<p>WASHINGTON, D.C. — Questions continue to swirl about the end of Title 42, the controversial public health measure President Joe Biden wants to end on Monday.</p>
<p>A ruling from a federal judge in the coming days could, however, keep it in place. </p>
<p><b>WHAT IS AT STAKE? </b></p>
<p>Title 42 is the pandemic public health policy that immediately expelled over a million asylum-seeking migrants during the pandemic.</p>
<p>Former President Donald Trump initially put the policy in place and it has continued into the Biden presidency. </p>
<p>Data has shown the migrants turned away over the last several years were primarily from Mexico, although they also came from other places in Central America, like Guatemala and Honduras.</p>
<p>Individuals from Caribbean nations like Haiti were also reportedly turned away as were some from European countries like Belarus. </p>
<p>Human rights groups believe the U.S. should be accommodating to those seeking persecution from other countries. </p>
<p>U.S. law requires the United States to accept refugees who have "well-founded" fears of persecution.</p>
<p>Opponents are arguing this is going to create a mass migration mess at the border and that the country is not prepared to handle the influx of migrants.  </p>
<p><b>WAITING ON COURT RULING </b></p>
<p>The country is waiting on District Court Judge Robert Summerhays to rule on whether the Biden administration can end the policy.</p>
<p>It's possible Summerhays rules in favor of Republican attorneys general who brought the lawsuit. Summerhays has previously ruled in favor of conservatives on consequential issues. </p>
<p>No matter what the Trump appointee decides, an appeal is likely. </p>
<p><b>ARE WE READY? </b></p>
<p>If the judge allows Biden to end Title 42, the logical question is whether the U.S. is prepared for what could happen at the border.</p>
<p>Republicans and some Democrats believe there needs to be a better plan. </p>
<p>The Department of Homeland Security (DHS), as well as Border Patrol, has told reporters they are prepared. </p>
<p>"The Secretary and I have had the opportunity to meet with our front line officers, agents and our workforce to ensure that we are prepared for May 23<sup>rd</sup> and beyond," U.S. Border Patrol Chief Raul Ortiz said Tuesday during a border event with DHS Secretary Alejandro Mayorkas.</p>
<p>DHS has worked to mobilize staff and volunteers to the border in anticipation of a surge of asylum-seeking migrants when Title 42 ends. </p>
<p>Temporary facilities have been promised to be built as well. </p>
<p>Currently, around 8,000 people a day show up at America's borders. The Department of Homeland Security <a class="Link" href="https://www.nytimes.com/2022/05/13/us/title-42-border-migrant-expulsions.html">has said that it is preparing</a> for the possibility of 18,000 each day once the measure is lifted.</p>

<p>All Joshua Chase wanted to do was have a smooth grand opening of his new cannabis dispensary — Oakanna — in Oakland, California. Instead, he got shot. </p>
<p>"They shot and hit me with a ricochet," Chase said. </p>
<p>"It went through the bottom of my foot," Chase added. </p>
<p>This happened more than six weeks ago and to some degree, he wasn't surprised by it. </p>
<p>"This is just what you sign up for being in the cannabis industry," Chase said. </p>
<p>"This is just what comes with the business when you don't have banking," he said. </p>
<p>What's this lack of banking that Chase is talking about? When a typical business receives cash, the owners can easily take the money to a nearby bank and deposit it.</p>
<p>That's not the case with marijuana dispensaries. Because marijuana is still illegal at the federal level, most federally-insured banks don't accept deposits from marijuana businesses.</p>
<p>That means many dispensaries have a lot of cash on hand until they can take it to a specialized institution. For the same legal reasons, most cannot accept credit cards either. </p>
<p>In Washington state, in January and February of this year, there were 50 armed robberies of dispensaries.</p>
<p>"If we would have a banking system that was open it would only make a safer for us, it would be more efficient for us," Chase said. </p>
<p><b>NOT A NEW DEBATE</b></p>
<p>This debate is not a new one. In fact, dispensary owners for years have been saying how a lack of banking access can create dangerous conditions for employees. After years of debate on this issue, it's possible Congress addresses it this summer, however. </p>
<p>The change could come from the "Safe Banking Act" which would allow dispensaries access to federally-insured banks in states where cannabis is legal.</p>
<p>Lawmakers are attempting to include it in the Bipartisan Innovation Act, which is meant to fund science, computer chips and more. </p>
<p>Senator John Hickenlooper (D-CO) spoke about including "safe banking" during the first conference committee of the Bipartisan Innovation Act last month. </p>
<p>"Change our banking laws so the cannabis industry isn't operating in the all-cash darkness," Hickenlooper told lawmakers. </p>
<p>The legislation just might be one of the last major bills Congress passes before the election. </p>
<p>More details on whether safe baking is included in the Bipartisan Innovation Act is expected to be revealed later this summer.  </p>

<p>WASHINGTON — The reality is political violence is a real threat facing our country.</p>
<p>The Department of Homeland Security has issued bulletins and so has the FBI. Examples have even emerged in recent weeks of the threats officials of both political parties are facing. </p>
<p>This summer, after the Supreme Court decision on abortion, a man was arrested with a gun and charged with attempting to kill Justice Brett Kavanaugh near the justice's home. </p>
<p>In July, Congressman Lee Zeldin (R-NY) was attacked by a man at a political rally. </p>
<p>This past week, Congresswoman Pramila Jayapal <a class="Link" href="https://www.washingtonpost.com/politics/2022/09/08/congress-pramila-jayapal-threats-stalking/">revealed to the Washington Post</a> that an armed man yelled outside her home in Seattle for over an hour. </p>
<p>Also, there was the FBI raid at former President Donald Trump's residence at Mar-a-lago, and the FBI office in Cincinnati was attacked by a Navy veteran, who police say had extremist ties.</p>
<p>On Capitol Hill in 2017, there were around 3,900 threats against members of Congress, according to Capitol Police records. </p>
<p>Last year, there were over 9,600.</p>
<p><b>OPENING UP </b></p>
<p>One Member of Congress has been especially forthcoming about the threats he is facing. Congressman Adam Kinzinger (R-IL), one of only two Republicans on the January 6th committee, posted on Twitter audio of some of the threatening voicemails his office has received.</p>
<p>"I pray that it be God's will that you suffer," one caller said. </p>
<p>"We know where you live," another called threatened. </p>

<p><b>INCREASED SECURITY </b></p>
<p>Those threats, as well as others, have resulted in taxpayers footing the bill for more security for members of Congress. Typically, only those in senior leadership positions, like the Speaker of the House or the minority leader, are given protection.</p>
<p>In recent weeks, security officials at the capitol have approved $10,000 worth of security upgrades for the homes of members of Congress to pay for things like new alarms, doors or lighting.</p>
<p><b>ISSUE FOR VOTERS </b></p>
<p>Voters are beginning to take these threats seriously and some recent polls are showing the threat of political violence driving some voters this election.</p>
<p><a class="Link" href="https://www.cbsnews.com/news/political-violence-opinion-poll-2022-09-05/">In fact, a CBS/Yougov poll from late August</a> shows that 64% of Americans believe political violence will increase from here.</p>
<p>In January of 2021, after the January 6th attack, only 51% of Americans thought that.  </p>
<p><a class="Link" href="https://www.nbcnews.com/meet-the-press/first-read/nbc-news-survey-finds-2022-midterms-entered-uncharted-territory-rcna44172">A recent NBC poll identified the threat of political violence</a> as a driving force among voters this election. </p>

