Watch video from the scene in the video player aboveTen people were injured after a police cruiser collided with another vehicle in the Bronx Thursday afternoon and jumped the curb, New York Police Department officials said at a news conference.Everyone is expected to survive, Chief of Patrol Jeffery Maddrey said, adding the injured range in age from 2 to 65.Police were not involved in a chase, Maddrey said, but were responding to the report of a stolen vehicle.Officers were responding with their lights and sirens on when they crossed over the double yellow line to pass a vehicle in front of them, Maddrey said. But that vehicle made a left turn and the vehicles collided, sending the police cruiser over the curb and onto the sidewalk, Maddrey said.Six people on the sidewalk were injured along with two officers in the police vehicle and two civilians in the other vehicle, he added. The officers "were trying to get here, they were trying to prevent that crime, they were trying to apprehend someone that was attempting to steal a vehicle and unfortunately, the accident allowed the person to steal the vehicle," Maddrey said."We don't want to see anybody injured, especially when the officers are trying to do the right thing," he added. "They were trying to prevent a crime in progress.""We know they are getting the best medical care right now," Maddrey said. "We just pray for everybody, the officers and the families."This is a developing story. Check back for updates.

NEW YORK CITY — Authorities in New York City said a man was arrested after he allegedly hijacked a city bus with a fake gun Thursday morning.

The New York Police Department said at approximately 7:23 a.m., a 44-year-old man ran in front of a city bus with what appeared to be a firearm in his hand near 199th Street and Linden Boulevard in Cambria Heights.

Police said the man then boarded the Queens bus, in which the bus driver immediately opened all the doors to let a dozen passengers off.

According to police, the man told the driver he was being chased and directed him to continue driving.

Police said at around 7:36 a.m., the bus driver jumped out of the driver-side window near 232nd Street and Linden Boulevard.

According to police, the man took control of the bus before it struck a utility pole.

Responding officers were able to arrest the suspect after he exited the bus, police said.

Police said the driver and the suspect were taken to area hospitals for minor injuries.

An imitation pistol, which appears to be a BB gun, was recovered on the bus, police said.

Police said charges against the suspect are pending, and their investigation is still ongoing.

WASHINGTON, D.C. — Across the country, many major American cities are reporting spikes in violence.

Nationwide, homicides are up more than 44% compared to where they were in 2019.

On Thursday, President Joe Biden will speak about the violence and provide some solutions to reduce the bloodshed.

RECORD HOMICIDES

The following cities set new records for homicides in 2021:

Albuquerque

Austin

Colorado Springs

Columbus

Indianapolis

Louisville

Memphis

Milwaukee

Philadelphia

Portland

Tucson

In Tucson, there were 93 homicides in 2021. In 2020, the city reported 68 homicides.

In Milwaukee, there were 197 in 2021 compared to 190 the year before.

In Indianapolis, 271 homicides occurred in 2021. That's a rise from 215 in 2020.

Other major metropolitan areas like Tampa Bay, Kansas City, Denver and Cleveland didn't set records but they came close.

PRESIDENT SET TO SPEAK

Mayors and police chiefs all around the country have their own ideas as to what is needed to reduce violence. On Thursday, Biden will share ideas. Whether or not they will make a difference is still unclear.

The president will deliver his remarks from New York City, a city reeling from the deaths of two police officers who were killed in the line of duty last month.

Biden is expected to address efforts to provide more federal funding to hire more officers nationwide and improve community programs that are meant to prevent violence.

The president will also highlight ways for police to better engage suspects, especially those experiencing a mental health crisis.

Biden is also expected to talk about how well his newly-created “Strike Force” program is combating gun trafficking, which is the process of firearms being moved from one city to another.

GUN TRAFFICKING UPDATE

It's estimated 50,000 guns are moved around the U.S. each year through gun trafficking, usually from states where it's easier to buy a gun to places where it is tougher.

That's how many criminals around the country are getting their guns, according to New York City Mayor Eric Adams.

“We know that new guns are arriving by car, by bus and by train every day," Adams said during a recent speech on gun violence.

Biden's visit to New York is tacit approval of the city's new approach of utilizing more police on the street, which is the opposite of what the "Defund the Police" movement called for in 2020 after the death of George Floyd.

Whatever specifics Biden lays out Thursday, the reality is that his power on the issue of guns is relatively limited. Efforts to pass comprehensive gun control and universal background checks in Congress remain stalled.

