, officials say. The Rittenhouse trial has entered its final stages.</p>
<p>“We continue to be in close contact with our partners at the local level to ensure the state provides support and resources to help keep the Kenosha community and greater area safe,” said Gov. Evers. “The Kenosha community has been strong, resilient, and has come together through incredibly difficult times these past two years, and that healing is still ongoing. I urge folks who are otherwise not from the area to please respect the community by reconsidering any plans to travel there and encourage those who might choose to assemble and exercise their First Amendment rights to do so safely and peacefully.”</p>
<p>Maj. Gen. Paul Knapp, Wisconsin's adjutant general, said the National Guard is ready to support communities during times of need.</p>
<p>“In close coordination with the governor, we have assembled approximately 500 soldiers to help keep the Kenosha community safe, should a request from our local partners come in," Knapp said. </p>
<p>Prosecutors and defense attorneys for Rittenhouse returned to the courthouse without the jury present on Friday to finalize how jurors will be instructed when they get the case next week and begin deliberating.</p>
<p>Jury instructions will be worked out on Friday, and closing arguments are expected on Monday.</p>

In Columbus, those protests began Thursday night and lasted into Friday morning, ending with damage to the Ohio Statehouse and other downtown buildings. </p>
<p>Thursday night saw a heavy police presence as the protest escalated -- where pedestrians were barred from joining the protest as it began to grow. </p>

<p>At his press briefing Friday, I asked Gov. Mike DeWine if similar protest precautions to the ones taken in Columbus are being planned in other Ohio cities as more protests remain a possibility. </p>
<p>DeWine said local mayors are the ones responsible for their cities, but his administration will be ready to help if needed.</p>
<p>“I’ve had the opportunity every day to talk, most days, to talk to the mayors of our major cities,” said DeWine. “They are the ones that have primary responsibility for their cities. But they know that if they need assistance and help, we will work with them on any issue, certainly including this issue. But I know that we have good mayors; they’re very concerned about making sure that things are always done right in their cities. So I have confidence in these mayors. We are in touch. It’s not like we don’t talk, so certainly the first line of responsibility is with their police department, and with those mayors."</p>
<p>Friday’s press briefing was DeWine’s first briefing not related to COVID-19 since the state began ordering businesses to shut down. </p>
<p>DeWine said the actions of police involved in Floyd’s death “violates every principle of human decency" and "any kind of basic police training."</p>
<p>He is scheduled to address the public next on Tuesday, June 2.</p>

<p><a class="Link" href="https://bit.ly/2Mcmtsb">CINCINNATI — Protests in response </a>to the <a class="Link" href="https://bit.ly/2TRLnl1">death of George Floyd</a> remained peaceful in Cincinnati until about 11:00 p.m. Friday, when police administered smoke canisters around protesters and some demonstrators began smashing out windows of businesses in Over-The-Rhine. </p>
<p>Eleven people had been arrested during violence and property destruction lasting until 5 a.m., Cincinnati Police Chief Eliot Isaac said at a Saturday press conference. Their charges ranged from burglary to resisting arrest, theft and more.</p>
<p>Isaac said as people threw rocks and bottles, multiple rounds of pepper ball irritant and gas were used to disperse crowds. Two officers had minor injuries.</p>
<p>WCPO’s Jasmine Minor said some small boutique owners near the corner of 12th Street and Vine Street will have to spend Saturday morning dealing with the broken glass in their shops and on the sidewalks. The extent of that damage around the neighborhood is still unclear.</p>
<p>According to WCPO’s Courtney Francisco, some threw large rocks at police cars and slit the tires on a police cruiser. The main group of protesters who started the night before around 6:00 p.m. condemned the actions of these individuals, saying they want their message against police brutality to be heard. </p>
<p>Most of the damage was limited to the windows of shops and boutiques, and several stores were looted overnight.</p>
<p>Peacefully, some lined up in front of police on their knees while others chanted. Police eventually threw smoke canisters to clear out violent crowds while other demonstrators caused damage to area businesses for hours into the night.</p>
<p>Isaac said he stands with protesters outraged at the death of Floyd and others at the hands of police, but he is urging people to be respectful of property and others.</p>
<p>“Feel free to come out and express your right to a peaceful demonstration, but respect people’s property, respect each other's physical person. Make sure everyone is safe,” Isaac said. “We are still in a pandemic. This was a large crowd of people in very close proximity. It’s very concerning.”</p>
<p>Other organizers planned to hold peaceful protests Saturday in Washington Park and Lincoln Statue Park in Avondale. A protest in Northside’s Jacob Hoffner park has been canceled -- organizers said they want everyone to stay home and stay safe.</p>
<p>Mayor John Cranley has ordered a curfew for Downtown and Over-The-Rhine starting at 10 p.m. Saturday and ending 6 a.m. Sunday.</p>