<p>WASHINGTON — It's a busy week in politics with 36 gubernatorial races, 35 Senate contests and 435 House seats up for grabs across the country.</p>
<p>So with just a few hours left in the campaign — what advantages and disadvantages are both political parties facing?</p>
<p><b>GOP ADVANTAGES </b></p>
<p>All signs point to a historic turnout for a midterm election and all signs point to a good night for Republicans, especially in the House of Representatives. </p>
<p>One reason? Recent history. </p>
<p>Presidents tend to have rough midterm elections during their first term in office.</p>
<p>George Herbert Walker Bush and his Republican party didn't win in 1990.</p>
<p>Bill Clinton's Democrats lost big in '94.</p>
<p>So did the Democrats in 2010 when Obama was president. </p>
<p>Former President Donald Trump lost the House '18.</p>
<p>George W. Bush is the only recent president not to suffer a setback, but 9/11 happened and his approval rating was above 60%. </p>
<p>Another advantage for Republicans is the economy and inflation. </p>
<p>While you can debate what role Democrats actually played in creating inflation, the reality is voters in nearly every poll care about this issue more than any other. </p>
<p>Republicans maintain the edge in most polling when it comes to who Americans think can fix it.</p>
<p><b>DEMOCRATS STILL HAVE ADVANTAGES </b></p>
<p>However, don't count out the Democratic party, especially when it comes to control of the Senate. </p>
<p>Democrats have a friendlier map this cycle.  </p>
<p>Of these nine swing states — Nevada, Arizona, Colorado, New Hampshire, Pennsylvania, Ohio, Wisconsin, North Carolina and Wisconsin — Democrats currently control 5 of them and all their candidates have a real shot at reelection. </p>
<p>If Democrats just win what they already control, they'll keep control of the Senate.</p>
<p>Democrats could also even flip a red state or two on election night — like Pennsylvania. </p>
<p>Another reason is Democrats have a slight advantage when it comes to candidate experience. </p>
<p>Republican Senate candidates in Arizona, Colorado, Georgia, Pennsylvania, Ohio and New Hampshire are all running what experts think are solid campaigns, but not one of them has actually held elected office before.</p>
<p>The final advantage for Democrats — and in turn disadvantage for Republicans — is an unprecedented concern about democracy. </p>
<p>This is the first major federal election since the January 6th attack at the Capitol and it is still unclear if Republicans will be penalized for their alleged role on that day.</p>
<p>One thing is clear, the White House will have to work with whichever party controls Congress after Tuesday's election. </p>
<p>If Republicans take back just one political chamber it will create new political debates in this country over everything from the IRS to the border. </p>

<p>WASHINGTON — A special counsel investigation looking into the current president.  A special counsel investigation looking into a former president. Congressional inquires into Afghanistan and the southern border. </p>
<p>Less than three weeks into the new year, all these investigations are starting to stack up in Washington. </p>
<p>So which ones should you be paying attention to? And which investigations could have the support of both parties? </p>
<p><b>INVESTIGATIONS GALORE</b> </p>
<p>It's becoming increasingly hard to keep track of all the investigations unfolding in Congress.</p>
<p>When Republicans took over the House, some inquiries, like the committee that looked into the January 6th attacks, went away. However, new committees, like the "Select Subcommittee on the Weaponization of the Federal Government," have formed in their place.</p>
<p>Indeed, investigations are only just beginning in Washington. </p>
<p>The probes range from inquiries into President Joe Biden and his family's business dealings to Biden's use of classified documents in the years after he left the White House as vice president. </p>
<p>There are inquiries into the spike in migrants at the southern border, the withdrawal from Afghanistan and political bias at the Department of Justice.</p>
<p>Another folder on social media companies and their influence has been created too.</p>
<p><b>WHY THEY MATTER </b></p>
<p>These investigations will be some of the most newsworthy events that come out of Washington these next few years.</p>
<p>With Democrats controlling the Senate and Republicans over the House, issuing a subpoena and forming a select committee will be easier than passing major pieces of legislation.</p>
<p>So which ones should you pay attention to?</p>
<p>While it may be easy to dismiss many of the probes as too political, new information can emerge from them, since Congress has the power to subpoena, and lying can result in jail time. One investigation you may want to watch is the one into social media companies.</p>
<p>Democrats and Republicans have been trying to better understand, for years, what makes it onto someone's news feed.</p>
<p>Republicans have already written to former executives at Twitter looking into whether some stories involving Biden's son, Hunter, were censored. Democrats, meanwhile, are interested in why hate speech can so easily spread online.</p>
<p>One social media site in the U.S., TikTok, is facing even more scrutiny, with Democrats and Republicans worried it is too closely connected to the Chinese Communist Party. </p>
<p>Several states have already banned state employees from using TikTok on official devices and Congress is mulling over the idea of even more restrictions.</p>
<p>Of course, all these inquiries are merely investigations led by Congress. </p>
<p>The attorney general is leading other, less public, inquiries as well. Chief among them is the special counsel investigations into Biden, as well as former President Donald Trump. </p>
<p>Those cases could be concluded by the end of this year.</p>

<p>WASHINGTON — President Joe Biden is set to deliver his annual State of the Union address on Tuesday. </p>
<p>The speech will be broadcasted, like usual, at 9 p.m. ET, followed by the Republican response by Arkansas Governor Sarah Huckabee Sanders. </p>
<p>But does this annual tradition of addressing Congress still have the same impact that it used to? </p>
<p><b>A TRADITION</b></p>
<p>It's the phrase that kicks off the night: "Mr. Speaker, the President of the United States." </p>
<p>It is said traditionally by the sergeant of arms before the president walks into the House chamber. </p>
<p>The annual, prime-time speech doesn't actually have to happen, however. </p>
<p>While President George Washington delivered one in person — and so did President John Adams — President Thomas Jefferson stopped it. </p>
<p>Jefferson believed it felt too much like the King of England speaking to parliament. From 1801 until 1913 presidents delivered written annual reports to Congress instead in order to fulfill their constitutional obligations.</p>
<p>President Woodrow Wilson brought back the practice in 1913 and with the invention of the radio and television, the in-person tradition has happened in most years since then. When Biden speaks Tuesday, it will likely be his most-watched speech of the year.</p>
<p>Over 38 million watched last year's address, which is a chance for Biden to highlight past accomplishments, like legislation to boost computer chips. It's also a chance to express optimism for the year ahead. </p>
<p>Biden is expected to express that sentiment with the economy and with Ukraine's fight against Russia. It's also a chance for the president to demand bipartisanship from Congress, and he is expected to do so when it comes to the issue of the debt limit.  </p>
<p>The United States could default for the first time this summer if Congress doesn't raise the debt ceiling. The State of the Union is typically the only time each year that every Republican member of Congress and every Democratic member of Congress is in the same room listening to a presidential speech. </p>
<p>Sometimes it can feel long. The longest ever was President Bill Clinton's in 2000. Clinton went 1 hour and 28 minutes. </p>
<p>The shortest address in modern times was President Richard Nixon's in 1972. Mr. Nixon spoke for just 28 minutes.</p>
<p>Biden's speech last year was 1 hour and 1 minute. There are critics though who say this speech isn't as influential as it used to be. Viewership has declined in recent years compared to the 1990s, and policy proposals have too.</p>
<p>According to data compiled by the non-partisan Congressional Research Service, from 1965 to 2015, on average only 39.4% of all policy proposals contained in a State of the Union address were approved by Congress that same year.</p>
<p>That means, statistically, most things Biden mentions and wants Congress to accomplish won't actually happen this year. </p>
<p>Not every important political figure will be in the House chamber on Tuesday night. In most years since the Cold War, one member of the president's cabinet has been designated the "designated survivor." </p>
<p>They are kept in a secure location and away from the Capitol to ensure the continuity of government in the event of a mass casualty event.</p>