New NYPD training videos released Wednesday clearly show officers what they can and cannot do when taking a suspect into custody,

But sometimes that training does not translate in real life.

There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.

“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”

Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.

Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.

Even so, the NYPD argues every encounter is different and a blanket law is not the answer.

Warning: The following content may be distressing for some viewers.Hundreds of New York firefighters and police officers immediately headed to work once Flight 175 hit the South Tower. One of those officers was Louis Savelli. After leading the NYPD counter-terrorism unit created in the aftermath of the attack for many years, the born-and-bred New Yorker eventually moved his family to Iowa for a fresh start, opening an authentic pizzeria in 2014. He brought a little piece of the Big Apple with him: posters, pizza ovens and his prized accent. The retired detective came to Camp Dodge with lessons learned from 9/11 to teach counter-terrorist training to law enforcement all over the country."That was my unit... to arrest members of Al-Qaeda," Savelli said. "When the second plane hit, which I knew right away, and then everybody knew right away that was a terrorist attack. I ran right into work," Savelli said. It was a life-changing day burned into his mind. "The streets of New York were mayhem," Savelli said. "People were trying to drive all over to get places. Nobody was stopping at lights. Horns were beeping. It was something out of a movie, like a science fiction movie."Savelli shared photos that he had captured from ground zero. "It was just constant dust for quite a while, from all the debris, from the pulverization of the buildings, all the stuff that was in the air. It was very surreal," Savelli said. He and his team worked frantically. "Trying to sift through tons and tons of rubble by hand, trying to find people. And then just being frustrated not really finding anything," Savelli said. However, there were only a few survivors. "A lot of memories of specific things... are kind of, like, blurry or nonexistent," Savelli said. "So a lot of things that happened, it's hard to remember specific things. But I do remember my recovery efforts at ground zero were mostly body parts. It's kind of hard to say on TV. I don't remember an entire person, finding an entire person on that day, on 9/11, and then throughout that time. I assume that ... not remembering is a part of my mind blocking it out." Now, 20 years later, he cannot block it out. Like many of the first responders, Savelli is suffering. The dust he breathed in at ground zero has caused asthma, skin cancer and gut-wrenching stomach pain now. "Sadly, all those guys that stayed there looking for people and looking for DNA, and anybody who could've at least recovered something for the family, every one of them has gotten seriously sick," Savelli said. "At least 5,000 total first responders have died of cancer. And about 15,000, 20,000 have gotten some sort of serious cancer-related disease since then."In addition to the pain is the fear that terrorism will rear its ugly head on United States soil again after pulling out of Afghanistan. "Without a doubt, we are much more at risk today than we've been in a long time," Savelli said. "Are we going to have people like Taliban or ISIS or Al-Qaeda or Haqqani Network or some others coming in with them? And without a doubt that will happen. So we have to do a better job." Aside from his pizza businesses in Des Moines, Savelli also runs a security firm."I was a member of the NYPD on 9/11 at ground zero and you know we did our job, but the United States military sacrificed so much to go overseas and protect this country," Savelli said. "And they are my heroes." He said we should remember that the people willing to put their lives on the line, don't do it for the money. "The people out there sacrifice, for very little money. The cops, the firefighters, the military, EMTs, they make very little money," Savelli said. "But yet they risk their lives out there for strangers."

The NYPD has reportedly arrested a suspect accused of shooting a man on a Bronx sidewalk as two children, just inches from the victim, struggled to get out of the way.

WPIX-TV, WNBC-TV and the New York Daily News report that police have arrested 27-year-old Michael Lopez in connection with the June 18 shooting.

The outlets report that Lopez is facing several charges, including attempted murder and reckless endangerment. Reports also indicate that police believe the shooting was gang-related.

Surveillance video from the shooting shows a masked gunman — the man police believe to be Lopez — chasing after another man, who ran into the two children on the sidewalk.

The video shows the gunman fire his weapon several times at the man lying on the ground as the children struggled to get out of the way.

The children, who officials later confirmed to be 5- and 10-year-old siblings, were unharmed. The shooting victim, who suffered injuries to his back and legs, is expected to survive.

Watch the video of the incident below. Warning: The video contains images of gun violence that may be difficult for some to watch.

Video shows the gunman fled the scene on a scooter driven by a man in a white baseball cap. In releasing the surveillance video, police said they were also seeking the driver of that scooter.

Local media reports that the NYPD will hold a press conference Friday, at which time they will provide more information on the arrest.