<p> in St. Louis both confirm that the incident began when a two-trailer FedEx semi was re-routed off of a local highway when it was shut down by protesters. </p>
<p>After leaving the highway, another group of protesters forced the truck to crawl to a stop. KMOV reports that some rioters attempted to grab packages off the back of the truck.</p>
<p>At that point, two men climbed onto the passenger side of the truck. That's when police say the men flashed their guns to the driver.</p>
<p>The driver sounded his horn and tried to drive away. Police say the driver wasn't aware that there was a man between the trailers at the time he started driving. That man fell and became trapped under the truck.</p>
<p>Bystander video shows others screaming and yelling, trying to tell the driver he was dragging a man under his truck.</p>
<p>FedEx released a statement Saturday.</p>
<p>"Our hearts go out to all those who are grieving the events of this week," the company said. "We are deeply saddened to learn of a tragic situation involving a demonstrator in St. Louis and one of our vehicles. We offer our sincerest condolences to the family of the individual involved. There is no higher priority for FedEx than safety, and we are cooperating fully with the investigating authorities at this time."</p>

<p>As the nation struggles to get a handle on the novel coronavirus pandemic and confronts the issues of police reform and systemic racism, some of the country’s mental health hotlines are seeing a growing number of calls.</p>
<p>“We have seen an exponential increase in the demand for mental health services,” said Kimberly Williams, with Vibrant Emotional Health.</p>
<p>A recent survey from the Kaiser Family Foundation showed that nearly half, approximately 45 percent, of American adults said their mental health has been negatively impacted by the coronavirus.</p>
<p>Yet, mental health hotlines are 10-digits long, can be hard to remember and impede access to immediate help.</p>
<p>“I say the road to seeking mental health services is paved in Swiss cheese,” said Becky Stoll of Centerstone, which focuses on behavioral health services. “And if you don't know how to get yourself around some of those holes, it's tough.”</p>
<p>One solution is to make the National Suicide Prevention hotline a simple, three-digit number: 988.</p>
<p>Late last year, the Federal Communications Commission recommended the number become a national crisis hotline.</p>
<p>“It's just going to be transformative, if we can get it done,” Stoll said.</p>
<p>It’s an effort that’s slowly gaining traction on Capitol Hill because of COVID-19.</p>
<p>A recent letter, signed by a bi-partisan group of Senate and House members, calls for any future coronavirus-related stimulus bill to include funding for 988. Congress could take up another stimulus bill later this summer.</p>
<p>“988 would essentially destigmatize mental health and suicide by promoting easily accessible, help-seeking behavior and ultimately save lives,” Williams said.</p>
<p>This, as lives around the nation continues to be impacted by tumultuous events and a pandemic, with no vaccine available yet.</p>
<p>“We don't know how long it's going to go,” Stoll said. “So, I think we're going to see more and more people, who've not [had] access behavioral health services in the past, need to do that.”</p>