<p>WASHINGTON — From a possible TikTok ban being proposed in Congress to an increase in the United States military presence in the Pacific, it's no secret that relations between the United States and China are relatively tense right now. </p>
<p>In fact, the relationship with China is shaping policy around the world. </p>
<p>Just this week a new submarine agreement with the United Kingdom and Australia was announced, in part, to compete with China.</p>
<p>However, many Chinese Americans fear the tense relationship could result in an increase in hate crimes or discrimination. </p>
<p><b>CHINESE AMERICAN HISTORY </b></p>
<p>Because of all the recent stories — and tension with Beijing — it is worth a visit to the Chinese American museum in Washington, D.C., to speak with David Uy, the executive director.</p>
<p>"People often ask, what does a Chinese-American look like — I am one of them — I am half Chinese, and I am half Italian," Uy said. </p>
<p>What's important during this time is that all Americans know that just because politics with Beijing is tense, it doesn't give anyone an excuse to be rude — or hateful — to their neighbors, he urged.</p>
<p>"You may have issues with a country but those people in the U.S. are as American as you," Uy said. </p>
<p>"We don't want spy balloons drifting over the country," Uy added.</p>
<p>Unfortunately hate crimes against Asian Americans are on the rise. </p>
<p><a class="Link" href="https://www.documentcloud.org/documents/23706818-supplemental-hate-crime-statistics-2021?responsive=1&amp;title=1">Newly updated data from the FBI</a> shows that in 2021 there were over 700 anti-Asian incidents nationwide. Uy's museum has felt it first-hand.</p>
<p>"We've had a rock thrown threw our window, and we have had hate speech left at one of our exhibits," he said. </p>
<p>Part of Uy's goal is to educate Americans more on Chinese-American history in the U.S.</p>
<p>For instance, the transcontinental railroad was largely built by Chinese laborers.</p>
<p>"Ten miles of rail track was laid in a single day," Uy said. One fear he has, is a return to the past. </p>
<p>From the 1880s to the 1960s, the United States Congress significantly restricted — and for many years, banned  — Chinese citizens from migrating to the United States. </p>
<p>The Chinese Exclusion Act remains one of the most restrictive immigration laws ever passed by Congress. </p>
<p>"They were not always the most welcomed of immigrants," Uy said. </p>
<p>All of this is worth keeping in mind as the political rivalry between the United States and China intensifies. </p>
<p>Any political expert will tell you, it's a rivalry that won't be going away soon.</p>

<p>WASHINGTON, D.C. — Across the country, mask mandates are going away. Every state, except Hawaii, has either dropped its mandate or announced plans to do so in the future.</p>
<p>On Jan. 20, the U.S. was averaging 735,652 new COVID-19 cases a day.</p>
<p>On Feb. 20, the country was down to 102,385 daily cases.. </p>
<p>While those numbers have gone down, another number has gone up.</p>
<p>In January, more Americans called in sick than usual. In fact, the latest numbers from the Department of Labor show the statistics to be around twice as much as they did throughout last year.  </p>
<p>The statistics are a reminder that the pandemic is not over.</p>
<p><b>PUSH BY LAWMAKERS</b></p>
<p>Some in Congress fear that as the pandemic continues, more people will go to work even if they test positive, especially if they don't have sick leave.</p>
<p>Ahead of President Joe Biden’s State of the Union address on Tuesday, a group of Democrats is pushing a policy proposal to mandate sick leave to be included in the speech and voted on sometime this year. </p>
<p>Earlier in the pandemic, Congress enacted paid sick leave for those who contracted the virus but that program has expired.</p>
<p>One proposal would give every American worker at least two weeks of sick leave if they catch COVID-19.</p>
<p>Around 33.6 million American workers do not have paid sick leave, according to the latest figures from the federal Bureau of Labor Statistics.</p>
<p>The U.S. is one of <a class="Link" href="https://www.nytimes.com/2022/02/21/upshot/paid-leave-covid-democrats.html">only 11 countries in the world</a> without mandatory leave for health problems. </p>
<p><b>A LOOK AT HISTORY</b></p>
<p>"The 1918 pandemic came in waves just like ours does," John M. Barry is a distinguished scholar at Tulane University.</p>
<p>He isn’t an expert on paid time off but he is an expert on how pandemics end.</p>
<p>He wrote "The Great Influenza" about the pandemic of 1918.</p>
<p>A hundred years ago, he says, even after all the public health restrictions were lifted, people still got sick and couldn’t go to work.</p>
<p>In fact, cities like Detroit, Kansas City and Milwaukee saw some of their worst outbreaks after people stopped wearing masks.</p>
<p>As a result, the government, as well as employers, should still be prepared for employees to call in sick.</p>
<p>“There will be another variant," Barry cautioned. </p>
<p>Whether paid sick leave can pass Congress is still very much unclear. </p>
<p>Democrats in Congress have struggled in recent months to pass similar initiatives.</p>

<p><b>WEST CONDEMNS RUSSIA</b> </p>
<p>"This aggression cannot go unanswered," President Joe Biden said this week from the White House. </p>
<p>While the President and other world leaders are hoping severe sanctions force Russia to restore the borders in Europe to where they were at the start of the week, the reality is Russia has been interested in re-drawing Ukraine for years.</p>
<p>After all, Ukraine used to be part of the Soviet Union.</p>
<p>In 2014, Russia took Crimea, a part of Ukraine.</p>
<p>This week began with Russia sending troops to the Donbas region. </p>
<p>Now, the Russian military is spread throughout the country. Many military experts agree that Ukraine could fall completely since they are not equipped to fight Russia on their own.</p>
<p><b>THE WORLD IS WATCHING</b></p>
<p>A looming question is whether the invasion inspires other world leaders to do the same thing.</p>
<p>It’s something being watched closely in Washington.</p>
<p>For example, China has long wanted to claim Taiwan, an island of 23 million people, as their own. </p>
<p>North Korea has long had an interest in neighboring South Korea.</p>
<p>Iran has also expressed interest in land around the Middle East.</p>
<p>President Biden's statements about war could also lead to more tensions.</p>
<p>He has been very clear he doesn’t want American service members fighting in Ukraine. Last year, he made clear he didn’t want Americans fighting the Taliban in Afghanistan.</p>
<p><b>BIDEN'S APPROACH</b></p>
<p>President Biden does believe that severe economic penalties, like the ones he has imposed on Russia, are enough to end conflicts and prevent future ones.</p>
<p>"America stands up to bullies,” Biden said Thursday. </p>
<p>He also isn't completely opposed to military action, deploying thousands of American troops to eastern Europe who are prepared to fight should the war extend beyond Ukraine's borders.</p>

