CINCINNATI —

The Bengals team flew a charter plane back to Cincinnati as fans headed toward the airport for their post-Super Bowl travel back home.

“We didn’t win, but at least it was a good game,” said Bengals fan Tricia Stuart as she arrived at CVG after being at the Super Bowl.

“It’s a once-in-a-lifetime thing, so, I’m just glad I got a chance to see it,” said Von Craddock, who was also at the game and arrived at CVG on Monday.

Mark Householder was also at the game. Even though the Bengals didn’t win, he said the trip was not a loss.

“It was absolutely worth it,” Householder said.

Many fans had traveled from out of state to be in Cincinnati to watch the game.

“I live in Durham, North Carolina. I’m born and raised in Cincinnati,” said Morgan Andres. “There were plenty of Super Bowl parties and plenty of bars in Durham, but it just wasn’t the same as being home.”

Some fans leaving CVG were not originally from Cincinnati, but are serious Bengals fans.

Jason Stewart took four planes and traveled thousands of miles from Canada. It would have been closer to go to Los Angeles.

“It wouldn’t have mattered if it was in my own backyard. I wouldn’t have gone to the Super Bowl. I just wanted to be here with the people,” Stewart said.

Some of the first executive orders signed by President Joe Biden are directives requiring masks to slow the spread of the coronavirus in this country. The orders, one about federal property and one about travel, are limited to locations and people the Biden administration has control over.

In addition, Biden is urging all Americans to wear face coverings for 100 days, with the idea being a concentrated effort for this long could help contain the spread of the coronavirus as vaccination efforts are ramping up.

Here is a look at how Americans may be impacted by the new executive orders:

Domestic travel

There is now a federal mask requirement that applies to airports, planes, ships, and many intercity buses, trains and public transportation.

Although airlines, Amtrak, and other modes of transportation already had individual or regional mask requirements, the executive order makes it a federal level requirement and helps backstop any wiggle room on the local level.

There are still unanswered questions about how this order will be enforced, and which modes of transportation, exactly, are covered.

International travel

Travelers coming to the U.S. from another country must show a negative COVID-19 test before heading to this country, and then quarantine upon arrival.

Federal property

Masks and social distancing efforts are now required on all federal property and federal lands. This includes places like federal courthouses, FBI or other federal agency buildings both in D.C. and around the country, and national parks and forests.

While regional or statewide mask mandates have informed local decisions at these locations, the federal level mask requirement helps ensure consistency of requirements on federal property.

Federal employees

All federal employees and contractors are required to wear masks while on federal property or otherwise on-the-job.

Reports of unaccompanied migrant children being forced to stay overnight in parked buses at the Dallas convention center are “completely unacceptable” if true, U.S. Health and Human Services Secretary Xavier Becerra said Friday.

Dr. Amy Cohen, a psychiatrist and executive director of the advocacy group Every Last One, said a 15-year-old Honduran boy she is working with was held on a bus from Saturday to Wednesday, using the bus bathroom during that time and unable to move about freely or communicate with family. The boy encountered at least three other children who were held for the same time in the parking lot of the Kay Bailey Hutchison Convention Center, said Cohen, who also has been in contact with another child who was confined earlier to a bus for an extended period.

It is unclear how many children were kept on buses overnight.

“This is completely unacceptable," Becerra said. "We’re quickly investigating this to get to the bottom of what happened, and we’ll work to make sure this never happens again. The safety and well-being of the children is our priority.”

White House press secretary Jen Psaki said “there’s no excuse for this kind of treatment."

The reports are “outrageous, they’re unacceptable and they do not meet our standard for child care," Psaki said.

The Honduran boy's experience, first reported by NBC News, comes as Health and Human Services massively expands its capacity to house migrant children until they can be placed with a sponsor in the United States, usually parents or close relatives, while their cases wind through immigration court. It comes in response to the largest influx of unaccompanied children on record.

The department, whose lodging is more suited to longer-term stays than Border Patrol holding facilities, has grown its capacity to about 20,000 beds from less than 1,000 in mid-February. It's opened 14 emergency intake centers, including at the Dallas convention center and other large venues. The Dallas facility opened in February with plans to house up to 3,000 children.

Health and Human Services had 20,397 unaccompanied children in its custody as of Wednesday.

The government flew the Honduran boy to Seattle to reunite with his mother and uncle after NBC News inquired about his status.

MVM Inc., a transportation contractor for the government, said it has “safely and professionally” transported migrant children and families for more than six years.

“Over the last seven weeks, the number of children needing escorts in this pandemic environment has increased to more than 7,100, creating challenging travel logistics and resulting in some extended wait times on their way to reunification sites,” the company said in a statement.

MVM said it experienced some delays at a 24-hour regional hub where buses meet to get children on their way to join family, which resulted in “a child staying at that site longer than our target wait time of four hours. This is a violation of our policy and we are conducting an internal review of this incident.”

The company said the child had access to an air-conditioned bus, food and snacks, bottled water and personal protective equipment.