<p>Police reform has been at the forefront of protests the past few weeks, following the death of George Floyd in Minneapolis.</p>
<p>The qualified immunity doctrine is getting a lot of attention.</p>
<p>“Qualified immunity is a doctrine that was created by the Supreme Court in 1967 in a case called <i>Pierson v. Ray</i>, and when the Supreme Court announced the existence of qualified immunity, they described it as a good faith defense,” Joanna Schwartz, a professor at the UCLA School of Law, said.</p>
<p>However, there have been debates on how this doctrine can be used.</p>
<p>In recent weeks, Congressman Justin Amash proposed the “Ending Qualified Immunity Act” (H.R. 7085).</p>
<p>“Qualified immunity is just another example of a justice system that is not working for people, and preventing people from getting the redress they deserve,” Representative Justin Amash (L-Michigan) said.</p>
<p>So, we dove into qualified immunity with Joanna Shwartz, a law professor who studies civil rights litigation, and Justin Smith, a sheriff in Larimer County, Colorado.</p>
<p>“Qualified immunity first of all has nothing to do with criminal immunity,” Sheriff Justin Smith said. </p>
<p>Smith has been with the Larimer County Sheriff’s Department for nearly three decades.</p>
<p>“Who in their right mind would build a career on running towards gun fire and confronting an armed suspect? Why would you do it without some type of civil protection?,” he explained.</p>
<p>We sat down with him as he explained why qualified immunity is important for his officers. </p>
<p>“I’d simply ask the question to the average American, is a police officer expected to be perfect in all of their actions in a split second?,” he asked. </p>
<p>Smith said without qualified immunity, one incorrect decision made by an officer could cost a lot. </p>
<p>“If you didn’t call that exactly right by one judges interpretation, that's a lawsuit,” he said.</p>
<p>“Every time the officer puts on the shirt, the badge, straps on the firearm, comes to work, every action they take responding to a case essentially is as if they went to Vegas and they walked up to the table, placed a five dollar bet, and in Colorado for example, would cost them up to $100,000. Who's going to make that bet?,” Smith explained.</p>
<p>However, those who want qualified immunity removed say the doctrine has changed over the years and it’s not necessary to protect officers who act in good faith when it comes to protection of rights.</p>
<p>“Concerns about split second decision making...are already protected from liability by the Supreme Court's construction of what the Fourth Amendment allows. Qualified immunity is unnecessary to do that,” Schwartz explained.</p>
<p>She went on to explain why she believes that qualified immunity isn’t necessary for the protection of money, either. </p>
<p>“I studied lawsuit payouts across the country over several years, I found that police officer personally contributed .02 percent of the total dollars paid to plaintiffs,” she said.</p>
<p>Schwartz said while the doctrine was originally created as a good faith defense, it has changed over the years to make it harder for people to file lawsuits against officers. </p>
<p>“In order to defeat qualified immunity, find a prior case with virtually identical facts in which a court announced that that conduct was unconstitutional,” she said.</p>
<p>Which has been an issue for James King from Michigan, who told a reporter he was assaulted by an officer in plain clothes in a mistaken identity case. The incident was caught on camera back in July 2014. </p>
<p>“The simple fact is the majority of this time this situation happens to anyone, they have no recourse,” King said.</p>
<p>Officers are often forced to make decisions in a split second. </p>
<p>“This is a risk taking profession,” Smith said. “We can say the criminal justice system isn't perfect and that's accurate. Nothing in society is perfect. I think it’s overall improved significantly over the years.”</p>
<p>But Schwartz thinks officers acting in good faith can be protected by other measures.</p>
<p>“Qualified immunity is not necessary or well suited to play that role in weeding out insubstantial cases,” she said.</p>
<p>Both Smith and Schwartz agree that when looking at proposed changes to qualified immunity on the federal and state level, it’s important to look at what officers the bill is including -- whether that be local, county, state, or federal officers.</p>
<p>“Congress’ bills at this moment only end qualified immunity for state and local officials,” Schwartz explained. “As we are thinking about state and local law enforcement, we should not overlook the role of federal law enforcement and other government officials.”</p>