<p>WASHINGTON — The Biden administration <a class="Link" href="https://www.ed.gov/news/press-releases/education-department-approves-415-million-borrower-defense-claims-including-former-devry-university-students" target="_blank" rel="noopener">announced last week</a> it had canceled more than $400 million in student loans for people who attended for-profit colleges.</p>
<p>The ruling affects 16,000 students who the government says were defrauded by for-profit colleges, including 1,800 former DeVry University students.</p>
<p>While it comes as a relief to thousands of people and their families, it's left some to wonder: If President Joe Biden can cancel debt for those students, can he cancel debt for everyone?</p>
<p><b>AMERICA'S DEBT PROBLEM</b></p>
<p>The U.S. has accrued nearly $1.75 trillion worth of student debt nationwide.</p>
<p>In Florida, the average debt for those with loans is around $24,000. In Montana, it's averaging just over $27,000. In Wisconsin, it's over $30,000.</p>
<p>Similar numbers are reported in most states throughout the country.</p>
<p><b>A RELUCTANT PRESIDENT</b></p>
<p>When Biden ran for office, he pledged to cancel student debt. However, since he has taken office, he has not acted on his own to do it.</p>
<p>Instead, he has encouraged Congress to take action to cancel student debt — a move that has frustrated many in his party.</p>
<p>Senate Majority Leader Chuck Schumer, D-New York, has recently called on the Biden Administration to take more action to cancel student debt.</p>
<p><b>CHANGES HAVE HAPPENED</b></p>
<p>But that doesn't mean no changes are happening. In fact, some changes have already occurred that are impacting families.</p>
<p>For one, every American with federal student loan debt has enjoyed nearly two years of not having to make the payments — without interest accumulating on those loans.</p>
<p>Since March of 2020, under a program that began under former President Donald Trump, federal payments have been suspended. Biden has extended the pandemic-related policy several times since taking office. </p>
<p>May 1 is when federal student loan payments are set to resume. However, that date may get pushed back again.</p>
<p>Additionally, federal law already allows Americans who work in public service to get their debt forgiven after working a certain number of years. </p>
<p>Before Biden took office, the process was complicated, and many borrowers were denied loan forgiveness over technicalities. A new waiver by the Biden administration has changed some of that, and experts now say 9.3 million Americans are now eligible for student loan forgiveness. That includes teachers, police officers, government employees and even some who work for non-profits. Those who think they may qualify are encouraged to apply — or re-apply.</p>
<p>Finally, a big change has happened recently involving bankruptcies.</p>
<p>Student loans aren't treated the same way as credit cards when someone files for bankruptcy. While it's possible to get the debt discharged, typically, the debt stays with someone after they get a bankruptcy ruling. However, in New Jersey, a federal judge decided to interpret the law differently and canceled more than $100,000 in one man's student debt after he filed for bankruptcy. The Justice Department has decided not to object to that case, a rare move, and the Department is now reviewing bankruptcy policies going forward.</p>
<p><b>PRESSURE ON PRESIDENT</b></p>
<p>Still, Biden is facing pressure to do more.</p>
<p>The White House has not yet released an internal legal analysis showing whether Biden's attorneys believe he has the authority to cancel debt on his own.</p>
<p>Many members of Congress believe he does and would like to see that analysis released.</p>

<p>However, as we have been reporting, the Build Back Better bill has stalled with no indication President Biden withe President Biden being unable to get his agenda voted on by Christmas.</p>
<p>So what's the divide. Is it money? Politics? The type of programs? </p>
<p><b>SPLIT SENATE </b></p>
<p>You are wrong if you thought President Biden's agenda has stalled because of Republicans battling Democrats.</p>
<p>The Build Back Better bill was always written so that it could become law with only Democratic votes since Democrats control the house and the senate.</p>
<p>So what's the divide?</p>
<p>Right now, President Biden hasn’t been able to convince every Democratic senator to be on board, with Senator Joe Manchin of West Virginia being the most elusive.</p>
<p>Because Manchin’s support is needed, Manchin has as much veto power on this issue as the president.</p>
<p>As far as money, that isn’t the problem.</p>
<p>Both President Biden and Senator Manchin agree spending around $1.7 trillion is okay.</p>
<p>The debate is over how to spend the money and for how long.</p>
<p>President Biden wants the legislation to create and fund everything from capping child care costs to offering medicare hearing coverage to investing in climate change. </p>
<p>The President addresses all of these issues by only funding some programs for a limited time since he can only spend a limited amount of money.</p>
<p>For example, President Biden only funds the expanded child tax credit for one year.</p>
<p>Child care subsidies would last just three years.</p>
<p>Funding for pre-K would expire after six years.</p>
<p>Manchin disagrees with that approach. </p>
<p>Instead of funding a plethora of programs for a couple of years, Democrats should pick one or two and fund them for a decade or so.</p>
<p>If they don’t, he fears benefits could be taken away from Americans by future leaders, or they would contribute to the national debt.</p>
<p>"I think everybody has to choose what we can sustain,” Manchin told reporters this week. </p>
<p>“My grandfather used to say un-managed debt will make a coward out of the decisions you make.”</p>
<p>A big question now is what does president Biden do next?</p>
<p>Officially the White House says negotiations with Senator Manchin and every other Democrat continue over the holidays. Still, the philosophical disagreement won't be an easy one to overcome.</p>

<p>IT STARTED IN THE MIDDLE OF JULY AND CONTINUES THIS WEEK WITH ANOTHER ROUND OF BANK DEPOSITS SET FOR DEC. 15. — The final payment from the expanded child tax credit is scheduled to go out on Dec. 15. Early analysis shows the extra cash has lowered poverty rates by around 40%. </p>
<p>The Build Back Better bill, which the Senate is expected to debate vigorously this week, would expand the credit for another year. But the future of the bill is very much unclear. That’s because the Senate is split 50-50.</p>
<p>For the bill to pass, every Democrat must support it because all Republicans are opposed. The vice president would break a potential tie.</p>
<p>So far, not every Democrat has committed to voting for the bill. One of those undecided is Sen. Joe Manchin of West Virginia.</p>
<p>In addition to expressing doubts about the overall spending in the bill, he has also previously said he thinks the 2021 expanded child tax credit was too generous. He added that he would like to see changes.</p>
<p>For example, Manchin has said he would like a work requirement for parents to receive it. Such a requirement is not part of the 2021 tax credit.</p>
<p>If this week is the final expanded child tax credit payment, it doesn’t mean the entire child tax credit would go away. The IRS would revert to the traditional, albeit smaller, child tax credit. Parents would get that money when they file their tax returns instead of monthly installments.</p>
<p>How big would that change be? The left-leaning Center on Budget and Policy Priorities says a single mother of two, working a part-time job that pays around $12,500 a year, gets $550 per month under the 2021 tax laws.</p>
<p>Without the monthly child tax credit, that single mother would only get around $1,500 for the entire year.</p>