<p>Nearly two months after the killing of George Floyd, protesters continue to march in cities nationwide. Many are demanding a change in how the country polices. </p>
<p>"I think the murder of George Floyd was a watershed incident," said Sue Rahr, a 36-year law enforcement veteran. </p>
<p>Rahr worked her way up the ranks to the sheriff of King County, home to Seattle. The final years of her career have been with the Washington State Criminal Justice Training Commission (WSCJTC), where she serves as executive director. </p>
<p>"Because there was no way to explain it away by a rapidly-evolving situation with split-second decision making, it wasn't that. What it portrayed was just a callous disregard for a human being," said Rahr. </p>
<p>When Rahr came to the state's centralized training academy, she brought with her a new mindset. </p>
<p>"We talk more about looking at yourself as a guardian of the community, rather than a warrior coming in to fight a war."</p>
<p>Rahr says recruits still learn the skills of a warrior, from firearms to defensive tactics. However, she believes this is just one piece of a complex equation.</p>
<p>"We talk about the importance of procedural justice, communication, emotional intelligence, all of those things that contribute to building trust," said Rahr. </p>
<p>De-escalation tactics are at the forefront of training.</p>
<p>"The use of good patrol tactics to control the pace of the event increases the likelihood of a favorable outcome. It's not always going to be the case because we're dealing with human beings. But on the side of the police, what we're trying to give them is the tools, the tactics, the strategies to slow the pace down," said Sean Hendrickson, program manager for de-escalation training for the State of Washington.</p>
<p>Early on, recruits learn that discretion is a critical part of their job.</p>
<p>In one training exercise, a man is caught shoplifting diapers and formula. Officers learn the man has no criminal history, recently lost his job, and stole the items in a moment of despair for his newborn child. While officers were in their rights to arrest him, recruits were told to use critical thinking to find other ways within the law to proceed.</p>
<p>"Doing some of that due diligence, being able to call the manager, tell him the story, tell him what's going on. Offer some solutions and then go from there," a training officer said during the exercise. "He did break the law, and you have the legal authority to arrest him. But just because you can doesn't mean you should."</p>
<p>But training at the academy only goes so far.</p>
<p>"Once we send them out of here, they're going to an agency that may have a different culture, which culture is deep-seated. They may have a different outlook on training," said Hendrickson.</p>
<p>A new state law hopes to address this problem. Hendrickson is now leading the effort to teach enhanced de-escalation tactics to recruits and veteran officers statewide.</p>
<p>"The real goal is from day one of starting the academy, until the day you retire, you get one consistent message. And as far as I know, at least in this state, that has never been done before," said Hendrickson. </p>
<p>The new law also tackles another complex layer of policing. </p>
<p>"In my experience, 10 years ago, all of us in law enforcement, myself included, were very uncomfortable talking about race," said Rahr. </p>
<p>With help from professors from the National Museum of African American History and Culture, the training commission is developing an extensive curriculum on the history of race and policing. It aims to educate new and veteran officers on the historical roots of how the system is structured. </p>
<p>"If a community has a belief system based on its history, we as law enforcement need to understand what contributes to that belief system so that we can break down the barriers and build a relationship with the community," said Rahr. </p>
<p>As efforts to de-fund the police gain momentum nationwide, Hendrickson worries training budgets will be the first to go.</p>
<p>"Police officers need more training, but that requires time and money, and probably not the message most people want to hear," he said. </p>
<p>The state of Washington requires 720 hours of training at the academy; compare that to 1,600 hours needed to get a cosmetology license in the state.</p>
<p>"My opinion is that police officers are woefully under-trained to meet the expectation, the current expectation, of the community," said Hendrickson. </p>
<p>But with the nation's deep wounds reopened, he's hopeful the state's new training efforts could one day help in healing.</p>
<p>"It's very early in the process, and I believe we will be successful," he said.</p>

<p>PORTLAND, Ore. — The mayors of six U.S. cities are appealing to Congress to make it illegal for the U.S. government to deploy militarized agents to cities that don’t want them. </p>
<p>The mayors of Portland, Oregon; Seattle; Chicago; Kansas City; Albuquerque, New Mexico; and Washington wrote to leaders of the U.S. House and Senate pushing for limits on agent deployments. </p>
<p>The move came Monday as a top official said federal militarized officers would remain in Portland until attacks on the U.S. courthouse cease. </p>
<p>Early Monday, U.S. agents repeatedly fired what appeared to be tear gas, flash bangs and pepper balls at protesters.</p>
<p>Federal agents have been patrolling Portland over a little over a week. They were sent to the city by the Department of Homeland Security as part of President Donald Trump's crackdown on the defacement of federal property, statues and monuments.</p>
<p>Protests have taken place nightly in Portland for 60 straight days, since the death of George Floyd at the hands of police in Minneapolis. While the vast majority of those demonstrating have been peaceful, a federal courthouse has been defaced with graffiti, some protesters have thrown fireworks and other projectiles toward officers and others have attempted to breach fencing surrounding the courthouse.</p>
<p>Federal agents have responded by using tear gas, pepper balls and the use of batons to disperse protesters on several occasions. They've also grabbed protesters off the streets and detained them in unmarked cars.</p>
<p>Protests have escalated in intensity since federal agents have arrived in the city, which has forced Oregon Gov. Kate Brown and Portland Mayor Ted Wheeler to call for their removal.</p>

<p>For a fourth straight night, protests are taking place in Kenosha, Wisconsin, as demonstrators demand justice for Jacob Blake, a man shot in the back by police during a Sunday confrontation.</p>
<p>The protests are taking place hours after a <a class="Link" href="https://asnn.prod.ewscripps.psdops.com/news/national/teen-arrested-in-connection-to-deadly-shooting-in-kenosha" target="_blank" rel="noopener noreferrer">17-year-old Illinois boy was arrested and charged with shooting three protesters</a> in the city on Tuesday night. Two of those protesters died, the third was hospitalized with serious but non-life-threatening injuries.</p>
<p>To the west, Minneapolis Mayor Jacob Frey has <a class="Link" href="https://apnews.com/74d5cb3b2521be4c47af8f606f5b2d23" target="_blank" rel="noopener noreferrer">requested help from the National Guard</a> following unrest in his city. The protests are related to a <a class="Link" href="https://patch.com/minnesota/southwestminneapolis/violent-protests-break-out-minneapolis-state-patrol-activated" target="_blank" rel="noopener noreferrer">Wednesday shooting death</a> that was rumored to have involved police officers. After video of the incident was shared on social media, rioting and looting took place at a local mall.</p>
<p>However, the Minneapolis Police Department released footage Wednesday that they say showed the shooting was self-inflicted.</p>
<p>The nationwide protests are also taking place hours after the <a class="Link" href="https://asnn.prod.ewscripps.psdops.com/sports/reports-milwaukee-bucks-boycott-game-5-of-nba-playoff-game-in-wake-of-jacob-blake-shooting-in-wisconsin" target="_blank" rel="noopener noreferrer">Milwaukee Bucks refused to take the court</a>, citing frustration with continued police brutality. Several other pro sports teams, including the MLB's Milwaukee Brewers, also took part in the strike.</p>

Police say Blake had possession of a knife in his vehicle.</p>
<p>Blake’s family said on Tuesday that the 29-year-old is partially paralyzed, but was fortunate to survive from his injuries.</p>

The final step in the constitutional process of electing our president has been disrupted. The stopping of the count of the Electoral College votes has occurred because the security of the U.S. Capitol has been breached by a violent mob.   As a nation of laws, this is simply not acceptable.  Lawlessness is not acceptable.  This is an affront to our Constitution and everything we hold dear. Those who breached the Capitol breached the Constitution.  Peaceful demonstrations outside the Capitol are an exercise of the demonstrators’ First Amendment rights.  Stopping the constitutional process by which we elect the president is not.Kentucky Gov. Andy Beshear, DToday is a tough day for our country. Domestic terrorists have stormed and infiltrated our U.S. Capitol building, a building that stands for American Democracy. Yes, I called them domestic terrorists. When you try to use force and intimidation to get what you want -- to overthrow an election, to stop the business of Congress -- yes, you are acting as a domestic terrorist. Indiana Gov. The stopping of the count of the Electoral College votes has occurred because the security of the U.S. Capitol has been breached by a violent mob.   As a nation of laws, this is simply not acceptable.  Lawlessness is not acceptable.  This is an affront to our Constitution and everything we hold dear. Those who breached the Capitol breached the Constitution.  Peaceful demonstrations outside the Capitol are an exercise of the demonstrators’ First Amendment rights.  Stopping the constitutional process by which we elect the president is not.</em><strong><u><em/><br /></u></strong></p>

<p>COLUMBUS, Ohio (AP) — Activating members of the Ohio National Guard for duty protecting the Statehouse and to provide security in Washington during the inauguration of President Biden ran around $1.2 million, the guard said Friday.</p>
<p>Republican Gov. Mike DeWine activated about 1,000 members of the Ohio guard for duty in and around the U.S. Capitol following its Jan. 6 breach by a mob of supporters of former President Donald Trump. DeWine activated about 500 guard members for duty providing security at the Ohio Statehouse ahead of possible protests in the days afterward.</p>
<p>The estimated cost of the Ohio deployment, including pay, meals and accommodation, was $1,042,000, according to data provided by Guard spokeswoman Stephanie Beougher.</p>
<p>The cost of in-state travel for Guard members was $68,732, and federally funded travel costs to Guard members serving in and around Washington for the inauguration of President Joe Biden was $93,110, Beougher said.</p>
<p>In Ohio, concerns over potential protests at the Statehouse Jan. 17 faded as a small number of armed but peaceful demonstrators were considerably outnumbered by state troopers and National Guard members during an afternoon rally.</p>
<p>On Inauguration Day, a small crowd of Black Lives Matter protesters rallied peacefully at the Statehouse, also far outnumbered by security personnel.</p>
<p>The Ohio State Highway Patrol is still calculating its security costs.</p>