<p>WASHINGTON, D.C. — A quarter of older Americans says it's difficult to pay for prescription medications. </p>
<p>One reason, according to AARP, is the price has increased dramatically over the last decade.</p>
<p>From 2006 to 2020, according to their analysis, prices for 65 brand-name drugs increased by approximately 276%. </p>
<p><b>BUILD BACK BETTER</b></p>
<p>“We can all agree prescription drugs are expensive in this country,” President Joe Biden said at a White House event on the issue earlier this week. </p>
<p>Biden is hoping his Build Back Better plan gets passed in Congress to address the issue.</p>
<p>One big change involves the possibility of price negotiation. </p>
<p>Currently, Medicare officials cannot negotiate drug prices for their beneficiaries. </p>
<p>However, the Build Back Better plan, which may be voted on by Christmas in the Senate, would allow for some price negotiation.</p>
<p>Democrats believe that will lower the cost of prescriptions for Americans.</p>
<p><b>SAVINGS TAKE TIME </b></p>
<p>However, the savings will take time to reach Americans</p>
<p>The president’s big plan only allows for 10 drugs to initially be negotiated.</p>
<p>The first negotiations wouldn’t take place until 2025. </p>
<p>Newly-launched drugs would not be eligible for negotiation and lower prices. </p>
<p>President Biden’s plan also calls for out-of-pocket drug costs to be capped at $2,000 for those on Medicare Part D. </p>
<p>However, those savings wouldn’t kick until 2024, according to the latest text of the bill. </p>
<p><b>UNINTENDED CONSEQUENCES </b></p>
<p>Could this big change by Congress have a negative impact on science? </p>
<p>Ed Haislmaier thinks so. Haislmaier is a policy analyst at the Heritage Foundation, a conservative think tank.</p>
<p>“It could limit research,” Haislmaier said. </p>
<p>He argues the threat of lower profits for drugs companies could limit research and the development of newer, more effective drugs for older Americans. </p>
<p>“Whenever you're doing work in this area, you are taking a big risk," he added. "You have to have the potential of a big payoff." </p>
<p>For the millions of Americans struggling to pay the bills any relief is welcomed. </p>

<p><b>WOMEN IN MILITARY</b></p>
<p>From female fighter pilots to women completing Navy Seal training to General Lori Robinson commanding NORAD, women are ubiquitous in the military— even though men may still make up the majority.</p>
<p>According to military.com, a nonpartisan military news publication, women account for 20% of new recruits and 16% of active duty personal.</p>
<p><b>SELECTIVE SERVICE REGISTRATION</b></p>
<p>For over 100 years, only young men have been required to register for the draft. </p>
<p>The United States Senate is taking up the National Defense Authorization Act this month. In addition to addressing military pay and other benefits, senators are set to consider whether women should register with the Selective Service when they turn 18.</p>
<p>Professor Jen Spindel of the University of New Hampshire noted the significance of the potential change.</p>
<p>"It really is the first moment that including women in the draft seems like it might pass," Spindel told Scripps' National Political Editor Joe St. George.</p>
<p>If it passes it would mean women, just like men, who are between the ages of 18 to 25 would have to go to the selective website and submit their name, address and social security information.</p>
<p>In theory, that would be it. </p>
<p>The United States hasn't actually used the draft since 1973, relying on volunteers to staff the military.</p>
<p>However, Spindel explains that many worse-case scenarios highlight the U.S. being at a disadvantage for not including women presently. </p>
<p>“By excluding women from the draft, should the U.S. ever need to activate the draft, they would be missing out on a lot of skills that women bring,” Spindel said. </p>
<p>The ACLU has called this one of the last remaining sexist policies by the federal government, advocating for it to change. </p>
<p>But there is conservative opposition. </p>
<p>Republican Senator Josh Hawley has said it is “immoral” to draft young women into combat.  </p>
<p>It's unclear exactly how this will play out in Congress but a final decision is expected in the coming weeks.</p>

<p>Efforts to make Washington, D.C. and Puerto Rico official states have stalled in Congress.</p>
<p>However, while D.C. citizens still have access to many government programs that citizens of all the 50 states enjoy, Puerto Rico citizens are ineligible for many. </p>
<p>Take, for instance, Supplemental Security Income, SSI. </p>
<p>It’s a program that helps Americans with illnesses or disabilities get by.</p>
<p>Those who live in D.C. qualify for it, but those who live in Puerto Rico do not, even though people in both places pay federal taxes. </p>
<p>Why? When Congress passed SSI decades ago, they didn’t include residents of the island.</p>
<p><b>SUPREME COURT CHALLENGE </b></p>
<p>Well, the debate over the rights of Puerto Rico citizens will be front and center in the Supreme Court this week.</p>
<p>The case is called United States v. Vaello-Madero. </p>
<p>Oral arguments are on Tuesday.</p>
<p>It’s about a man named Jose Luis Vaello-Madero. In 2013, he moved from his home of 28 years in New York City back to Puerto Rico. When he became ill he filed for SSI benefits. </p>
<p>If he moved to, let’s say, Florida instead, it would have been no problem. However, when the Social Security Administration learned where he moved, they cut him off from the program and demanded he pay back $28,000 worth of benefits he had already received. </p>
<p>The Biden administration is split on the issue. </p>
<p>President Joe Biden has issued statements calling for Puerto Rico citizens to be covered by government programs like SSI. </p>
<p>“There can be no second-class citizens,” Biden said. </p>
<p>Biden’s Justice Department, however, has done the opposite, actually arguing against Vaello-Madero in court. </p>
<p>"The Constitution vests Congress, not the courts, with responsibility for making appropriate changes,” attorneys wrote in legal briefs.</p>
<p>While the high court is not expected to issue an opinion on this case for months, the outcome could dramatically change what Puerto Rico’s 3 million-plus residents are entitled to. </p>
<p>That would potentially make government programs even more costly to American taxpayers since more people would be eligible to enroll. </p>