<p>INDIANAPOLIS (AP) — About 250 Indiana National Guard soldiers are expected to remain in Washington for about two more months after being sent there to help with security for President Joe Biden’s inauguration, officials said Tuesday.</p>
<p>Gov. Eric Holcomb <a class="Link" href="https://apnews.com/article/biden-inauguration-joe-biden-capitol-siege-indianapolis-washington-e23354797c50d68332dba4ef3a3b5c1a">authorized Indiana soldiers going to Washington</a> on Jan. 13 as more than <a class="Link" href="https://apnews.com/article/biden-inauguration-joe-biden-942a21360815130f8d2674469db3485c">25,000 troops from across the country</a> were dispatched there following the Jan. 6 insurrection at the U.S. Capitol.</p>
<p>More than 400 of the Indiana soldiers arrived back Monday night at the Guard’s Camp Atterbury after assisting with crowd and traffic control at the National Mall and near the White House, the Indiana Guard said. The soldiers remaining in Washington are scheduled to stay there until the end of March.</p>
<p>The Indiana soldiers were dispatched as <a class="Link" href="https://apnews.com/article/joe-biden-donald-trump-indiana-indianapolis-e94bc837d2df98647eebc44428f630f1">Holcomb ordered the Statehouse complex closed</a> to the public for several days and legislative leaders canceled a week of meetings over police concerns about possible armed protests. No protests occurred surrounding Biden’s inauguration in Indianapolis.</p>

<p>ANDERSON TOWNSHIP, Ohio — Nicole Giordano doesn't want to have to pull her son out of Turpin High School, but she said she will if the Forest Hills Board of Education votes to make masks mandatory at district schools this year.</p>
<p>"I told him at the end of this school year, I let you do this for a year," she said. "But if this happens again, we're not doing this."</p>
<p>Board members were expected to make a decision at their meeting Wednesday night on whether they would require students, staff and visitors to mask up. And — as other groups have organized in other parts of the Tri-State both Wednesday and in recent days — protesters are expected to organize in support or opposition of such a decision.</p>
<p>Similar protests were planned outside the University of Cincinnati Medical Center and in Oxford, Ohio, near Miami University's campus.</p>
<p>"It affects their attention span," she told WCPO. "It makes them sleepy. It can give them anxiety. I feel really bad for my son because he wants to be with his friends, but I also want him to breathe healthy."</p>
<p>Another district mom, who is also an emergency physician, said she'd also consider pulling her kids from the district but for the opposite reason as Giordano.</p>
<p>"It's common sense that, you know, wear a mask, don't spread the virus," said Dr. Ruth Hartjen, who said she's exploring online options for her kids if the board of education does not mandate masks. "We're talking about that not only the immediate health and well-being of our children. We're also talking about a healthcare system simply is at its break."</p>
<p>Political science professor Dr. Ryan Salzman, who teaches at Northern Kentucky University, said the uptick in protests in recent days is no surprise.</p>
<p>"I think we're probably at a high point for the mask mandates themselves because of the delta variant and because schools are going back in," Salzman said.</p>
<p>Unlike in Kentucky, where on Tuesday Gov. Andy Beshear issued an executive order requiring all public and private schools to require masks in school buildings, Ohio so far has left the decision up to local school districts. Salzman said that could make protests like those expected outside the Forest Hills Board of Education chamber Wednesday more impactful.</p>
<p>"In Ohio, there's these mask mandates, where they do exist, are being implemented more at the local level," Salzman said. "So, therefore, having protests at school board meetings may lead, you know, have a higher likelihood of leading to change."</p>

<p>Protesters converged in Austin, Texas, on Monday asking Gov. Greg Abbott to reconsider his decision to drop all coronavirus-related restrictions.</p>
<p>The organizers, which are a coalition of left-wing associations, called on Abbott not to fully reopen the state until 70% of all service workers are vaccinated against the coronavirus. While stats are not available on the percentage of service workers who have been vaccinated, the CDC says that 11% of Texans are fully vaccinated against the coronavirus, as of Monday.</p>
<p>“Rescinding the mask mandate puts safety enforcement in our hands, which makes our jobs harder and more dangerous,” said the Amplified Sound Coalition.</p>
<p>Organizers launched a <u><a class="Link" href="https://actionnetwork.org/petitions/vaccinate-essential-workers-now?link_id=0&amp;can_id=50ec852747484ef1c4e806425cd823d7&amp;source=email-rally-for-essential-worker-vaccinations-petition-and-more&amp;email_referrer=email_1100315&amp;email_subject=rally-for-essential-worker-vaccinations-petition-and-more&amp;fbclid=IwAR2zJrg47TwIdXYZU-Q7bq6V_m0GHAus-2M-fTicQC4ywSt2Tkr9kH164NA">petition</a></u> calling on Abbott to prioritize coronavirus vaccines for service workers.</p>
<p>“After months of not lifting a finger to protect us, and further putting workers in harm’s way, Greg Abbott has made it clear that he cannot be reached nor treated as a rational man,” said the petition. “That is why we are asking our community—the workers, business owners, customers—to join us in demanding that the COVID-19 Expert Vaccine Allocation Panel (EVAP) prioritize the vaccinations of food, beverage, and grocery workers.”</p>
<p>Abbott was among several Republican governors to lift mask mandates last week. Abbott and other governors cited an increased number of vaccinated residents coupled with a drop in cases. The US is averaging 60,000 coronavirus cases per day, which is down from a peak of 200,000 per day two months ago.</p>
<p>On Monday, the CDC issued new guidance which maintains a recommendation that the public continues to wear masks as vaccines are being administered throughout the population. The guidance, however, did stipulate that small groups of vaccinated people can safely gather without using masks.</p>
<p>But with the vast majority of the population remaining unvaccinated, public health experts were perplexed why Abbott and other governors were dropping mask mandates.</p>
<p>“It is quite risky to completely remove all of the public health measures and just act like there's no virus in the community when we know it is at an unacceptably high level,” Dr. Anthony Fauci said in an interview with CNN last week. "I'll say it again. I think that's ill-advised.”</p>
<p>While Abbott is still encouraging mask wearing in public, he says that lifting mandates will help Texas’ economy.</p>
<p>“We do encourage people to continue to wear a face mask, to continue to practice safe practices that will ensure that we will be able to get everybody back to work,” Abbott said, “with Texas continuing to lead the United States of America and economic growth and job creation."</p>
<p>While Abbott cited economic concerns, some business owners weren’t convinced the time is right.</p>
<p>“What he's done is he's put the burden on the business now,” Mike Nguyen, Noodle Diner owner, told CNN.</p>

<p>SAN DIEGO, Calif. — Streetlights are becoming as smart as our cell phones, monitoring everything from available parking to weather conditions. Cities and countries around the world are embracing these smart city technologies.</p>
<p>But capable of collecting massive amounts of data, some worry the technology could harm the people it’s supposed to help.</p>
<p>“We serve primarily the refugee community, but also the Muslim, South Asian, Black immigrant community here in San Diego. And our communities historically have been affected by over-surveillance, especially after September 11," said Homayra Yusufi, with the Partnership for the Advancement of New Americans (PANA).</p>
<p>Her organization became alarmed after learning about the City of San Diego's Smart Streetlights program. </p>
<p>“They were not only installed, thousands throughout San Diego, they had also given exclusive access to the police department, and the police department did not have a use policy for how they were utilizing this," said Yusufi.</p>
<p>The smart streetlights are equipped with LED bulbs, cameras, and sensors that are capable of monitoring air quality and optimizing traffic and parking. The city partnered with GE, approving the $30 million program in 2016. City officials estimated the program would eventually pay for itself through energy cost-savings.</p>
<p>But unbeknownst to the public, the program evolved into a crime-solving tool for law enforcement. And instead of cost-savings, the city ultimately admitted it was plagued with cost overruns. </p>
<p>“There’s a real fear of these kinds of things, of being targeted, of being constantly watched outside their homes and going to the grocery store," said Yusufi.</p>
<p>Over 30 community organizations formed the Transparent and Responsible Use of Surveillance Technology San Diego (TRUST SD) Coalition are calling for more oversight and transparency.</p>
<p>“Our coalition is not about saying no to technology. Our coalition is about making sure there’s a democratic process for guiding our technologies," said Lilly Irani, a professor of communication at UC San Diego. “The LED lights make us feel like we don’t need to be paying attention, but there’s actually a whole bunch of capabilities built into this infrastructure.”</p>
<p>The program is now on hold as the city develops new policies with input from organizations, privacy advocates, technology experts, and other stakeholders. </p>
<p>“The real focus is not on the hardware, the streetlight, or the autonomous vehicle. It's about the data that it creates," said Philip Bane, managing director of the Smart Cities Council.</p>
<p>A global organization, they work to help cities navigate and implement smart technologies.</p>
<p>“We guide cities through a process. We ask them to identify stakeholders. We ask them to identify needs," said Bane. "We ask them, do you have a problem with energy consumption? Do you have a problem with carbon emissions? Do you have a problem with crime at night? We go through a list of city needs, and that's really where you have to start."</p>
<p>Billions of dollars are being invested around the world in smart city technologies. </p>
<p>“Nashville is doing something where they're putting in sensors to measure water flow, and when it’s flowing, in all these places it could be dangerous," said Bane.</p>
<p>Prone to urban flooding, the city is installing thousands of sensors for early warning detection.</p>
<p>“And the title of their project, and this is really key, is Mitigating Urban Flooding from Vulnerable Populations. That's the piece I want to concentrate on because that's the future. The future is getting the data and being able to act on how does that flooding affects somebody who's disabled or who's an immigrant doesn't speak English," said Bane. </p>
<p>He says the smart technology movement dates back decades when the country digitized the electric grid.</p>
<p>“Today, a utility will tell you your electricity is out before you pick up the phone to tell them that is a result of the technology that essentially has what we call a sensor. That sensor is located somewhere on a network. That sensor collects data," said Bane. "It's not that you collect data. It's that you act on the data."</p>
<p>He says smart city technologies can help solve many of the problems cities face, like poverty, traffic, public safety, energy, and water quality.</p>
<p>But for a program to succeed, he says they must bring all stakeholders to the table. Among them are community members, nonprofits, universities, technology experts, privacy advocates, city departments, and utilities.</p>
<p>Cities must also identify how they're going to use the technology and set rules for how the data will be shared.</p>
<p>"You may not have everybody at the table, you may not know every use for the technology, but if you figure out the rules for sharing the data, you’ll solve the first and second problem," said Bane. "And that's really the future of smart cities, is how do we share data."</p>