<p>WASHINGTON — The transition to the future of how homes are heated and cooled is already happening.</p>
<p>Many businesses have already installed environmentally-friendly solar panels to generate the electricity they need. </p>
<p>While some businesses say the switch is obvious and easy, other businesses are more reluctant. </p>
<p>That includes some utility companies that are responsible for generating the electricity people use.</p>
<p>According to the U.S. Energy Information Administration, 2.3% of America’s electricity is generated through solar panels. </p>
<p>Meanwhile, 60% of electricity in the U.S. comes from fossil fuels like coal and natural gas.</p>
<p>President Biden believes the more the country’s utility companies rely on fossil fuels, the harder it will be to stop the planet from getting warmer.</p>
<p>“When I think climate I think jobs," President Biden said at a recent event. </p>
<p><b>IDEAS </b></p>
<p>It’s why he supports efforts in the House of Representatives to create the Clean Electricity Performance Program.</p>
<p>The $150 billion program would reward utility companies that transition to clean energy, like solar, while penalizing those that do not.</p>
<p>However, as the New York Times first reported last week, that plan is likely getting removed from the pending spending legislation in Congress.</p>
<p>Democratic Senator Joe Manchin, whose vote is needed to pass anything, doesn’t like the idea of fining utility companies. Manchin, this week, expressed opposition to a carbon tax as well. </p>
<p>Manchin’s position is now in line with Republicans. </p>
<p>Senator John Barrasso of Wyoming says it would hurt jobs, especially out west.</p>
<p>“The house Democrats plan will effectively end any new oil natural gas oil development on federal lands," Barraso said at a recent congressional hearing. </p>
<p><b>WHAT IS STILL POSSIBLE </b></p>
<p>Just because some climate change policy proposals appear to be off the table, it doesn’t mean every climate change proposal is off the table.</p>
<p>Americans who buy an electric vehicle in the coming years could still receive a tax credit worth at least $4,500 if the legislation passes Congress.</p>
<p>President Biden still wants billions of dollars to create the climate conservation corps too, which would employ thousands of young men and women to build projects to help the environment.</p>
<p>Tax incentives that inspire more renewable energy production is also expected, as well as some executive action by President Biden which doesn't require congressional approval. </p>
<p>Many environmentalists, however, believe more is needed. </p>
<p>Professor Leah Stokes of the <u>University of California, Santa Barbara</u> says taking the Clean Electricity Performance Program out of the bill would drastically hurt ambitions to cut emissions. </p>
<p>“The clean electricity performance program delivered about a third of the pollution cuts in the package, it was a real critical policy, and the answer can't be oh, gee shucks we lost out on that,“ Professor Stokes said in a recent interview. </p>

<p>Now that the conventions are over, what will happen next with the campaigns? </p>
<p><b>RALLIES &amp; TRAVEL TO SWING-STATES</b></p>
<p>In-person rallies in arenas do not appear to be happening this election season. </p>
<p>While Democrats have been skeptical about them for months, President Donald Trump's team has also accepted the reality of the pandemic in recent weeks. </p>
<p>That does not mean an end to travel however. </p>
<p>"The one thing I can guarantee you is the president will continue to travel to these states," Marc Lotter, a longtime aide to Trump and Vice President Mike Pence, said. </p>
<p>For now, Trump is planning on holding stops at airports, like today's visit to New Hampshire. Campaign aides also say he is open to more in-person visits to places like diners. </p>
<p>As for the Biden campaign, they are committed to virtually campaigning -- for now. </p>
<p>"We are keeping our supporters, our staff safe, but we are still getting the vice president’s message out to voters," TJ Tucklo told Scripps National Political Editor Joe St. George recently. </p>
<p>However, during a virtual fundraiser on Thursday, Biden hinted about getting out to swing states after Labor Day in a responsibly way.  </p>

<p><b>VOLUNTEERS </b></p>
<p>Trump and Biden vary differently when it comes to what they are doing with their volunteers. For instance in Michigan, the Trump campaign is continuing to  knock on doors. The Biden campaign is not. </p>
<p>As a result, voters should continue to expect campaign text messages, email invitations to virtual speeches and more digital ads on their Facebook news feed. </p>
<p>The next major political event is the first presidential debate on September 29. </p>

<p>WASHINGTON — Should disabled, low-income Americans who can't work be entitled to financial help from the federal government? </p>
<p>Since the 1970s, the answer has been yes. </p>
<p>However, for millions of Americans who receive Supplemental Security Income (SSI), the program has often come with more frustration than gratitude. </p>
<p><b>WHAT IS SSI? </b></p>
<p>Supplemental Security Income, often referred to as SSI, began in 1972 with a new law passed by Congress. </p>
<p>It was meant to help disabled Americans with little income, many of whom were leaving institutions at the time society began to close more of those facilities. </p>
<p>More than 8 million adults receive the benefit, which is administered by the Social Security Administration.</p>
<p><b>THOUGHTS FROM RECIPIENTS </b></p>
<p>Tyeishia Freeman’s life changed 9 years ago.</p>
<p>"In 2012, I was in a car accident that killed a man," Freeman said, choking back tears. </p>
<p>"It changed my life forever," Freeman said. </p>
<p>"I wasn’t myself anymore,” Freeman added. </p>
<p>One of the biggest changes?</p>
<p>Freeman's anxiety and PTSD from the accident meant she could no longer work full time.</p>
<p>“I am a single mother of seven," Freeman said. </p>
<p>Like many Americans, Freeman had no clue SSI existed until a doctor suggested it as a way to provide for her family. </p>
<p>“I had no clue what SSI was,” Freeman added. </p>
<p><b>HOW MUCH IS GIVEN</b></p>
<p>The maximum SSI benefit for an individual is $794 a month.</p>
<p>That’s around $9,530 a year, which is below the poverty line of $12,880 a year.</p>
<p>“I am supposed to live, how?” Freeman said. </p>
<p>The amount isn’t what frustrates Freeman the most, however. It’s the rules.</p>
<p>Freeman believes she is capable of working a few hours a week somewhere.</p>
<p>SSI guidelines state, however, that once you earn more than $65 a month in outside income, your monthly benefit gets reduced. </p>
<p>She can’t have more than $2,000 a month in savings either. She says that takes away her drive to work.</p>
<p>“There goes a person like me with anxiety,” Freeman jokes. </p>
<p><b>FRUSTRATING FOR EXPERTS </b></p>
<p>Deborah Wagner is with the Legal Aid Society of Greater Cincinnati.</p>
<p>"It hasn’t kept up with the times,” Wagner said of the program. </p>
<p>She says SSI administers know how much money recipients receive, because to enroll in the program you must grant access.  </p>
<p>"Social Security can look at all of your bank accounts,” Wagner said. </p>
<p>Wagner says the complicated rules even impact marriages.</p>
<p>Let's say you have two people on SSI, each receiving $794 a month.</p>
<p>If they decided to get married, the new combined benefit is only $1,191. </p>
<p>That’s less than what they would earn if they stayed single.</p>
<p>“Through the years, I’ve called myself anti-cupid," Wagner said. "I’ve counseled people — don’t get married. You’re going to lose money."</p>
<p><b>CONGRESSIONAL ACTION </b></p>
<p>All of this begs the question: Is anything being done to possibly change or update the program? </p>
<p>The answer is yes, and changes could be included in the upcoming Democratic spending bill. </p>
<p>“We are going to get something done on this," Sen. Sherrod Brown, D-OH, told Scripps' Joe St. George in an interview recently. </p>
<p>"We are at least raising the threshold so people can begin to work and make a little more and save a little more," Brown said. </p>
<p>Brown is chairman of the influential Senate Banking Committee. He thinks rules should be relaxed. </p>
<p>For the moment, changes could make their way into the Democratic spending bill being negotiated in Congress. </p>
<p>In the meantime, Freeman has this message for officials in Washington:</p>
<p>"Just give us a little mercy," she said. </p>

<p><b>WHAT IS THE DEBT CEILING? </b></p>
<p>The debt ceiling is the amount of money the government can borrow to pay its bills, somewhat like your credit card limit.</p>
<p>Currently, the debt ceiling is $28.4 trillion, which is right around the amount of federal debt the country has accumulated. </p>
<p>If you are wondering if all countries have to deal with the debt ceiling, it is for the most part a uniquely American issue.</p>
<p>The United Kingdom, Japan, Canada, Germany, and France don't have debt ceiling votes like this.</p>
<p>Only two countries have debt limit rules, Denmark and Poland. However, economists say it's not really controversial in those countries.</p>
<p>The debt ceiling issue exists in the United States mainly because of our Constitution.</p>
<p>Article 1, Section 8 says “Congress shall have Power {..} to borrow Money on the credit of the United States.”</p>
<p>In 1917, during World War I, Congress gave the Treasury Department more flexibility to borrow money.</p>
<p>The first official debt limit was set at $45 billion in 1939, according to the <a class="Link" href="https://bipartisanpolicy.org/debt-limit-through-the-years/">Bipartisan Policy Center.</a> </p>
<p>According to the <a class="Link" href="https://home.treasury.gov/policy-issues/financial-markets-financial-institutions-and-fiscal-service/debt-limit">Treasury Department's website</a>, since 1960, Congress has acted 78 separate times to raise the debt limit.</p>
<p>America has never let it lapse, although lawmakers came close during the Obama presidency. </p>
<p><b>THE DEBATE</b></p>
<p>Why is the country facing a debate over the debt ceiling? In short, because of disagreements between Republicans and Democrats. </p>
<p>Sen. Chuck Schumer (D-N.Y.) leads Democrats in the U.S. Senate. </p>
<p>He said on the floor this week about the possibility of default, "Time is short. The danger is real."</p>
<p>The reason the country is facing a possibility of default is Schumer wants Republicans to pass a debt limit increase in a bipartisan fashion. </p>
<p>However, Sen. Mitch McConnell (R-K.Y.) has made it clear Republicans aren't interested in raising the debt ceiling while Democrats are in charge and are proposing trillions of dollars in new spending. </p>
<p>"Our Democratic colleagues will have to do it alone," McConnell said this week. </p>
<p>Democrats are capable of raising the debt limit through the reconciliation process, but that has been rejected over concerns it would procedurally take too long. </p>
<p>As a result, everything from social security checks to military pay hangs in the balance. </p>

<p>The biggest change will be the crowd sizes. Because of the pandemic, the President-elect is telling his supporters not to travel to Washington D.C. </p>
<p>While some will still make their way to the national mall, crowds will be sparse and crowd-size records won't be broken. </p>
<p><b>INAUGURATION CHANGE #2</b><br /><i>Members of Congress have limited tickets </i></p>
<p>In a normal year, Congress would distribute hundreds of thousands of official tickets. <br />Those watching near the Capitol would have to receive an official invite to get to the spot. </p>
<p>This year, each Member of Congress gets a plus one, just like the State of the Union. </p>
<p><b>INAUGURATION CHANGE #3</b><br /><i>No lunch inside the Capitol </i></p>
<p>Traditionally, after the swearing-in, the new President has lunch with Members of Congress inside the Capitol. That event has been canceled. </p>
<p><b>INAUGURATION CHANGE #4</b><br /><i>Inaugural balls and the parade being reconfigured </i></p>
<p>"I do think they will try to engage virtually," Rachel Glaws, a Washington D.C. event planner said. </p>
<p>In a normal year, she would help coordinate a half dozen inaugural galas and balls. This year her usual clients have canceled the cocktails. </p>
<p>"Right now, we don't have anything on deck," Glaws said. </p>
<p><b>INAUGURATION CHANGE #5 </b><br />What role will President Donald Trump play?</p>
<p>This change is the one that is up in the air at the moment. </p>
<p>Four years ago, President Obama invited President Trump on the morning of his inauguration to the White House, per tradition. Obama also attended President Trump's swearing-in. </p>
<p>It's unclear if President Trump will go to anything this year. </p>
<p>"At this point I'm not sure what President Trump will want to do," Rep. Lisa Blunt Rochester, a co-chair of the Biden inauguration, said. </p>
<p>"It would be unfortunate if he chooses not to participate, I will tell you that the committee itself are working so that people across the country can participate in different ways," Blunt Rochester said. </p>

<p>FALL RIVER, MA — Wildfires aren't just breaking records in the western United States. </p>
<p>Dave Celino, the Chief Fire Warden in Massachusetts, says its happening in the East too.</p>
<p>"This year, through June, we've accounted for almost 850 wildfires that's burned almost 1,600 acres,” Celino says during a walk in Fall River State Forest. </p>
<p>In fact, Celino says Massachusetts had its largest fire in 20 years earlier this year.</p>
<p>If you add up all the fires from Minnesota to Maine, places that you may think fire danger is always low, new records are being set as well. </p>
<p>In the Eastern Region of the U.S., the Forest Service reports 107,000 plus acres have burned this year.</p>
<p>That's 2,500 more than the 10-year average.</p>
<p>Why don’t you hear more about the fires?</p>
<p>“It’s what your perception is of a catastrophic event," Celino said. </p>
<p>Celino says fires in his area of the country tend to be small, they aren’t burning large swaths of land like the ones in the West.</p>
<p>But just because they are small, doesn’t make them any less destructive. More people live on the edges of those forests. </p>
<p>"The fires that concern us in the Northeast are those five, ten-acre fires," Celino said. </p>
<p>"People live on the edge of these wildlands, we cannot instantly call five air tankers in," Celino said.  </p>
<p>"I can’t even get one air tanker in." </p>
<p><b>PUSH FOR RESOURCES </b></p>
<p>Celino and others would like more resources to prevent fires as opposed to just responding them, fearing forests around the country remain primed for a disaster.</p>
<p>"It’s a complex issue, there is nothing simple about it," Brad Simpkins with the U.S. Forest Service says. </p>
<p>"Prescribed burning is one tool in the tool box," Simpkins added. </p>
<p>Prescribed burning is when fires are intentionally set to an area of land to make it less flammable.</p>
<p>Simpkins says a lack of time and money are preventing more prescribed burns from taking place. </p>
<p>In Massachusetts, around 16,000 acres have been identified as needing a prescribed burn but crews can only get to around 2,000 or so a year. </p>
<p>"It takes specialized training for people to run a prescribed burn and the same people that do a lot of the burning are the same people responding for wildfires," Simpkins said. </p>
<p><b>CONGRESS CONSIDERING ACTION</b></p>
<p>This is where Congress comes in and where a debate over forest funding is unfolding. </p>
<p>"We have not invested in forests, and with climate change, conditions are getting drier," Senator Michael Bennet (D-C.O.) said. </p>
<p>Bennet is an influential voice on the subject. </p>
<p>Senator Bennet is Chair of the U.S. Senate Committee on Agriculture, Nutrition, and Forestry's Subcommittee on Conservation, Climate, Forestry, and Natural Resources. </p>
<p>He and other Democrats are pushing to include $40 billion in their upcoming multi-trillion spending bill to address forest mitigation, watershed protection and prescribed burning. </p>
<p>In recent days though, it’s become clearer that the spending bill will need to become smaller in order to pass.</p>
<p>Bennett believes fire mitigation will survive the cuts.</p>
<p>"I think it has a very good chance of getting through, Bennet said. </p>
<p>While the country waits on Washington, back in the forests of Massachusetts, Simpkins says thousands of men and women in the country will continue combating fires when called upon, and records will continue to be broken.</p>
<p>"Any one state, California, Montana wherever can’t handle those issues by themselves," he said.</p>