<p>The United States Coast Guard in Miami is monitoring any activity aimed at increasing “unsafe and illegal” crossings between Florida and Cuba in response to rare street protests on the island.</p>
<p>Rear Adm. Eric C. Jones issued a warning statement Monday night as groups of Cuban immigrants said they planned to travel in boats filled with supplies to Cuba to show support for the Cuban protesters. South Florida has the country's largest population of Cuban Americans.</p>
<p>In Miami, Cuban social media personalities posted Monday that they would make the 10-hour boat ride to Cuba to show support after rare street protests broke out over the weekend, the Miami Herald reported.</p>
<p>The influencers said they would bring aid — and guns — and urged people in Miami to offer up their boats.</p>
<p>One group gathered Monday night at Pelican Harbor Marina near Miami’s North Bay Village, and people brought cases of bottled water, flashlights and boxes of canned Chef Boyardee pasta, the newspaper reported.</p>
<p>The group didn't get very far on a rainy Monday night.</p>
<p>A message posted on organizer Santiago Rivera's Instagram account early Tuesday said the Coast Guard stopped his group from crossing the Straits because of “problems with firearms.” He promised they would try again to leave Wednesday morning “with the permission of the authorities of this country."</p>
<p>The Coast Guard statement suggested that such permission would not be forthcoming. It noted that the voyage is “dangerous and unforgiving,” with nearly 20 Cubans dying while trying to cross in recent weeks. It said the Coast Guard is working with state, local, and federal partners to monitor "unpermitted vessel departures from Florida to Cuba.”</p>
<p>Rivera's post thanked people for supporting the mission and said Cubans are determining their destiny and losing their fear. “This isn’t politics, this is brotherhood, this is humanity and common sense, proud to be Cuban for my land I give my life,” his post said.</p>
<p>Thousands of Cuban Americans also gathered in Little Havana over the weekend, expressing support for the Cubans who joined street marches against high prices and food shortages on the island. Such unsanctioned protests are extremely rare, and Cuban police were out in force on Monday to control them.</p>
<p>The last such demonstrations in Havana happened nearly 30 years ago, in 1994. President Miguel Díaz-Canel accusing Cuban Americans of using social media to egg them on.</p>
<p>Miami Mayor Francis Suarez, a Cuban American, tweeted that he has never “felt such raw emotion from the people of Miami desperate for intervention by the government and by themselves on behalf of Cuba." He added that “this is the moment of freedom" for Cuba.</p>