<p>WASHINGTON — Whether it was flooding in Texas earlier this week because of Tropical Storm Nicolas or Hurricane Ida's destruction which stretched from neighborhoods in Louisiana to interstates in the Northeast, the last few weeks have shown why flooding is such a risk to Americans. </p>
<p>In fact, according to the Federal Emergency Management Agency (FEMA), flooding is the most common and most expensive natural disaster in our country. </p>
<p>And you don't have to live on the coasts to be at risk.</p>
<p><b>CONGRESS AND FEMA </b></p>
<p>While all this flooding may have you thinking about flood insurance, Congress is thinking about it for other reasons.</p>
<p>The National Flood Insurance Program is set to expire on Oct. 1.</p>
<p>While Congress is expected to extend the program, the bigger impact on your life may be the changes FEMA wants to make to flood insurance policies, changes that will likely impact rates.</p>
<p>Currently, policies are based on a home's elevation and whether it has a 1% annual chance of flooding.</p>
<p>Starting Oct. 1, factors such as the history of flooding, frequency of heavy rainfall, as well proximity to a water source will be factored in.</p>
<p>The numbers mean what you pay will be changing.</p>
<p><a class="Link" href="https://www.fema.gov/flood-insurance/risk-rating">FEMA estimates</a> around 73% of current policyholders will pay between $1-$20 more per month</p>
<p>It's expected 4% of existing policyholders will see price hikes of more than $20 a month.</p>
<p>But FEMA also says around 23% of flood insurance plans will be cheaper, an acknowledgment that some Americans have been paying too much for years.</p>
<p>"It all depends on where you happen to be," Dr. Ed Kearns says. </p>
<p>Kearns runs floodfactor.com which allows anyone to type in their address and see their own flood risk.</p>
<p>He says while FEMA's willingness to change is important, more climate change risks should be factored in. </p>
<p>“I'd really like to see how climate change is impacting those heavy rainfall events," Kearns said. </p>
<p>The reality, he says, is that some areas will be hit harder than others with floods in the coming years and Americans need to be insured and prepared to pay more.</p>
<p>"If you are living in a home that is on a grade slab and next to the ocean, or a low-lying area you should expect to pay your fair share.”</p>
<p>New policies will see rates change next month, current policyholders will see those changes next April.</p>
<p>If you're someone who wants flood insurance but can't afford it, keep an eye on Congress. A proposal to create new subsidies is currently included in the proposed multi-trillion-dollar spending bill.</p>

<p>WASHINGTON — President Donald Trump will land in Florida via Air Force One a few hours before President-elect Biden's inauguration on Wednesday. </p>
<p>While he will lose access to the presidential aircraft at noon ET, he will still enjoy several perks of being a former president for the rest of his life. </p>
<p><b>COST TO TAXPAYERS </b></p>
<p>Even though some former presidents earn money through speeches and books after they leave office, taxpayers do provide a stipend. </p>
<p>Former presidents receive around $219,000 annually and raises are given to match what current cabinet secretaries receive.</p>
<p>Former presidents also get Secret Service protection valued at about $1 million year year, and are able to employ staffers and use office space. </p>
<p>For the first 30 months after leaving office, $150,000/year is allocated for staffers. That drops to $96,000 annually after that. </p>
<p>In recent years, former presidents have spent around $500,000/year of taxpayer money for office space locations. </p>
<p>Former presidents are also entitled access to mail privileges, according to a recently published government report. </p>
<p><b>IMPEACHMENT IMPACT</b></p>
<p>The perks are guaranteed under the Former Presidents Act, but if the Senate votes to convict Trump during the upcoming impeachment trial that could change. </p>
<p>Benefits, could in theory, be suspended by the Senate if they vote to convict him on the Article of Impeachment passed by the House. </p>

<p>WASHINGTON, D.C. — The bipartisan infrastructure bill continues to progress in the United States Senate. A final vote could take place this weekend. </p>
<p>For months, you’ve heard politicians and transportation leaders make the case that now is the time to revolutionize train travel.</p>
<p>The bipartisan bill certainly allocates money in the direction of mass transit and Amtrak. </p>
<p>It invests $39 billion over five years into mass transit, like commuter trains and buses. It also allocates $66 billion for passenger rail, mostly Amtrak. </p>
<p>Both represent an unrepresented amount of funds for those transportation sectors. </p>
<p>But just how transformational is this bipartisan infrastructure deal when it comes to train travel? It depends on who you ask.</p>
<p>"If you ask the question, 'Is more needed?' Absolutely more is needed. Public transit has been underfunded for decades," Paul Skoutelas said. </p>
<p>Skoutelas is the President of the American Public Transportation Association. He advocates for more commuter trains and buses in neighborhoods like yours.</p>
<p>He says rough estimates have put the maintenance backlog for mass transit at $105 billion nationwide. This bill provides only $39 billion.</p>
<p>If the bill becomes law, balancing maintenance needs with the desire for new projects to transform commutes will be tricky.</p>
<p>"Is this enough investment? No, it’s not, but we will take it. It’s significantly important to get us in the right direction," Skoutelas said. </p>
<p>Those who lobby on behalf of Amtrak, though, see things a bit differently.</p>
<p>"Before we get to the financial numbers, what’s even more important are the policy changes," John Robert Smith said. </p>
<p>Smith is with Transportation for America and is a past chairman of the board of directors for Amtrak.</p>
<p>He says the infrastructure bill changes the mission of Amtrak dramatically. Instead of being looked at as a business by the government, it’s now considered a service responsible for connecting big cities with small towns.</p>
<p>"It's a fundamental change in what the mission has been over the last 10 years," Smith said. </p>
<p>But what about the Amtrak proposal released earlier this year to create new routes around the country like Las Vegas to Los Angeles or Colorado Springs to Denver? </p>
<p>"I think the funds provided in the Senate bipartisan bill are significant enough to make vast changes," Smith said. </p>
<p>But Smith thinks the Amtrak map proposal will quickly be redrawn if the infrastructure bill becomes law.</p>
<p>That’s because President Joe Biden, under the bill, will have the ability to appoint all new Amtrak board members who will likely reevaluate everything.</p>
<p>While Smith says this bill can create new routes. Don’t expect super-fast bullet trains like the ones in Japan. There just isn’t enough cash for that.</p>
<p>"You aren’t going to accomplish transformational high-speed rail in a five-year bill," Smith said. </p>
<p>The bipartisan bill does include funds to improve Acela speeds in the Northeast corridor. </p>
<p>While some say the bipartisan infrastructure deal could have included more money, many conservatives in Congress are frustrated because they believe the bill has too much government spending in it, raising the risk for inflation. </p>
<p>A recent analysis by the nonpartisan Congressional Budget Office found the bill will contribute $256 billion to the deficit over the next decade. </p>
